TAKE NOTICE that Mike C. and Tami S. Kalmon
have applied to the Board of County Commission-
ers, Garfield County, State of Colorado, to request
approval of a Land Use Change Permit, Limited
Impact Review (File No. LIPA-02-17-8519) for a
Storage Yard, known as River Frontage Storage.
The site is located within the County of Garfield,
State of Colorado, to -wit:
Legal Description:
A parcel of land described in a Warranty Deed re-
corded at Reception No. 847248 on 03/18/2014
between Gregorio Delgado and Silvia L. Delgado
and Mike C. Kalmon and Tami S. Kalmon, also
known as Lot 2, Sievers Amended Exemption Plat,
according to the Map Recorded January 15, 1997
at Reception No. 503455, County of Garfield, State
of Colorado.
Practical Description: The property is located ap-
proximately id of a mile west of the Town of Silt
1-70 Interchange, south of the interstate and north
of the Colorado River, at 32956 River Frontage
Road. The overall property is 5 acres in size, is
surrounded by the Town of Silt and is known by
Assessor's Parcel No. 2179-091-00-041. It Is lo-
cated in Section 9, Township 6 South, Range, 92
West of the 6th P.M.
Request: The application proposes operating a
Boat and RV Storage Yard on a portion of the site
approximately 1 acre in size. The site Is located on
a level portion of the property which would be
graveled, fenced and have an electronic locking
gate for secured storage. The property is zoned
Rural (R).
All persons affected by the proposed use are invit-
ed to appear and state their views, protests or sup-
port. If you cannot appear personally at such
hearing, then you are urged to state your views by
letter, as the Board of County Commissioners will
give consideration to the comments of surrounding
property owners, and others affected, In deciding
whether to approve, approve with conditions or de-
ny the request for a Land Use Change Permit. The
application may be reviewed at the office of the
Community Development Department located at
108 8th Street, Suite 401, Garfield County Plaza
Building, Glenwood Springs, Colorado, 81601,
between the hours of 8:30 a.m. and 5:00 p.m.,
Monday through Friday.

The property is known as Lot 2, Sievers
Amended Exemption Plat, recorded at
reception No. 503455 with the Garfield County

The facility will be accessed by a private
driveway off of River Frontage Road
The property is zoned (R) Rural
I. GENERAL PROJECT DESCRIPTION
The application proposes operating a Boat and RV Storage Yard on a portion of the 5
acre property. The storage yard is proposed to be approximately 1 acre in size. It will
be located on a level portion of the property and will be improved with a gravel surface,
a 6 ft. security fence and a looking gate for secured access. An existing driveway will
serve the storage area off of the existing driveway. The existing access roadways and
driveway to the property will remain in place with no changes or improvements proposed.

The Applicant estimates a very minor amount of traffic generation from the proposed
use. The proposed storage yard is outside of but in close proximity to the 100 year flood
plain of the Colorado River which runs along the southerly boundary of the property.
II. LOCATION - SITE DESCRIPTION
The site is currently improved with a single family residence, yards, landscaping and
accessory improvements consistent with the residential use. The area proposed for the
storage facility is a level grassy area/meadow currently used for person storage of
equipment and vehicles. There is some existing agricultural boundary fencing along the
property lines. The site is located adjacent to the Colorado River with the storage area
setback approximately 78 ft. from upper portion of the river bank. The setback from the
typical high water line will be in excess of 78 ft. An irrigation ditch lateral runs through a
portion of the site which only serves the Applicant's property. Vegetation on the site is
generally limited to lawns, native grasses, pasture areas and some trees at the perimeter
of the property and around the existing residence.
III. PUBLIC COMMENTS AND REFFERAL AGENCY COMMENTS
Public Notice was provided for the public hearing in accordance with the Garfield County
Land Use and Development Code as amended. Notice included publication, mailing and
posting. The Applicant has provided public notice documentation for review by the

County. Comments from referral agencies and County Departments are summarized
below and attached as Exhibits. No public comments were received.
1. Garfield County Consulting Engineer, Chris Hale, Mountain Cross Engineering:
• Commented on the estimates and methodology for traffic generation.
• Also commented on the portable toilet option, interior circulation plans, the solar
powered gate, culvert size for the driveway, and screening.
2. Colorado River Fire and Rescue, Orin Moon, Fire Marshal:
• Indicated that they will require a Know Box keyed access to the security gate.
• Note that they did not have any additional requirements or concerns with the
facility as proposed in the referral.
3. CDOT, Dan Roussin, Access Coordinator:
• Indicated they had no comments, noting the development has very little impact
on the state system.
4. Garfield County Vegetation Manager, Steve Anthony:
• Requested that the Applicant monitor for county listed noxious weeds and
manage any weeds found.
• Provision of any treatment records by September 30, 2017 was requested if
noxious weeds are found.

