But before I can finalize my plan review, we need to receive the following items to complete your submittal application: 1. Soils Report — Please provide us with a digital copy of the soils report as referenced on Sheet S3.1 2. Engineered Site Grading & Drainage Plan — A site grading & drainage plan prepared by a Colorado licensed Professional Engineer is required for all lots in this subdivision. 3. Engineered Septic System — Design of septic systems in this subdivision must be Engineered by a Colorado licensed Professional Engineer. Please note that all of the above items were included in the Wooden Deer plat notes I emailed to you in February. We won't be able to finalize our building review until we have received this supplemental information. In addition, there is an Accessory Dwelling Unit (ADU) shown on these plans above the 3 -car garage. In order to obtain final approval for a building permit, you will first be required to obtain a Land Use Change Permit (LUCP) allowing an ADU to be built on this property. This approval process is undertaken by working together with one of the Planners in our department. In addition to obtaining approval from Garfield County for the ADU, you may also be required to obtain approval from your HOA, especially since one of the County's requirements is to demonstrate adequate water, access and sanitation for the proposed ADU. Once I have received items #1 — 3 as described above from you, I will be able to complete my plan review. However, we won't be able to release drawings for building permits without prior approval of the ADU. Please contact me if you have any questions about the building permit issues, or if you'd like to visit with one of our planners about obtaining a LUCP for the ADU please contact our office to schedule a Pre -App conference to discuss with them the requirements to initiate the ADU land use change permit process. After reviewing the soils report prepared by HP Geotech referenced in your General Notes (Sheet 53.1) I discovered a discrepancy between your minimum soils bearing capacity (2,500 PSF) in contrast with the amount specified in the HP report (2,000 PSF). Can you please provide us with a clarification explaining the difference between these two numbers? Is there perhaps a more recent soils report that has adjusted HP's initial conclusions? If so, could you please provide a copy for our files. Thanks for your assistance in this matter. Based on our discussion, it sounds like you expect to have all of these items for submittal to our office next Wednesday: 1. Engineered Septic System Design 2. Site Grading & Drainage Plan prepared by a Colorado licensed P.E. 3. Structural Confirmation from Dale Kaup about the discrepancy between soil bearing capacity (Structural drawings vs. Soils Report) 4. Revised Upper Level Floor Plan eliminating the Accessory Dwelling Unit above the garage. A couple of options to consider in revising this plan to meet building code requirements include the following: a. Accessing this space directly from the interior of the residence through a hallway connecting to living/dining/kitchen, in which case it will simply be considered another bedroom. Note that the full-size kitchen will need to be deleted if this option is chosen. b. Eliminating interior partition walls and reclassifying this interior space simply as a recreation room, exercise room or office. If this approach is used, you may include a half bath (but no bathing facilities — i.e., tub or shower) and you may not include a bedroom or kitchen facilities with full-size appliances. He stopped by the office earlier today to pick up this land use permit & and indicated that he will be calling for inspections within the next few days — perhaps while I am out of the office for the holidays — so wanted to let you know that he does now have approvals in place for this ADU. This LUCP requirement was called out in the "Conditions for Permit" (Item #5) on the approved plans.
