PROJECT INFORMATION AND STAFF COMMENTS
Request for a special use permit
for a temporary concrete batch
plant.

OWNER: Colorado Division of Highways
LOCATION: A parcel of land located in No Name
south of I-70 East of County Road
129 and approximately 3 miles east
of Glenwood Springs. This parcel
is owned by the State Division of
Highways.

interchange onto 1-70.

I. RELATIONSHIP TO THE COMPREHENSIVE PLAN:
The site falls within District E Rural Area/Severe-Moderate Environmental
Constraints.
II. DESCRIPTION OF THE PROPOSAL:
A. Site Description: The site lies approximately 1/4 of a mile to the
southeast of the No Name I-70 highway interchange bounded on the north by
I-70, to the east by the Colorado River and to the south and west by
private property. The site is approximately 22.6 acres in size however,
the batch plant is proposed to be located to the east of the property 25'
from the existing Colorado River channel.
B. Project Description: The concrete batch plant is proposed as a
temporary facility to be in operation for approximately one year. The
applicants request that the facility be operated during normal working
hours Monday thru Friday. Normal use will involve 4 to 5 loads batched
daily at the plant with a maximum of thirty loads per day. In addition,
approximately six loads of aggregate and one load of cement will be
delivered to the plant daily.
III. MAJOR CONCERNS AND ISSUES:
A. Comprehensive Plan: The site is located within District E of the
Comprehensive Plan which recognizes severe to moderate environmental
constraints. The plant is proposed to sit only 25' from the river
channel. The previously permitted plant was located 150' from the river
channel.
B. Zoning: The proposed use is not a special use permitted within the
R/G/SD zone district. However, in October of 1981 (Resolution 81-294) a
permit was granted to the applicant for a concrete batch plant.

C. Review Agency Comments:
1. The State Division of Highways has confirmed that the concrete
batch plant is to be in operation for use by Highway Project No.
1-70-2 (103)
D. Staff Comments:
1. The applicants have received an air pollution permit from the
State (No. C-12, 690.
2. The noise level generated by the plant is not significant.
3. The applicants propose to only run haul trucks during periods of
the day that would not conflict with school bus loading and unloading
of children in the area. These times are at 8:00 A.M. and 4:00 P.M.
IV. FINDINGS
1. That the meeting before the Planning Commission was extensive and
complete, that all pertinent facts, matters and issues were submitted and
that all interested parties were heard at that meeting.
2. That the proposed special use conforms to Sections 5.03.07 and 5.03.08
of the Garfield County Zoning Resolution of 1978, as amended.
3. That the proposed land use will be compatible with existing and
permitted land uses in all directions provided all conditions of approval
are met.
4. That for the above stated and other reasons, the proposed zoning is in
the best interest of the health, safety, morals, convenience, order,
prosperity and welfare of the citizens of Garfield County.
V. RECOMMENDATION
Approval of a Special Use Permit for a temporary concrete batch plan with
the following conditions:
1. That haul trucks only run during periods of the day that do not
conflict with school bus loading and unloading. These times being at 8:00
A.M. and 4:00 P.M. Operations shall be between 7:00 A.M. and 5:00 P.M.
Monday thru Friday.
2. That this permit shall only be valid for one year after the date of
issuance.
3. That a professional engineer certify that the batch plant be located
outside the 100 year floodplain.
