When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and dunng design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to he included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. 1 Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks. balcony. steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IRC. 2, Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each corner of the proposed structure(s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or greater must be shown on the site plan. (NOTE Section: [06.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. During the site visit, I observed that the excavation was completed to the bottom of footing level, the forms were in place in most locations (contractor used excavation wall in a couple isolated locations as forms) and the horizontal mbar was in place. The footing was oversized beneath tbe area for the bay window, in excess of the dimensions on the plans. The vertical steel was installed after the concrete was placed. I observed only a couple of vertical rebar being installed. I then returned to the site on Thursday in an effort to observe the additional footing width needed in 2 locations to resolve a measurement error. When I arrived on site, the footing was in place. Based on the conversations I bad with the concrete foreman and Al Tardif, it appeared that the additional footing width was installed satisfactorily. It is my understanding that dowels were drilled into the existing footing at 16" O.0 using #5 rebar, 2 additional #5 rebar were installed the length of the footing, and new vertical mbar was installed in tbe same fashion as the original vertical rebar. I returned to the site on Friday, September 1, 2006 to inspect the foundation reinforcement and forms. When i arrived on site, the forms and reinforcement was in place. I observed the reinforcement was satisfactorily in place. I only checked a couple dimensions of the foundation as I was aware that the surveyor had located all of the corners for the concrete crew to utilize to set forms. Based on the observations made as discussed here, the footing and foundation were installed according to plan, with a minor adjustment to the footing in two locations, and completed satisfactorily. On September 25, 2006, Bullseye Engineering, Inc. completed an inspection of the installation of the ISDS located at your property on Lot 6, Springridge Subdivision in Garfield County. The design for this ISDS was completed by Bullseye Engineering, Inc. and signed and stamped dated August 1, 2006. At the time of the inspection, all appurtenances were visible for inspection. The septic tank was in place with the top of the tank approximately 2-3 feet below grade, but not backfilled. Grade rings are required to be installed to allow access within 8 inches of the final grade. An effluent filter is required by design and must be installed on the outlet of the septic tank. The configuration of the infiltrators was installed according to plan, with minor changes in the location of the trenches. The actual location of the trenches is as shown on the asbuilt plan included with this letter. Inspection ports were installed according to the design. The contractor was onsite at the time of inspection and is aware of the remaining tasks required for approval. Based on Bullseye Engineering, Inc.'s observations and upon completion of the items indicated above, the ISDS is installed according to design and meets or exceeds the State of Colorado and Garfield County regulations. This acceptance makes the assumption that backfill, cleanup, grading and the remaining small miscellaneous tasks will be completed properly. This acceptance also assumes that no significant changes occurred to installation after the inspection was completed. Bullseye Engineering, Inc. has completed their inspection and accepts the installation of the ISDS discussed here.
