I am currently reviewing plans for your new residence located at County Road 214 outside of New Castle, but before we
can finalize our review & issue a building permit we need clarification and/or supplemental information for the following
items:
A. Soils Report — Please submit a digital copy of the soils report as prepared by HP -Kumar and referenced on
Structural drawings.
B. Access Easement — Has the access easement across your adjacent property located at 6607 C.R. 214 already
been finalize and/or recorded? If so, please provide a copy for our files & records. Or is this still a work in
progress?
C. Datum Elevation — We cannot determine the actual site elevation reference point from drawings as submitted.
Please provide actual elevation above sea level reference for 100'-0" basement floor elevation.

Subject: Driveway Permit
Brooke,
I met with David Herraly today onsite at 5991 CR 214. We talked about the driveway access for his new
home he wants to build. There are several issues he has to deal with, but we have come up with a plan
that works for both parties. He has agreed to look into what it will take to make the idea work for all
parties involved, and to see if it is feasible for him to do so. I am writing this letter to let you know he is
working on this and I did not want for this to be an issue with him proceeding with his application for his
home. If you have any questions, please feel free to call me and I will answer then to the best of my
knowledge.

Thanks for your follow-up. I had already corrected the address on the adjacent parcel, but thanks for letting me know
about that. Also, I already had received a copy of Wyatt's email and we realize that you are working through several
issues with our Road & Bridge Dept.
From the Building Department's perspective, we will place a condition of approval on your building permit for the access
easement to become finalized as a recorded document with Clerk & Recorder's office prior to final building inspection
and Certificate of Occupancy. It won't hold up issuance of your building permit, but legal access needs to be finalized
prior to C.O.
One other item that has come up is that it appears as though you may be prepping the downstairs for a second kitchen
and/or Accessory Dwelling Unit (or A.D.U.) If that's the case, you will need to obtain a Land Use Change Permit for an
A.D.U. as that is not a use by right here in Garfield County. You may contact a planner here in our office to discuss in
greater detail what all is involved, and it's possible that this process could run concurrent with construction. Please
contact our office for more information if that's something you'd like to pursue.
At this point, the only remaining item is receiving confirmation of the datum elevation.
