I went out the site and saw that staking has been completed but there hasn't been much movement since our discussion. At a minimum, the City ROW needs to be stabilized and materials contained to your property until work can be completed. This needs to be completed as soon as possible. There are many unpermitted hazards that remain in the City ROW. Items left to be complete: • Construction fencing installation. • Removal of all materials in the City ROW, including, but not limited to, the fencing, logs, vehicles, etc that are currently staged partially in the City ROW. • Revision to the accesses drive to the south, this includes a permit to complete this work. It is not currently in the approved location. • Repair to the electrical roadway cut across Airport Road, including a permit for the work. • Completion of the electrical/communications work in the City ROW, including a permit to complete this work. There is currently a large trench with no protection around it that has been like this for close to a month, this remains a hazard. ■ Stormwater Control for your site. We recommended that you file a Stormwater Permit for construction discharges with CDPHE since the total disturbance across your site appears to be over 1 acre. Regardless of this permit, the City requires erosion control for any stormwater entering the City ROW. ■ Some of your materials being staged to have now fallen/blown into the ROW, please contain them to your site. I had a chance to touch base with Tamra on the question of whether the stepping back of a retaining wall would fall within the requirement for a Land Use Permit if each step is 6 feet or less. The interpretation of the Code is that, since it does not specifically address stepping back of a retaining wall, is that any overall gain of 6 feet of more through the use of a wall within the setback would require a Land Use Permit. So, even if two retaining walls of 4 ft are within the setback for an overall increase of 8 ft, then a Land Use Permit would be required. I hope that helps. Mnre specifically, this retaining wall encroaches into the front yard setback (25 feet) which is only allowed if vertical height of the retaining wall does not exceed 6 feet. The site plan submitted does not clearly illustrate exposed height of this retaining wall. If this wall exceeds 6 feet height in any location, a special Land -Use Permit will be required to allow this encroachment into the setback. If necessary, this will require engagement of one of our Senior Planners to help assist with the Land -Use Permit process which typically takes about a month (+/-) to reach administrative sign -off & approval. Please review these requirements with your Civil Engineer & let us know if your intent is to pursue a Land -Use Permit or if we can expect to otherwise see clarification about the height of this retaining wall. I have some answers to Ron's comments/questions and some other info which I hope will help to answer the questions I cannot. Q:) There is not a fire hydrant within 500 feet of the building. What is there plan to provide a water supply to meet required fire flow demands? A:) There is an existing' Water System Utility Easement' which is located uphill on the south west corner of this property and the adjacent one to the south. I believe that this system is going to be used for fire flow demands. It is noted on the attached survey and ILC. I recall there was discussion of a on site water storage system for fire department use and I believe that this is it. Please advise if you know how to find out more info on this. Q:)What type of manufacturing are they planning on doing in the F-1 occupancy? A:) Concrete countertops and other custom cast concrete items for use in the construction business. What will be stored in the storage occupancies? Al The storage area will be used for dry storage of lumber and tools for the framing business. All storage of materials that are classified as hazardous or quantity(ies) that would create such classification per IBC/IFC Codes will be stored in a future to be constructed building that would be specifically designed for storage of hazardous materials if the need arises They mention that a fire alarm will be installed. This will need to be a commercially designed fire alarm, addressable system, designer needs to be a NICET Level III or higher certified in Fire Alarm design. A:) The services of a qualified fire alarm system designer will be retained for this project. On this note, as the client is planning for a possible future residential use on the roof, what would this change in terms of IFC/IBC code parameters? For example, if the building would require a sprinkler system when/if a residential use on the third floor is proposed, how do you advise we plan for a potentially needed sprinkler system? With a fire alarm system in the building it will be required to have a Knox box installed on it. A:) A qualified fire alarm system designer will be retained for this project and supplemental plans will be submitted once complete. Do you have any recommendation for a sprinkler Designer whom you've worked with? 0:) Will there be gates at the access road entrances/exits. If so the gates will need to have Knox key switches installed on them. 1 A:) No gates are proposed at this time. If there are gates proposed, they will have Knox switches as requested. It's a new 2-stiory mixed-use office and shop building for Cuc Construction approximately 6,400 SF in size. I have asked the Architect to provide you with a copy of the building permit set of drawings for your review of fire department access and other IFC requirements. I recently concluded my plans review of this project — pending completion of a couple of minor outstanding items — but I'd like to receive confirmation from you about receipt of these plans before I release for building permit.