5. Colorado Parks and Wildlife, Brian Gray:
• CPW review is ongoing, however, initial comments indicated that no major
concerns were noted, and didn't anticipate the need for timing restrictions or other
stipulations due to the surrounding uses.

IV. STAFF COMMENTS AND ANALYSIS
In accordance with the Land Use and Development Code, the Applicant has provided
detailed responses to the Submittal Requirements and applicable sections of Article 7,
Divisions 1, 2, and 3, including Section 7-1001, Industrial Use Standards.
7-101 — 103: Zone District Regulations, Comprehensive Plan & Compatibility
The proposed use demonstrates general conformance with applicable Rural Zone
District provisions contained in the Land Use and Development Code. No structures are
proposed and the security fence is in compliance with limits on fence height.
Surrounding uses include an RV Park (to the west), a campground (to the east), a vacant
property (to the north), a commercial storage yard and mechanic's shop (to the north
within the Town of Silt), and Town of Silt open space/nature preserve (to the south and
within the Town of Silt). The proposed storage yard reflects general compatibility with
the surrounding land uses.
The Garfield County Comprehensive plan designates the site as Urban Growth area and
it is within the Town of Silt 3 Mile Area. The Town received a referral of the Application
and has provided comments. The Town's Comprehensive Plan designates the site for

Recreation Commercial uses with a Public/Quasi Public Park and Open Space overlay.
The modest improvements proposed by the Applicant do not preclude future recreational
type uses.
7-104 & 105: Source of Water & Waste Water Systems
The Application represents that the facilities will be for drop off and pick up only and that
individuals will only be on the site for very limited time period. No water demand is
required for the proposed use. The Applicant has indicated that a portable toilet will be
provided if demand warrants.
7-106: Public Utilities
Electric power is available on the site, however, extension to the storage yard is not
proposed. No lighting is proposed and the security gate is planned to utilize solar power.
Additional details on the solar powered security gate shall be required.

7-107: Access & Roadways
The Application submittal outlines three distinct roadway sections. Segment 1 partially
within the Town of Silt serving multiple properties and uses, Segment 2 serving several
adjacent properties and the Applicant's site, and the final road section accessing only
the Applicant's site. The Application statements and photo documentation support the
representation that the access meets the applicable sections of the County's Access and

Roadway standards with the exception of right-of-way width on Segment 2. This
segment would require a 50 ft. of right-of-way and a 30 ft. easement is provided pursuant
to the Sievers Amended Exemption Plat.
The access roadways are paved and existing. The driveway entering the facility will be
gravel surfaced. A waiver from the right-of-way width requirement for Segment 2 will be
required and is supported by Staff.
The Applicant's traffic estimate utilizes projections based seasonal use and type of
vehicle/RV's stored. It also utilizes a 365 day average and generates an estimate of
1.58 vehicle trips per day. Based on referral comments from the County's consulting
engineer staff generated a revised estimate more in line with 4 — 5 trips per day. This
more conservative estimate still has the Application in compliance with the applicable
roadway standards based on traffic generation. The Applicant shall be required provide
an update their traffic estimates.
The Fire Protection District did not identify any issues with the access roadway for
emergency vehicle access to the facility.

