At the time of our visual inspection of the property, the yurt was being used for storage had been installed on a pressure treated frame supported by concrete blocks. The owners notified us that the electricity to the yurt has been disconnected. Electricity appeared to still be routed to the yurt, we ask that the County advise on whether the electricity can remain routed (if the owner submits a letter to confirm that it will remain disconnected) since future land use & permitting may allow electricity. Garfield County will perform their typical permit inspection and advise on any additional items that need to be addressed prior to an issuance of a certificate of occupancy. We have reviewed the manufacturer's specifications along with other related information provided in your submittal for obtaining a building permit for this existing yurt located up at Cedar Ridge Farms. The yurt structure itself does appear to meet snow & wind load requirements. However, before we can finalize our review & issue a building permit we need for you to provide us with more information about the existing foundation. In particular, we need to receive a letter of verification from a Structural Engineer certifying that the existing foundation complies with requirements of the 2015 I.R.C. There is no foundation design information provided in Colorado Yurt Company's specifications, nor is there any indication in your cover letter certifying compliance of the existing foundation conditions. Please refer to the attached one-page description of Garfield County's requirements for obtaining a building permit for an existing structure. Note that Item #2 describes the Engineer certification process — including a requirement for this certification to be completed as part of the building permit application process. Once we receive a letter of certification from a Colorado licensed Structural Engineer, we should be able to rather quickly finalize our review and issue a building permit. If you have received this email in error, please immediately notify the sender by email and delete it from your files. 1 Garfield County Process of Obtaining a Building Permit For an Existing Structure Because an existing building's structural and architectural elements were not inspected during construction, the following steps are required in order to obtain a building permit and subsequent Certificate of Occupancy (C.O.) for a structure which has been built without a building permit, or for an existing structure being moved into Garfield County. 1. Depending on the type and use of the building, a specific permit packet (application and checklist) must be obtained from the building department. Please call the building and planning office to determine which packet applies. Permit application packets are also available online at hirp://iviviv.garficid-couniv.com. In order to access application packets, click on the following: offices, community development, building, permits & applications, then scroll down to "Permit Applications" and select the appropriate application packet. 2. A Colorado licensed design professional (architect or engineer) must perform a site visit and inspection to verify that the structure meets the requirements for structural and non-structural provisions of the adopted codes. As part of the building permit application process, the design professional must certify, with a sealed letter, that the building meets the adopted codes. This letter must be submitted to the building department with the permit application. Depending on the complexity of the structure, building plans may also need to be drawn and submitted along with the application. 3. The entire permit package with completed and signed application, checklist, site plans, sealed Ietter, and plan check fee must be submitted to the building department for review. Upon approval of the application, a building permit is issued and the final permit fee due. Typically there are one or two field inspections performed by the county to finalize the process, issue a CO, and close the building permit. 4. Additional permits for septic, electrical, or driveway may be required and must be submitted and finalized prior to the C.O. being issued. These permit applications and information are included with the "complete" application packets. Please contact the building and planning department with any questions or concerns. I am happy to do more research into how to make the foundation permanent and contact a structural engineer as required, but 1 would like to first verify with you whether there is a 'temporary' storage designation that might not require a permanent foundation. If this is not possible, let me know and 1 will confirm with the Johnsons if they are open to installing a permanent foundation or if they would prefer to take down the Yurt. For my own personal understanding, is the square footage of the structure tied to the requirement for a permanent foundation? If the Yurt was small enough to not require a permit for example, would it not need a permanent foundation? In answer to your question, Garfield County does not issue building permits for temporary structures. Even with manufactured or pre -fab buildings that have a timber or other skid -type foundations we require that the building pad be prepped with suitable material to provide a solid surface with positive drainage away from the structure, and a proper tie -down anchorage system to prevent up -lift or overturning of the building. The foundation shown in the pictures you sent over might be considered code compliant if all of the following items are addressed by a Colorado licensed Structural Engineer: a. Concrete pads are properly sized and spaced to comply with both the soil bearing capacity of existing soils and the yurt structure above to carry the 40 PSF snow load. b. A foundation tie -down system is required to address potential overturn and up -lift due to wind loading. Because this is an existing structure an Engineer will have to either review and sign -off on existing tie -downs or design a tie down system if one does not exist. c. In addition to up -lift and overturn considerations, potential movement due to frost heave may also be a problem. Again, we will be looking for an Engineer's certification as to whether or not this item pertains to this structure since it is intended for unheated storage purposes only. Probably the simplest method of achieving these requirements is to have a local Structural Engineer conduct a site review and to provide us with a summary letter addressing these items and/or including supplemental drawings or specifications as required. Hope that clears up what our requirements are in terms of being able to finalize our plan review and issuance of a building permit for this existing yurt. We have reviewed the existing Yurt and Yurt platform and have attached a set of plans that identifies a number of items required to bring the yurt up to modern code requirements such as 40psf snowload. We have also checked the size of the existing foundation precast footings and have attached a plan that meets the standard 2000psf bearing capacity. This letter was requested to confirm it was ok to leave the formwork on the new pads for the yurt. I will be updating my letter summarizing how the Johnsons have addressed all of the active violations, and I will email along a signed copy of that once I have it. Please advise on any req'd next steps and on who will be visiting the site to confirm all violations have been cleared.
