Unfortunately, we cannot issue a building permit for this residence until we receive a letter from an Engineer or Design professional certifying that this building complies with Garfield County's Building Requirements - including structural, insulation and plumbing, etc. - items which are all now concealed from view and cannot be verified by our Building lnspectors. As a result, we must rely on a report issued by a Colorado licensed Professional Engineer or Architect to certify that your building meets our minimum requirements. Please refer to the attached one-page description of "Obtaining a Building Permit for an Existing Structure" for more information. For your edification, I have also attached a copy of Garfield County's Building Requirements, as well as the redlines on your floor plans with numerical references to the attached "Residential Plan Review List". Between these documents and the items redlined on your plans, you can get a good idea about the items your Engineer and/or Architect should address in their report. From a Structural Engineering perspective, the report should address compliance with the Engineered plans you have submitted to our office by Anderson Structural Engineering. Since we do not review photographs forthe purpose of providing "ex post facto" building inspections, you are welcome to come pick up from our office the pictures you submitted along with your plans. These would perhaps be more suitable for you to present to an Engineer or Architect who can then provide us with the certification report as described above. Also please note that our review & pending issuance of a building permit for this application only centers on the recreational cabin and its conversion into your primary residence. Any forthcoming approval for this project in no way should be interpreted as approval of either a Land Use Change Permit or Building Permit for the existing barn structure. Please callthe building department to determine which packet applies. Building permit application packets are also available online by visiting: https://www.garfietd-county.com/community-development/building-permit-opplicotions'ospx 2) A Colorado licensed design professional (Architect or Engineer) must perform a site visit and inspection to verify the structure meets the requirements for structural and non-structural provisions of the adopted codes. As part of the bu¡lding permit application process, the design professional must certify with a sealed letter that the building meets adopted codes. This letter must accompany the building permit application. Depending on the complexity of the structure, building plans may also need to be drawn and submitted with the application. 3) Upon approval of the application, a permit will be issued and the final permit fees will be collected. Typically there are one or two inspections performed by the county to finalize the process and issue a CO if applicable' 4) Additional permits for septic, electrical or driveways may be required and must be submitted and finalized prior to issuance of a CO if applicable' Pleose contoct the Community Development department with any questions or concerns. That should make it easier for them to certify that it complies with Garfield County's minimum building requirements. The purpose of taking photos during construction is to provide a record of construction progress for a consulting professional Engineer hired directly by you so that they can view key structural & plumbing elements of that become concealed during the construction process. our office can only review & inspect work as it's being completed, which is why it's best to pull a building permit before construction begins' After looking at your building permit application for the barn, I know that we are still awaiting Structural Engineering certification of this existing steel building before we can go any further in issuing an "after the fact" building permit. The barn is still being held in our "pending projects" file and I believe that Andy Schwaller contacted you recently about whether or not you wanted to have us continue to hold the file or close it out. Also, I am well aware that thc permitting of the cabin as a primary residenoe has no bearing on the permitting or land use change for the agricultural barn that is also on the property. I have been waiting for many weeks for a pre-conference surnnrafy or follow up meeting concerning that topic from the community development office. I have taken steps to meet several of the requirements t'or permitting of the bam such as mccting with the Fire Marshall (Onin Moon) at the location, meeting with Road and Bridge representative at the location, providing an engineer report for the structure, as well as having a water pump performance test conducted. At this poini we are not sure how to get additional movement on the process as we have left several messages trying to schedule a follow up meeting to discuss the Pre-conference sunìmary progress. I have also contacted the County Road and Bridge to verify the driveway exemption. This occurred at least a month ago and it was my understanding that they would contact you directly to confirm this.