7-108: Natural Hazards
The only natural hazard noted in the Application submittals or on the County's Natural
Hazard Mitigation Mapping is the flood plain for the Colorado River. The Applicant's site
plan shows the location of the flood plain outside of the area proposed for the storage
facility. While parking areas can be permitted within a 100 year flood plain avoiding it as
proposed is preferred and avoids the need for analysis of any potential fill or grading.
Surveyed staking of the flood plain limits on the site shall be required to ensure
compliance with the location outside of the 100 year flood plain.
7-109: Fire Protection
Compliance with the referral comments from the Colorado River Fire Rescue District
requiring provision of a Knox Box keyed entry for the security gate shall be required.
7-201: Agricultural Lands
No impacts to agricultural land will result from the proposal. The Applicant shall be
required to confirm that the existing ditch lateral serves only their property. The culvert
proposed for the access drive will upgrade the existing culvert from 12" to 18".
7-202: Wildlife Habitat Areas
The Applicant's site is located within habitat areas for a number of significant species
including Bald Eagle, River Otter, and Great Blue Heron. Preliminary referral comments
from the CPW have not identified concerns with the proposal. Significant existing trees
adjacent to the storage facility shall be required to be preserved as part of the
buffer/screening mitigation.
7-203: Protection of Water Bodies and 7-204: Drainage and Erosion (Stormwater)
The Applicant's site plan demonstrates a significant setback from the Colorado River. A
grading and drainage plan along with a grading permit from the County shall be required
including documentation of appropriate stormwater improvements and protection from
soil erosion or sediment transport off site. If the overall site disturbance exceeds 1 acre,
a state stormwater management permit may be required.
7-205 Environmental Quality
No air quality concerns have been noted with the proposal. A dust suppression plan
shall be required and included in the operations plan.
7-206: Wildfire Hazards
The site is located in an area mapped low wildfire hazard. No maintenance of vehicles
stored on the site shall be allowed.

7-207 Natural and Geologic Hazards
Other than flood plain, no natural or geologic hazard have been identified on the site. As
proposed the facility shall be located outside the 100 year flood plain.
7-208: Reclamation
Should the facility cease to operate or change in use a formal reclamation plan has not
been proposed, however, the site shall be required to maintain required drainage and
stormwater controls.
7-301 & 302: Compatible Design, Parking, and Loading
The Application is designed to lessen impacts with no lighting and minimal site
disturbance. The use is very similar to adjacent land uses that serve RV uses and
owners.
All RV's and Boats and related vehicles/trailers stored within the facility shall be required
to be currently registered, licensed, and operational. No maintenance or servicing shall
be permitted within the storage facility.
7-303: Landscaping
No landscaping is proposed for the facility, however, based on the reduction in the
industrial standards for setbacks, landscape screening will be required. Existing
vegetation surrounding the facility will be maintained.
7-304: Lighting
No lighting is proposed for the facility.
7-305 Snow Storage
The Application indicates that snow storage will be along the east side of the facility.
7-306 Trails
Trails standards are generally not applicable based on the type of use.
7-1001 INDUSTRIAL USE STANDARDS
The Schedule of Uses contained in Article 3 include compliance with the standards in
Section 7-1001 for storage uses. Waivers have been requested by the Applicant from
several standards.

A. Residential Subdivisions: Adjacent land uses are commercial RV recreational uses.
B. Setbacks: Adjacent uses are an RV Park, a campground, and some commercial type
uses north of the site within the Town of Silt. The applicant has requested a waiver
from the industrial use setback standard of 100 ft. Additional screening and buffering
shall be required to mitigate for the reduced setbacks for the storage facility.
C. Screening: The proposed use will allow only storage of RV's, Boats, and similar
vehicles/trailers. The applicant has requested a waiver from screening requirements.
Screening including landscaping shall be required and will mitigate for the reduced
setback for the storage facility.
D. Storing: No storage other than RV's and Boats is proposed and the Applicant has
requested a waiver from the setback standard that would apply to industrial uses.
E. Industrial Wastes: No industrial wastes will be generated by the facility and no
maintenance of vehicles will be allowed.
F. Noise: Minimal vehicular noise will be generated by the facility as proposed.
G. Ground Vibration: None is anticipated.
H. Hours of Operation: Normal business hours are proposed for daylight only.
I. Interference, Nuisance, or Hazard: No noise or other nuisance impacts are
anticipated from the facility. No lighting is proposed.
V. SUGGESTED FINDINGS
1. That proper public notice was provided as required for the hearing before the
Board of County Commissioners.
2. The hearing before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues were submitted and that all
interested parties were heard at that meeting.
3. That for the above stated and other reasons the proposed Land Use Change
Permit application by Michael and Tami Kalmon, for a Boat and R.V. Storage yard is in
the best interest of the health, safety, convenience, order, prosperity and welfare of the
citizens of Garfield County.
4. That with the adoption of conditions, the application is in general conformance
with the 2030 Comprehensive Plan, as amended.
5. That with the adoptions of conditions and granting of waivers from Section 7-1001,
Industrial Use Standards related to setbacks, and hours of operation and from Section
7-107 Access & Roadway Standards regarding right-of-way width, the application has
adequately met the requirements of the Garfield County Land Use and Development
Code, as amended.

