, At a regular meeting of the Board of County Cnunissidners
for Garfield County, Colorado, held in the Commissioners' Meeting Room,
Garfield County Courthouse, in Glenwood Springs on Monday , the
6th of May A.D. 19 91 , there were present:
Arnold L. Mackley , Commissioner Chairman
Elmer (Bucket') Arbaney , Commissioner

when the following proceedings, among others were had and done, to -wit:
RESOLUTION NO. 91--040
A RESOLUTION CONCERNED WITH THE APPROVAL OF A SPECIAL USE PERMIT
APPLICATION FOR JOHN J. STANFORD.
WHEREAS, the Board of County Commissioners of Garfield County,
Colorado, has received application from John J. Stanford for a storage
facility on the following described tract of land:
See Attached Exhibit A
(in the State of Colorado and the County of Garfield); and
WHEREAS, the Board held a public hearing on the 9th day of July,
1990, upon the question of whether the above-described Special Use
Permit should be granted or denied, at which hearing the public and
interested persons were given the opportunity to express their opinions
regarding the issuance of said Special Use Permit; and
WHEREAS, the Board on the basis of substantial competent evidence
produced at the aforementioned hearing, has made the following
determination of fact:
1. That proper publication and public notice was provided as
required by law for the hearing before the Foard of County
Commissioners.
2 That the hearing before the Board of County Commissioners was
extensive and complete, that all pertinent facts, matters and
issues were submitted and that all interested parties were
heard at that hearing.
3. That the application is in compliance with the Garfield County
Zoning Resolution of 1978, as amended.
4. For the above stated and other reasons, the proposed use is in
the best interest of the hcalth, safety, morals, convenience,
order, prosperity and welfare of the citizens of Garfield
County.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners
of Garfield County, Colorado, that the Special Use Permit be and hereby
is authorized permitting the use of the above described tract or land
for a storage facility, upon the following specific e ditions:
1. All representations of the applicants, in the application or
in the Commissioners' hearing, shall be considered conditions
of approval uniess otherwise specified.
2. Conditional approval shall be valid for a period of 180 days.
Failure to satisfy. all conditions by this date will constitute
lapsing of the permit unless an extension has been granted.
3. All signage shall be in conformance with the regulations of
Section 5 of the Zoning Resolution. A sign permit shall be
obtained.
4. The applicant shall submit a parking and circulation plan
detailing adequate parking and loading areas as well as
driveways.
5. The applicant shall obtain appropriate I.S.D.S. and Building
Permits.
6. appliLuiL. shall submit a landscaping plan detaining
landscaping around buildings, parking areas and lot periphery.
In addition, the applicant shall address revegetation
(grasses) of the undeveloped portion of the site.
7. The ap.plic?nt shall apply for a Building Permit for the second
building within two (2) years of the date of the original
approval. Failure to obtain a Building Permit will constitute
the lapsing of the Permit for the second building. At that
time, reapplication would be required.
8. The applicant shall submit an engineered drainage plan
detailing on and off-site stormwater management.
9. The building height shall not exceed 25 feet as specified in
the C/L regulations.
10. The building exterior and roof shall be painted in a non -
reflective, non-metallic color.
11. The applicant shall obtain an approved well permit prior to
the granting of a Building Permit.
12. An engineered foundation and building will be required by the
Building Department.
13. The applicant shall satisfy any and all requirements of the
Carbondale Rural Fire District.

Garfield, State of Colorado, being more particularly described
as follows:
NOTE: For the purpose of this description all bearings
contained herein shall be relative to a bearing of N. 0 degrees
15'00" E. on the East line of Lot 36 of said Section 1.
Commencing at the corner common to Government Lots 8, 9, 18, and
36 of said Section 1, which is monumented by a brass cap
witness corner N. 1 degree 14'00" E. 10.00 feet, in place and
marked LS 10732;
thence along the East line of said Lot 18; S. 1 degree 14'00" W.
252.06 feet to the TRUE POINT OF BEGINNING;
thence continuing along the East line of said Lot 18, S. 1 degree
14'00" W. 59.98 feet;
thence N. 87 degrees 47'00" W. 286.12 feet;
