Hi Ron:
I am currently reviewing plans for another new residence located up in Springridge Reserve. This home is located on Lot
75, and I have notified the homeowners — Whitney & Michael Scurlock — that they need to contact you about fire
sprinkler system requirements since the overall fire area exceeds 3,600 SF.
Knowing that you typically like to see a square footage summary of the project, I have provided the following breakdown
for your information & use:

I am currently reviewing plans for your new residence located up at Springridge Reserve, Lot 75.
But before we can finalize our plan review & issue a building permit we need for you to clarify and/or provide us
additional information for the following items:
1. Fire Sprinkler System — Homes over 3,600 SF in size in Springridge Reserve are required to have an automatic
fire sprinkler system installed (see attached Plat Note #6). Although the interior size of your residence is under
this square footage threshold, the total "Fire Area" as calculated by the local fire district also includes garage,
carport and covered deck/patio areas. Along with the building interior square footage, this total fire area
exceeds the 3,600 maximum allowable size. Please contact Ron Biggers, Deputy Fire Chief at Glenwood Springs
Fire District, directly for additional information about specific requirements with which your residence will need

2. Soils Report — All lots in Springridge Reserve are required to submit a site specific geotechnical study (or soils
report) before a building permit will be issued (refer to attached Plat Note #7). Please provide us with a digital
copy of the soils report as referenced in the plans.
3. Geologist Report—Certain lots located within Springridge Reserve Phase 4 (including Lot 75) are also required to
submit a Geologist report which addresses potential rock fall hazards (refer to attached Plat Note #10). Note: In
some cases, other Springridge Reserve property owners have provided this supplemental report as prepared by
their Soils Engineer.
4. Foundation Plan & Specifications — Footing type F20 is shown on Sheet F1 in several locations, but it does not
appear in Spread Footing Schedule shown on Sheet F2. Can you please provide us with specifications for this
footing type?
We will await your response to these items before we can finalize our plan review.

SPRINGRIDGE RESERVE PLANNED UNIT DEVELOPMENT, PHASE 4
PLAT NO11;5:
1) Colorado is a "Right—to—Farm" State pursuant to C.R.S. 35-3-101, et seq. Landowners, residents and visitors must be
prepared to accept the activities, sights, sounds and smells of Garfield County's agricultural operations as a normol and necessary
aspect of living in a County with o strong rural character and o healthy ranching sector. All must be prepared to encounter
noises. odor, tights, mud, dust. smoke, chemicals, machinery on public roads, livestock on public roods, storage and disposer of
manure, and the applicat€on by spraying or otherwise of chemical fertilizers, soil amendments. herbicides, and pesticides, any one
or more of which may naturally occur as a part of ❑ legal and non—negligent agriculture/ operations.
2) All exterior lighting will be the minimum amount necessary and all exterior lighting wifi be directed Inward and downward,
towards the interior of the subdivision, except that provisions may be made to allow for safety lighting that goes beyond the
property boundaries.
3) One (1) dog will be allowed for each residential unit and the dog shall be required to be confined within the owner's
property boundaries.
4) Each lot shall have water sufficient to irrigate 3.500 square feet.
5) No open hearth solid—fuel fireplaces will be allowed anywhere within the subdivision. One (1) new solid—fuel burning stove es
defined by C.R.S. 25-7-401, et. sew.. and regulations promulgated thereunder. will be allowed in any dwelling unit. Ml awaiting
units will be allowed an unrestricted number of natural gas burning stoves and appliances.
• 6) For any homes proposed in Springridge Reserve Planned Unit Development. over 3.600 sq. ft, they shall need to hove an
interior fire sprinkler system installed. These systems to be designed and ins -tailed to meet or exceed the standard set forth in
NEPA 13R or 13D 1999.
• 7) All foundations for ail of the units In this development shill be required to hove properly engineered foundations due to the
Potential for h o- roe s n e area. Arias require site specific geotechnIod studies before a building permit WI be
issued.
8) M owners of land, whether ranch or residence, hove obligations under State law and County regubtions with regard to the
maintenance of fences and irrigation ditches, controlling weeds, keeping livestock and pets under control, using property in
accordance with zoning, and other aspects of using and maintaining property. Residents and landowners are encouraged to learn
about these rights and responsibilities and act as good neighbors and citizens of the County. A good introductory source for
such information is "A Guide to Rural Living & Small Scale Agriculture" put out by the Colorado State University Extension Office
in Garfield County.
9) Ail driveways shall be designed to meet the Uniform Fire Code 1997 Specifications of Article 9. Omitting all of Section
902.3 Access to Building Openings
10) Prier to building permit, owners of Lots 63-66 and 70-81 shell retain an enc rreexsng ge 1st to assist In the siting of

We really appreciate the detailed breakout of the comments on the plans. I have responded below to each:
1) Fire sprinkler system - thanks for the contact information. We did not anticipate that the square footage
would be above the 3,600 sf threshold or would have included the sprinkler information. We'II get in contact
with Ron and get it figured out.
2) Soils report - attached is our geotechnical report for the site.
3) Geologist report - the HP Geotech report does not have rockfall hazard explicitly stated. I am a registered
Colorado Professional Engineer (Civil engineering). Would the County accept a stamped letter from me
analyzing rockfall? Hazards are minimal.
4) Foundation plan - apologize that the F20 specification did not make it into the plans. F20 is a 20" width,
continuous length, 10" thick wall with (2) #5 BOT longitudinal reinforcement. Is this information conveyed
through email sufficient, or should we submit a revision sheet?

Thanks for your response & follow-up to these outstanding items.
Regarding your question about the requirement for geohazard report, I spoke with Andy Schwaller, our Building Official
and we prefer that this report come from an independent source, rather than something prepared by you. In several
other instances within the past year at Springridge Reserve, HP Geotech has provided a 3-4 page follow-up to their
original soils report and that may be the simplest & quickest solution for you as well.
In regard to foundation detail/specs for F20, we can simply affix a copy of your email to the approved plans so you don't
need to update the original plans for resubmittal.
Once we receive the geohazard report from you, we should be able to finalize our plan review & issue a building permit
for you in short order.