VI. RECOMMENDATION
The following recommended conditions of approval are provided for consideration by the
Board of County Commissioners for approval of the Kalmon Boat and RV Storage Yard,
Limited Impact Review Land Use Change Permit.
1. That all representations made by the Applicant in the application shall be
conditions of approval unless specifically altered by the conditions of approval of the
Board.
Prior to Issuance of the Land Use Change Permit
2. Prior to issuance of the Land Use Change Permit, the Applicant shall verify the
location of the 100 year flood plain outside the area of the RV and Boat Storage Facility
and the 100 year flood plain location shall be staked on the site prior to construction.
3. Prior to issuance of the Land Use Change Permit, the Applicant shall provide a
landscaping and screening plan for the facility to mitigate for the reduction in the 100 ft.
industrial use setback standard. The plan shall meet the following standards:
a. An 8 ft. sight obscuring fence utilizing wood, slats, or similar features
b. A vegetative buffer with deciduous trees planted along the outside of the fence
but within the Applicant's property.
c. Plantings shall meet the standards contained in Section 7-303.
d. The number of plantings will be consistent with one tree for every twenty five feet
of the perimeter of the facility.
e. The landscaping plan can adjust the tree locations for the best screening effect
and grouping in strategic areas is recommended.
f. The Applicant shall preserve existing trees on the site which will be credited
toward the landscaping requirement.
g. The landscaping and screening fence shall be built and installed prior to operation
of the facility.
h. The Applicant shall obtain a building permit for the fence and the final inspection
of the fence by the Building Department shall occur prior to operation of the facility.
i. The landscaping plan shall include provisions for irrigation.
4. Prior to the issuance of the Land Use Change Permit, the Applicant shall provide
a statement from a licensed professional engineer that the existing right-of-way widths
including Segment 2 of the roadway are adequate for the proposed use.

SUGGESTED FINDINGS FOR APPROVAL
1. That proper public notice was provided as required for the hearing before
the Board of County Commissioners.
2. The hearing before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues were submitted and that all
interested parties were heard at that meeting.
3. That for the above stated and other reasons the proposed Land Use Change
Permit application by Michael and Tami Kalmon, for a Boat and R.V. Storage yard
is in the best interest of the health, safety, convenience, order, prosperity and
welfare of the citizens of Garfield County.
4. That with the adoption of conditions, the application is in general
conformance with the 2030 Comprehensive Plan, as amended.
5. That with the adoptions of conditions and granting of waivers from Section 7-
1001, Industrial Use Standards related to setbacks, and hours of operation and
from Section 7-107 Access & Roadway Standards regarding right-of-way width,
the application has adequately met the requirements of the Garfield County
Land Use and Development Code, as amended.
RECOMMENDED CONDITIONS
► 2. Prior to issuance of the Land Use Change Permit, the Applicant shall verify the location
of the 100 year flood plain outside the area of the RV and Boat Storage Facility and the 100
year flood plain location shall be staked on the site prior to construction.
► 3. Prior to issuance of the Land Use Change Permit, the Applicant shall provide a
landscaping and screening plan for the facility to mitigate for the reduction in the 100 ft.
industrial use setback standard. The plan shall meet the following standards:
a. An 8 ft. sight obscuring fence utilizing wood, slats, or similar features
b. A vegetative buffer with deciduous trees planted along the outside of the fence but
within the Applicant's property.
c. Plantings shall meet the standards contained in Section 7-303.
d. The number of plantings will be consistent with one tree for every twenty five feet of the
perimeter of the facility.
e. The landscaping plan can adjust the tree locations for the best screening effect and
grouping in strategic areas is recommended.
f. The Applicant shall preserve existing trees on the site which will be credited toward the
landscaping requirement.
g. The landscaping and screening fence shall be built and installed prior to operation of
the facility.
h. The Applicant shall obtain a building permit for the fence and the final inspection of
the fence by the Building Department shall occur prior to operation of the facility.
i. The landscaping plan shall include provisions for irrigation.
RECOMMENDED CONDITIONS

