November 28, 2017 Patrick Waller Garfield County Senior Planner 108 Eighth Street, Suite 401 Glenwood Springs, CO 81601 RE: Completeness Review Wilde Minor Subdivision (File No. MISA 08-17-8572) Mr. Waller: In response to your letter dates September 11, 2017, please see the following: 1. Tri J LLC has been added to the Amended Property Owners within 200' per attached list. 2. Completed Colorado Geological Survey Submittal Form and check for $600 enclosed. 3. Shared driveway Traffic Engineering Study prepared by River City Consultants Inc. attached. The traffic engineer has determined that the shared driveway should be classified as Semi -Primitive Access per Table 7-107. Both the shared driveway and single residence portions of the driveway meet the respective County standards. 4. The shared driveway access road repair improvements recommended by the Traffic Engineering Study, including repair and extension of the damaged culvert ends, were completed Nov. 3, 2017. The gravel travel surface at Sta 0+07 is now approx. 28 feet running width. 5. Amended Water Supply Plan prepared by Colorado River Engineering Inc., which addresses the water distribution system to serve Amended Parcel D attached. The water distribution system was completed and fully operational Nov. 7, 2017. 6. The shared driveway access road improvements and Amended Parcel D water distribution system are complete in place as noted above. 7. The Rifle Canon Ditch is not located on the property and would therefore not be a referral agency. The property is served by the private underground irrigation pipeline which derives its source of irrigation water rights from the Rifle Canon Ditch diversion headgate located approx. 4,200 feet north of the property and provides a gravity -feed supply. 136East Third Street Rifle, Colorado 81650 Tel.• 970/625-1330 ' Fax: 970/625-2773 Survey Services, Inc. 8. Please again refer to the Amended Water Supply Plan prepared by Colorado River Engineering Inc. The existing water storage tank on Parcel C was determined to be undersized (from the original plat requirements) at 550 gallons. Due to the location of the tank in the crawl space of the residence, the tank capacity could not be expanded and was abandoned in place. To meet the existing plat requirement for on-site storage, an underground 2,500 gallon tank was installed in proximity to the shared well and is equipped with a constant pressure, submersible pump serving both Amended Parcels C & D. The shared water storage and distribution systems were completed and fully operational Nov. 7, 2017. Also attached is the Amended Well Sharing Agreement which omits the prior language regarding 6 gpm flow restrictors as said initial concern by the engineer has been resolved by the upgraded water system. 9. Please again refer to the Amended Water Supply Plan prepared by Colorado River Engineering Inc.
