Dustin
Thanks for your email which I reviewed with Andy Schwaller, our Chief Building Official. Based on your explanation we
will accept a statement from Hansen Pole Buildings that their design meets the 105 mph wind speed and other
requirements of the 2015 lBC. Please have them forward email correspondence directly to our office (via my email)
clarifying these revisions to the previously submitted plans.
We are sorry that Hansen Buildings has given such push-back on this issue, as it is normally an easy request for the
Structural Engineer of Record to simply confirm that design meets Garfield County's minimum design requirements.
Once we have received the necessary follow-up from Hansen Buildings, we will be able to finalize our review & issue a
building permit.
Thanks for your assistance in this matter -
Dave Argo

Dave,
Dee just let me know that she forwarded my email to you that I sent to her building supplier. I wanted to follow up with
you to avoid any confusion.
We are having difficulties with her building supplier. This is one of those out of state companies that provides
predesigned packages that doesn't like to deviate from their design. After discussing the building department comments
with them, they will give us an ultimate wind speed of 105mph without any change to the package price.
By calculation a nominal windspeed of 90mph should equal an ultimate design wind speed of 115mph, however they are
not willing to make that change on the drawings. They are arguing that the design wind speed for a Type I building
should be 105mph instead of 115mph. They do not have an engineer on staff that can discuss these points with me
either.
As the Garfield county building department accepts the 2015 IBC which accepts the ASCE 7-tO (2075lBC, Chapter 35,
Referenced Standards), can we use the wind speed of 105mph which is outlined for our region under Figure 26.5-1C of
ASCE 7-10 for a Type I building?
lf you would like to discuss over the phone please feel free to call. Also, I apologize for the lengthy email

Hi Dee,
Eric informs me the easiest and least expensive way to bring your building
up to the 115 mph wind rating, would, besides having to beef up all of the
framing members, be to add 2'of end wall at each corner of the open end.
Is it acceptable to you if we change the size of the opening from 60'to 56'.
If so, we will need to re-engineer the building, increase the size of the
framing members, add the 2'to each corner of the open end and re-draft
the building plans. This would add over $3k to the cost of the building, but I
spoke with Eric and he will do it at our cost of $2k.
I will need to submit a change order making the required changes, which will
be uploaded for your review and approval. By default the changes would be
paid for with the same payment method, so if you want to use a different
payment method, please let me know, so I can indicate it on the change
order.
Thank you.

Doug,
I know nothing about vault and such. I will call the county and have them speak with Eric.
Thanks,

Hi Dee,
He would gladly do so if there was any confus¡on, but it's clear what we need
to change, the code and the vult.
My only thought is that as a category 1 building, they may allow your vult to
be increased to 105 mph instead of 115. I'm sure the building inspector
would be happy to provide you with the answer to that question on the
phone.
As I am not the engineer, the owner, or the contractor, I'm not really in a
position to call him.
Thank you.

Pole Barn - Permit #BLRE-03-1-8-5L42
Denise & Kyle:
We have reviewed your pole barn drawings, but before we can issue a building permit we need to hear back from your
Structural Engineer about the following items:
A. Reference Buitdins Code - The Engineer's specifications show that 2009 l.B.C. was used as basis for design, but
Garfield County adopted the 2015 l.B.C. in July of 2016. Please have your Engineer verify that design complies
with 2015 LB.C.
B. Wind Speed - One of the specific provisions of the 2015 LB.C. which applies is the Wind Speed Requirement =
115 mph Ultimate Wind Speed (not 90 mph as noted on Engineer's specs). Please have your Engineer verify that
design complies with this requirement.
Unfortunately, there wasn't an email address for your Engineer provided with your submittal package, so if you could
please forward this information along to the Engineer and have him respond directly to me per the contact information
below, l'd greatly appreciate it. Once we receive email confirmation from the Engineer we should be able to issue your
building permit.
Thanks for your assistance with this matter