Applicant shall provide a statement from a licensed professional
engineer that the existing right-of-way widths including Segment 2
of the roadway are adequate for the proposed use.

and screening plan for the facility to mitigate for the reduction in the 100 ft. industrial use setback
standard. The plan shall meet the following standards:
a. Based on adjoining land uses no landscaping screening shall be required on the northerly
perimeter. The security fence on the northerly perimeter shall not be required to include screening,
however inclusion of a sight obscuring element such as mesh screening or similar features is
preferred.
b. A vegetative buffer with trees or shrubs with a minimum anticipated mature height of 6 ft.
shall be planted along the outside of the fence but within the Applicant's property, on the southerly
and easterly perimeter of the facility.
c. Plantings shall meet the standards contained in Section 7-303.
d. The number of plantings will be consistent with one tree or two shrubs for every twenty five
feet of the southerly and easterly perimeter of the facility which is equivalent to 16 trees or 32 shrubs.
e. The landscaping plan can adjust the tree and shrub locations for the best screening effect
and grouping in strategic areas is recommended.
f.The Applicant shall preserve existing trees on the site and trees located along the southerly and
easterly perimeter shall be credited toward the landscaping requirement along those perimeters.
g. The landscaping and security fence shall be built and installed prior to operation of the
facility.
h. The Applicant shall obtain a building permit for the security fence and the final inspection of
the fence by the Building Department shall occur prior to operation of the facility.
The landscaping plan shall include provisions for irrigation.
j. No additional screening is required for the westerly perimeter of the facility based on existing
vegetation, fencing, and distance from the adjoining property.
RECOMMENDED CONDITIONS
► Condition #4: Condition #4 continues to be recommended for
inclusion.
► Conditions #5 & #6: Based on the Applicant's responses and
additional representations, Conditions #5 and #6 are
recommended to be deleted.

This office has performed a review of the documents provided for the proposed Raimo n Storage
Facility. The submittal was found to be thorough and well organized. The review generated the
following comments:
1. The Applicant should provide more information on providing a Porta -Potty; how it will be
maintained and who will maintain it.
2. It is the opinion of this office that the traffic estimate is low. Typically, traffic is estimated
based on the possibility of trips being bunched together during peak times rather than spread
out and averaged over the year. The Applicant should provide traffic estimates based on trips
into the proposed storage facility based on the anticipated peak. Additionally, since the
impacts are considered on the adjacent road, one trip in and one trip leaving is counted as two
trips.
3. The interior circulation and parking plan is more conceptual than actual. The Applicant should
determine if a turn -around is necessary to verify that the parking arrangement estimated can
actually be realized.
4. The Applicant should provide specifications on the proposed solar powered gate and the
proposed sign.
5. The plan shows an 18" culvert. The Applicant should provide calculations showing this is
adequately sized.

8519, Kalmon Storage Yard, located at 32956 River Frontage Road in Silt, CO.
Due to the nature of the proposed storage yard with the potential of propane and
12 Volt electrical in the units in storage, we are requiring access through the
proposed gate to access the storage yard in case of an emergency or fire. We will
require a Knox Box or Knox Padlock on the gate so we can have access at any
given time during an emergency. The applicant shall contact me for a Knox Box
application and to answer any questions.
Any structures or additional development on this parcel could bring the
requirement of fire suppression water storage/ supply requirements and or fire
sprinkler requirements.
We have no additional requirements or concerns with this storage facility as
proposed in the referral. This storage lot will add minor impacts to CRFR and our
response to that area. CRFR is willing to absorb the minor impacts at this time.

