Dear Glenn: Please find the Submittal for the proposed Amended Final Plat of Lot S-8, Filing 8, Aspen Glen, as per our Pre - Application Conference on 21 September 2018. As discussed, the modification of the existing Building Envelope is to better accommodate the plans for a new single family residence. We have coordinated the review by the Aspen Glen HOA and contacted adjacent property owners. The modification will maintain the overall size of the building envelope. The proposed change will maintain the conformance with the underlying PUD setbacks and setbacks from other residential lots. Important view plans from adjacent properties will not be impacted. There will be no change to technical details or infrastructure. We have, in accordance with the regulatory provisions, addressed the following submittal requirements: 1. General Application materials, including the Application Form (2) pages, payment of fees #9352 (5100) and signed Payment Agreement Form (1) page 2. A narrative describing the request. See paragraph above. 3. Proof of ownership. Warranty Deed dated 15 November 2017, (1) page 4. Names and addresses of property owners within 200 -ft. Map and list of owners and addresses. (2) pages 5. Mineral rights ownership. The mineral rights owners are listed on the Final Plat of Aspen Glen, dated 20 September 1999. (1) page 6. Authorization letter to represent the owner in the submittal process. Signed letter from owner dated 10 October 2018. (1) page 7. Copy of the Pre -Application summary. Attached summary dated 21 September 2018. (4) pages 8. The Proposed Plat. Attached Amended Final Plat by Turtle Surveying Services, dated 13 August 2018. The modified plat is consistent with the guidelines of the 'A Acre Residential Zone District of Garfield County and imposes no greater impacts on adjacent properties than would occur through compliance with the requirements of the zoning code attached. Receipt of the DRC fee of $5000 is hereby acknowledged. Please be aware that the fee covers 7.5 hours of review which includes preliminary and final reviews as well as the pre -construction meeting, dry -in and final inspections, and DRC administrative work. If for some reason the review process exceeds 7.5 hours an additional fee will be charged at a rate of $600 per hour. Thank you for staking and flagging the proposed adjustments which helped the DRC and neighbors visualize the proposed changes. The DRC supports the adjustments. A referral letter will be sent to Garfield County recommending approval of the plat amendments. However, please provide a draft amended plat prepared by your surveyor so I can tie the referral letter to the draft plat. The DRC found that preliminary review is complete with the following conditions of approval: 1. The retaining wall on the west side of the property will be a stacked boulder retaining wall. 2. The bump out on the west side shall be increased to a minimum of 2 feet consistent with the Guidelines. 3. The DRC varied the Guidelines to support the length of run of the east elevation, which exceeds the maximum length by I foot before a bump out is required, finding the amount of stone and the depth on either side supports the variance. However, the DRC directed the architect to restudy the stone return on the east side. 4. It was represented that the size of the house does not exceed 3,500 square feet therefore a two -car garage is proposed. 5. All overhangs/eaves on the house are 18" consistent with the Design Guidelines. For a final review submittal, please provide the following: 1. A final application signed by the applicant and a completed construction schedule. 2. Please check with Garfield County how deep the spa can be recessed into the ground because it is located outside the building envelope. 3. Please provide a grading and drainage plan that is prepared by a licensed civil engineer. 4. For the landscape plan please provide a plant key, location of utilities, and locate the plantings along the property boundary with Lot S-7. 5. Please provide samples of all exterior materials and colors, including the driveway and banding, and window cladding. 6. It was represented that the roof is intended to be 100% standing seam metal. It is the responsibility of the applicant to ensure that all improvements within and outside of the building envelop comply with Garfield County regulations. However, if compliance changes the DRC approved plans then the applicant shall seek an amendment from the DRC. I will not schedule final review until the Garfield County BOCC approves the building envelope adjustments. Please keep me posted as to the timing of that review. For final review the following fees are required: 1. A check for the Builders Completion Deposit of $20,000 made to the Homeowners Association at Aspen Glen. These funds are held in trust in your name until satisfactory completion of construction and landscape is acknowledged by the DRC. Please provide at the next DRC meeting a completed W9 form and the Improvement to Homesite Completion Deposit agreement. 2. A construction road access fee is deposited into a separate HOA fund to be drawn upon for road improvements and roadway repairs. The fee is based upon gross square footage of the home and is $.60 for every square foot. Please provide a total square footage for all interior space, including the garage, bonus room above the garage and basement. 3. A Safety Access Fee is charged, and that fee is $3,000. You may combine the last two fees into one check. Please make your check out to the Homeowners Association at Aspen Glen. Please keep in mind that a copy of your approved plans is kept on file for periodic review by the Design Review Committee to assure compliance with your approved plans. Any anticipated changes from your approved plans must be submitted to, reviewed by, and receive approval from the Design Review Committee prior to making any changes.
