OUTLINE LETTER
To Whom it May Concern:
Peter Kiewit Sons' Co. proposes to operate a low profile,
portable concrete batch plant to facilitate construction
of Project No. I 70-2(103) for Colorado Division of
Highways in Glenwood Canyon.
The plant will be located at the No Name Rest Area Pit
owned by the Colorado Division of Highways in Glenwood
Canyon. Access to the No Name Pit will be by construction
haul roads, U.S. Highway I-70, and the No Name Interchange.
The project is located within one (1) mile of the proposed
plant location.
The plant is a Ross Model 100, with a cement silo, water
storage tank, and aggregate batch bins. The silo is the
tallest portion of the structure with a height of approx-
imately twenty (20) feet. The plant will be situated
approximately twenty-five (25) feet above the existing
Colorado River channel.

IMPACT STATEMENT
To Whom it May Concern:
A. Access - Colorado Division of Highways Project No. I 70-2(103)
is located approximately one (1) mile east of the
No Name Pit. Access to the plant site will be by
construction haul routes on Colorado Division of
Highways right of way, the No Name Interchange and
U.S. Highway I-70. Impact on local traffic will
be minimal. Haul trucks entering and exiting the
site shall not operate during periods of the day
that would conflict with school buses loading and
unloading children in the area.
B. Utilities - No public utilities will be involved. Electricity
will be by portable generator, water will be imported
by a water truck and portable sanitary facilities will
be located at the plant.
C. Operation - Use of the plant will be during normal working hours
Monday thru Friday for the duration of Project No.
I 70-2(103). Normal use will involve four to five
loads batched daily at the plant with a maxium of
thirty loads per day. In addition, approximately
six loads of aggregate and one load of cement will
be delivered to the plant daily.
D. Environment -
Noise - The plant is located a minimum of 200 feet
from any property boundary. The volume of sound
inherently and recurrently generated does not exceed
sixty (60) decibles at a one -hundred (100) foot radius
measured from the plant.
Water - There will be no discharge of water. Aggregate
production is located elsewhere. Water required for
concrete production will be imported and tank stored
at the plant.
Air - The plant is equipped with the required EPA Air
Pollution controls (ie, Bachouse) and meets all Federal
and State requirements. State Air Pollution Permit
No. C-12,690.

Wildlife - No impact, however the hatch plant will be
placed as far from the Colorado River as possible to
maintain a viable huntinn corridor for birds of nrey.