On Tuesday, May 2, 2017, the Town of Silt Planning & Zoning Commission reviewed the "Limited
Impact Review" for the Kalmon Boat and RV Storage proposal on property known as 32956 River
Frontage Road, Lot 2, Sievers Amended Exemption Plat, Reception # 503455, owned by Mike and Tami
Kalmon. The Commission thanks Garfield County for the opportunity to respond to the referral, as this
property is directly adjacent to the Ferguson Crossing Planning Unit Development (east) and close to the
Scott Subdivision Exemption (north). The proposal anticipates that it will utilize the 430 feet of River
Frontage Road that the Town owns, adjacent to Silt Tool Rental and T & G Auto & Diesel Repair. Greg
Delgado installed this road prior to the Town's approval of his business license for T & G Auto & Diesel
Repair. At the time, the Heron's Nest RV Park had 50 approved RV spaces and 20 approved tent spaces.
Since the time of the road's construction, Heron's Nest has added 23 RV spaces. Now, the Kalmons
would like to add an RV and boat storage facility of 57 spaces. While this small use may not be a large
traffic generator, the Town of Silt is concerned about the cumulative Garfield County development that
will impact this road and others within the Town of Silt.
Recently, County Manager Kevin Batchelder sent an email to the Town of Silt and the other
municipalities within Garfield County, stating that the Board of County Commissioners had decided to
"adopt the 2017 Budget and the 2017 mill levy included a zero mill levy for the Road and Bridge fund. In
response to municipal concerns, the Board also approved a grant to each municipality in 2017 to
"backfill" municipal Road & Bridge funding at 2016 funding levels. A grant agreement will be required
and these grants will be funded from Garfield County reserve funds in the following amounts, based on
2016 municipal share levels;

Garfield County reduced the mill levy from 3.5 mills to 1.5 mills for 2016, reflected in $38,495.78
contribution in 2015 and a $21,268.98 contribution in 2016. The Town understands that the County may
not offer a grant in 2018. This is disheartening to the Town, since Garfield County developments greatly
impact the Town of Silt roads. In the Town's case, l" Street and 7'h Street are very impacted by county
traffic (thousands of vehicle trips per day), and Grand Avenue is impacted to a lesser degree by another
county subdivision. Although some of the County development occurred before these roads were owned
and/or maintained by the Town, most of the generated traffic occurred after the Town took possession of
these roads. The Town likely will not be able to replace these roads when needed, due to the reduction in
Garfield County contributions for its impact. The Town will likely receive complaints from these county
residents when the roads degrade.
It has been Garfield County's historical position that the Town would address any proposed Town
development road impact by annexation of the county road. In nearly all cases since 2000, the Town has
annexed county roads prior to approval of Town development.
The Town of Silt Planning & Zoning Commission would like for Garfield County to reconsider the zero
mill levy to the Road & Bridge fund. The Town will not be able to fund improvements to Town roads
due to county traffic impacts.

1) WE are not planning on having a porta-potty on site. We will put one in if we find it
necessary.
We have found that most storage facilities do not provide restroom facilities.
2) We belive impact will be very low.
3) This is a conceptual design, we don't know the sizes of the unit that will be stored the
parking
will change to fit the units
4) We have not picked a gate yet, the ones we are looking at will have a pass card of some
sort to
open the gate.
5) The water flowing through the colvert comes out of a 6" diameter gate we get 1/3 of that
water
so I belive an 18" diameter culvert should be plenty.
6) Since two of our neighbors are RV parks and one neighbor is a construction yard we don't
feel that
screening is necessary. The lot will be compleatly graveled with no landscaping.
Noxious weed Treatments
The lot will be graveled so we should not have many weeds, but we will monitor as needed.

Glen here are my responses;
#2 I have no problem staking the flood plain
#3A I believe an 8ft fence with screening would be holding us to a higher standard than any other storage
facility in the area and definitely higher than the neighboring properties
#3B There are some trees along the East fence. I wouldn't have a problem planting trees a long the South fence.
Based on the neighboring properties (Heron's Nest RV Park, KOA Camp Ground, and Tire Tech and T&G
Auto)
I see no need for screening on the North and West fence lines.
#4 we are proposing no changes to the road or the right-of-way the road meet county standards there for we feel
an engineers approval should not be necessary.
#6 Yes the ditch lateral serve only our property.
#7 I would accept staff estimate of traffic impacts stated in in 7-107
#11 We may have some solar light to allow for evening use in the winter.

