Mid Valley Metropolitan District requests a Location and Extent review by the Garfield County
Planning Commission for the replacement of the existing Dakota Ranch Lift Station (DRLS). The
District services areas of Basalt, El Jebel as well as subdivisions within unincorporated Garfield
and Eagle Counties. This replacement is necessary to provide the District with a facility that can
continue to serve the community for the its 20-year planning horizon. The current facility has
l-990's era outdated equipment and presents a confined space entry hazard. The goal is to meet
flow requirements of the contributing mixed residential properties and to make the lift station
more accessible to Mid Valley Metropolitan maintenance operators. The lift station will improve
the safety of routine maintenance operations by reducing the depth of the lift station and
controls.
The replacement will occur on a7.36L acre parcel within the Dakota Subdivision on an existing
easement for Mid Valley Metropolitan District. The replacement will not have an impact on the
capacity of the District wastewater treatment facility. The current treatment facility consists of
an extended aeration facility and discharges to the Roaring Fork River and has been in compliance
with its effluent limitations per its discharge permit. A new package suction lift station with
pumps, controls and enclosure is proposed. The replacement lift station will be located
approximately 10 feet away from the existing lift station and will involve minimal disturbance.
The subject parcel is an open space area within the Dakota Subdivision. lt is accessed by Dakota
Drive via Highway 82 and sits approximately 5 miles east of the Town of Carbondale on the border
between Garfield and Eagle Counties. Surrounding land uses are predominantly residential and
agricultural in nature. The topography is generally flat'

¡[AUTHORITY - APPLICABLE REGUTATIONS
L. The request is being considered in accordance with Garfield County Land Use and
Development Code, Section 4-L1,1, Location and Extent Review. The review criteria for a
location and extend review is noted below:
Locotion and Extent Review Criteris - Section 4-111 (C)
The Plonning Commission sholl determine whether the project is in generol conformance
with the Comprehensive Plon.
2. Decision making authority for Location and Extent Review is with the Planning
Commission and the Commission may approve or disapprove of the request based on the
above criteria.
3. The basis for the Location and Extent Review is found in the Colorado Revised Statutes
(S30-28-1-10(tXa)) that requires ...Whenever ony county planning commission...has
odopted o moster plan of the county...no rood, pork, or other public woy, ground, or spoce,
no public building or structure, or no public utility, whether publicly or privately owned,
shatt be constructed or outhorized in the unincorporoted territory of the county until and
unless the proposed location and extent thereof hos been submitted to and opproved by
such county planning commission.
IV. PUBL¡C AND REFERRAT COMMENTS
The Applicant has provided documentation that all required notice mailings have been
completed in accordance with the LUDC. Prior to public hearing, the Applicant will submit proof
of mineral owners public notice requirements. The Application received no public comments.
ReferralComments received on the Application are attached as Exhibits and summarized below:
A. Garfield County Public Health (Exhibit 7): The lift station should be designed with future
development needs in mind and have the proper safety features and a spill response plan
in place.
B. Colorado Department of Public Health and Environment (Exhibit B): No comments or
concerns
C. Garfield County Designated Engineer (Exhibit 9): No comments or concerns.
No comments were received from the Hazardous Materials and Waste or Water Quality Divisions
of the Colorado State Health Departments.
V STAFF ANALYS¡S AND CRITERIA
L. Public notice required for the Location and Extent Review included publication, posting
and certified mailing to property owners within 200 feet and mineral rights owners, No
public comments have been received at this time.

2. Mid Valley Metropolitan District and its engineer are in the process of preparing the
prellmlnary design fnr the prnjer:t. Afler lhe lor:aliorr anrl Exlenl [¡r(,cess is r.urrrpleLed,
they have indicated that the design will require subsequent approvalfrom the Colorado
Department of Public Health and Environment (CDPHE).
3. Future Land Use Map:The Garfield Coun ty Comprehensive Plan 2030 designates the site
as a Residential Medium within a Water and Sewer Service Area. An excerpt from the
Comprehensive Plan Future Land Use Map is available below.