Good morning Glen just going though the list of recommendations 1, and 2, are OK

I. BACKGROUND
At the initial public hearing the Applicant requested a continuation to allow them to further
review and understand the recommended conditions of approval, in particular conditions
related to screening requirements. Staff has met with the Applicant and reviewed the
recommended conditions. The Applicant has also provided several responses to the
conditions entered as exhibits and attached with this memorandum. Outlined below are
suggested edits/revisions to the conditions based on additional staff analysis.
II. REVISED RECOMMENDATION — REVIEW OF CONDITIONS
Conditions #1 and #2: These conditions are recommended for no change. The
Applicant has indicated that they are acceptable.
Condition #3: Deals with screening from adjacent properties. The following additional
staff analysis is provided.
• The western frontage of the storage facility faces toward the Heron's Next RV Park.
On this frontage the facility will maintain in excess of the required 100 ft. setback. In
addition there are significant trees at the perimeter of the facility and an existing fence
along a portion of the southwest corner of the facility. No additional screening appears
necessary for this frontage.
• The eastern frontage of the storage facility faces the KOA campground. This facility
is zoned Commercial PUD within the Town of Silt. The Town's referral comments did
not include any screening issues. This frontage is proposed to have less than the
required 100 ft. setback with the security fence on or near the property line. A number

of existing trees are located along this frontage. Additional screening and maintaining
existing vegetation will be recommended for this frontage.
• The southern frontage of the storage facility faces the Colorado River. On this
frontage the facility maintains in excess of the required 100 ft. setback. Some existing
vegetation and an existing fence are located along a portion of the southwest corner
of the facility. Additional screening will be recommended for this frontage.
• The northern frontage of the storage facility faces vacant property within the County
and commercial development within the Town of Silt. The County property is zoned
Rural (R) and is currently vacant with the exception of personal storage of vehicles.
The Town property is zoned B2 — Highway Commercial and has several commercial
businesses located on the property. The proposed facility does not maintain the
required 100 ft. setback on this frontage with the security fence on or near the property
line. Based on adjacent uses and zoning, additional screening is not being
recommended/required.
Revised language for Condition #3 is outlined below with edits/changes shown in red:
3. Prior to issuance of the Land Use Change Permit, The Applicant shall provide a
landscaping and screening plan for the facility to mitigate for the reduction in the 100 ft.
industrial use setback standard. The plan shall meet the following standards:
a. Based on adjoining land uses no landscaping screening shall be required on the
northerly perimeter. The security fence on the northerly perimeter shall not be
required to include screening, however inclusion of a sight obscuring element such
as mesh screening or similar features is preferred.
b. A vegetative buffer with trees or shrubs with a minimum anticipated mature height
of 6 ft. shall be planted along the outside of the fence but within the Applicant's
property, on the southerly and easterly perimeter of the facility.
c. Plantings shall meet the standards contained in Section 7-303.
d. The number of plantings will be consistent with one tree or two shrubs for every
twenty five feet of the southerly and easterly perimeter of the facility which is
equivalent to 16 trees or 32 shrubs.
e. The landscaping plan can adjust the tree and shrub locations for the best screening
effect and grouping in strategic areas is recommended.
f. The Applicant shall preserve existing trees on the site and trees located along the
southerly and easterly perimeter shall be credited toward the landscaping
requirement along those perimeters.
g. The landscaping and security fence shall be built and installed prior to operation
of the facility.
h. The Applicant shall obtain a building permit for the security fence and the final
inspection of the fence by the Building Department shall occur prior to operation of
the facility.
i. The landscaping plan shall include provisions for irrigation.
j. No additional screening is required for the westerly perimeter of the facility based
on existing vegetation, fencing, and distance from the adjoining property.

Condition #4: While no issues have been raised by the County's Consulting Engineer
regarding the easement width for the existing driveway, requiring an engineer's statement
is consistent with County Policies when an access deviates from the standards contained
in Section 7-107. Only a basic assessment/opinion by the Applicant's Engineer is
required.
Conditions #5 & #6: Based on the Applicant's responses and additional
representations, Staff is comfortable that Condition #5 (irrigation ditch representation) and
Condition #6 (dust mitigation) have been addressed. Conditions #5 and #6 are
recommended to be deleted.
Condition #7: The Applicant has indicated that they are comfortable with the Planning
Staffs assessment of their traffic generation estimate. This condition requires an updated
report from the Applicant. In lieu of the update, the condition can be edited to limit the
facility to a maximum of 10 ADT which will keep the facility in compliance with the
applicable roadway standards. Recommended edits to Condition #7 are outlined below
with edits/changes shown in red:

7. The facility shall be limited to an ADT generation of not more than 10. Prior to
issuance of the Land Use Change Permit, the Applicant shalt provide an updated traffic
generation of Tess than 10 trips per day for the facility.
Condition #8: This condition requires grading and drainage information for the facility.
Based on the very minor level of site disturbance we anticipate only a basic assessment
and recommendations by the Applicant's Engineer would be required.
Condition #9 & #10: Based on the Applicant's responses there does not appear to be
any issues with these conditions.
Condition #11: The Application submittals did not proposed lighting with operation was
represented to be generally during daylight hours. The Applicant has expressed some
concern regarding this condition. Staff recommends editing the condition to reflect that
normal hours of operation will be 7:00 a.m. to 7:00 p.m. (consistent with the industrial use
standards), that the facility can operate 7 days a week and that only low level solar lighting
be allowed at the access point to facilitate operation of the access gate and knox box.
Suggested language for Condition #11 is outlined below (with edits/changes shown in
red).
11. Lighting for the facility shall be limited to low level solar lighting at the access
driveway to facilitate operation of the access gate and knox box. Ne -lighting -shall -be
permitted for the facility and Normal business hours of operation shall be limited to 7:00
a.m. to 7:00 p.m., 7 days a week.
Conditions #12 & #13: These conditions are discussed in the Applicant's responses but
cover relatively minor issues that should not be difficult to comply with. The language for
Condition #13 can be refined to clarify that RV's and trailers for hauling RV's and boats
that are stored on the site shall be properly registered, licensed, and operational as
outlined below (edits/changes shown in red):
13. All RV's or trailers for hauling RV's and Boats and related vehicles/trailers stored
within the facility shall be required to be currently registered, licensed, and operational.
No maintenance or servicing shall be permitted within the storage facility.
III. BOARD ACTION
No change to the suggested findings are needed or recommended and a resolution
consistent with the Board's motion/direction shall be prepared.

REVISED RECOMMENDATION — CONDITIONS
1. That all representations made by the Applicant in the application shall be conditions of
approval unless specifically altered by the conditions of approval of the Board.
2. Prior to issuance of the Land Use Change Permit, the Applicant shall verify the location of
the 100 year flood plain outside the area of the RV and Boat Storage Facility and the 100 year
flood plain location shall be staked on the site prior to construction.
3. Prior to issuance of the Land Use Change Permit, The Applicant shall provide a
landscaping and screening plan for the facility to mitigate for the reduction in the 100 ft. industrial
use setback standard. The plan shall meet the following standards:
a. Based on adjoining land uses no landscaping screening shall be required on the northerly
perimeter. The security fence on the northerly perimeter shall not be required to include
screening, however inclusion of a sight obscuring element such as mesh screening or
similar features is preferred.
b. A vegetative buffer with trees or shrubs with a minimum anticipated mature height of 6 ft.

4. Prior to the issuance of the Land Use Change Permit, the Applicant shall provide a
statement from a licensed professional engineer that the existing right-of-way widths including
Segment 2 of the roadway are adequate for the proposed use.
Conditions #5 & #6: Deleted
7. The facility shall be limited to an ADT generation of not more than 10.
8. Prior to issuance of the Land Use Change Permit, the Applicant shall provide a basic
grading and drainage plan for the facility prepared by a licensed professional engineer addressing
mitigation for soil erosion, drainage improvements and stormwater best management practices.
The plan shall include provisions for stock piling and reuse of top soil. Prior to construction the
Applicant shall obtain a grading permit from the County and a stormwater management permit
from the State if required. Should the facility cease operations stormwater management
improvements shall be maintained on the site or the site reclaimed with native or pasture type
vegetation.
9. The building permit for the fence shall address operation of the electric gate including solar
power or if necessary extension of electrical service to the gate and obtaining any applicable state
electrical permits.
10. Prior to operation, the Applicant shall document that a Knox Box keyed entry system is
installed on the security gate meeting the Colorado River Fire Rescue standards and
requirements.
11. Lighting for the facility shall be limited to low level solar lighting at the access driveway to
facilitate operation of the access gate and knox box. Normal business hours of operation shall
be limited to 7:00 a.m. to 7:00 p.m., 7 days a week.
12. The Applicant shall monitor the site for county listed noxious weeds and manage any
weeds found. Treatment records shall be provided by September 30, 2017 if noxious weeds are
found.
13. All RV's or trailers for hauling RV's and Boats and related vehicles/trailers stored within
the facility shall be required to be currently registered, licensed, and operational. No maintenance
or servicing shall be permitted within the storage facility.