4. Garfield County Comprehensive Plan Elements - A review of a project for general
conformitywith the Comprehensive Plan includes not onlythe proposed future land use
in the geographical area of the County but an analysis of the proposal based upon the

plan elements. Staff has reviewed these elements from the Comprehensive Plan for
general conformance and has included the following applicable excerpts with analysis:
Section 2 - Housing
Goal L: "To bring about o ronge of housing types, costs, ond tenancy options that ensure for our
current and future residents affordoble housing opportunities in safe, efficient residential
structures."
The lift station replacement is required to maintain current residential infrastructure demand as
well as accommodate future flow regimes. The Applicant has indicated that the proposed
replacement is necessary to meet their 20-year planning horizon.
Section 7 - Woter ond Sewer Services
lssue 2: "The proliferotion of on-site wostewater treotment systems (OWTS), previously known as
lndividuol Sewage Disposol System (ISDS), if not carefully monitored and mointained, hos the
potentiolto pollute surfoce ond ground water.
Mid Valley Metropolitan District's role of providing central sewer services to residents within its
service area specifically addresses and attempts to solve the issues associated with the
proliferation of onsite wastewater treatment systems within unincorporated Garfield County.
The replacement of the Dakota Ranch Lift Station is necessary in order for the District to continue
providing these crucial services.
Section 7 - Water ond Sewer Services:
Goal 7: "Ensure the provision of legol, odequote, dependable, cost-effective and environmentolly
sound sewer and water services for new development."
The replacement of the Dakota Ranch Lift Station is directly in conformance with the
Comprehensive Plan's goals related to water and sewer services. One of the main intents of this
project is to ensure that future flow regimes are accommodated within the District's 2o-year
planning horizon. This replacement achieves this goal as well as upgrading the existing lift station
to allow for increased efficiency and overall dependability.
Section 7 - Water ond Sewer Services:
Strategy 7: "Work with existing special districts to coordinate their plons with county policies ond
plons."
The replacement of the Dakota Ranch Lift Station is directly in conformance with this
Comprehensive Plan strategy. The purpose of the Location and Extent process is to work with
quasi-governmental entities in making sure their plans and proposals align with county policies
and plans.
Summarv:
With recommended conditions of approval, the Dakota Ranch Lift Station Replacement proposal
appears to be in general conformance with the Garfield County Comprehensive Plan.

The following suggested finding for approval of the Location and Extent request refers to the
approval criteria contained in Section 4-LLt (C)of the Land Use and Development Code:
Locotion and Extent Review Criteriø - Section 4-111 (C)
The Planning Commission shall determine whether the project is in general conformance
with the Comprehensive Plan.
Suggested Findings for Approval
L. That proper public notice was provided as required for the hearing before the Planning
Commission.
2. That the hearing before the Planning Commission was extensive and complete, that all
pertinent facts, matters and issues were submitted or could be submitted and that all
interested parties were heard at that hearing.
3. That for the above stated and other reasons, approval of the Location and Extent request
by Mid Valley Metropolitan District for the replacement of the Dakota Ranch Lift Station
is in the best ¡nterest of the health, safety and welfare of the citizens of Garfield County.
4. That the Location and Extent request has been determined to be in general conformance
with the Comprehensive Plan 2030, as amended.
5. That the Location and Extent request is in conformance with the Review Criteria
contained in Section 4-1-LL, Location and Extent of the Garfield County Land Use and
Development Code, as amended.
6. The determination of General Conformance is based on the Applicant's representations
in their Application submittal and at the public hearing before the Planning Commission.
Staff recommends that the Planning Commission approve the Location and Extent for the Dakota
Ranch Lift Station Replacement subject to the suggested findings and the conditions of approval
outlined below. A resolution of the Planning Commission will be prepared consistent with the
Commission's motion. The Commission's action is the final decision unless appealed. The
Commission's motion should include authorization for the Chairman and Secretary to sign the
resolution.

L. That all representations made by the Applicant in the Application shall be conditions of
approval unless specifically altered by the conditions of approval contained herein.
2. That the Applicant shall obtain all required permits from the State of Colorado and comply
with all applicable requirements of Colorado Department of Public Health and
Environment including all relevant plans for emergency operation and response.
3. That the lift station shall be operated and maintained in accordance with all applicable
Federal, State and local regulations governing the operation of the specific type of facility.

Hello Claire,
My comments for the MidValley Metro District's Dakota Ranch Lift Station are below. The
station should have:- Capacity to handle new development in the service area at peak use.
- Backup power generation to keep the pumps running in the event of a power failure.
- Adequate response time of a septic service to pump out the lift station, as well as a large
enough vault space to store water before a septic pumper arrives.
We also recommend that a spill response plan is in place in the event of failure, which can
happen even with the best practices in place. The operator of the lift station should have the
contact information for the Town of Carbondale's water treatment plant, which intakes off of the
Roaring Fork River via wells in the river alluvium. Please contact Mark O'Meara at 970-963-
3140 ext. 1 in the event of a spill.
