In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. When reviewing a plan
and it's discovered that required information has not been provided by the applicant, this will result
in the delay of the permit issuance and in proceeding with building construction. The owner or
contractor shall be required to provide this information before the plan review can proceed. Other
plans that are in line for review may be given attention before the new information may be reviewed
after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. Also, please consider
using a design professional for assistance in your design and a construction professional for
construction of your project. Any project with more than ten (10) occupants requires the plans
to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior to
and during design. Applicants are required to indicate appropriately and to submit the
completed checklist at time of application for a permit.
Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and
drawn to scale.
. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line
and original grade. A section showing in detail, from the bottom of the footing to the top of the roof,
including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house -rap, (which is required), siding or any approved building material. Engineered
foundations may be required.
A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be
designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind
speed, wind exposure B or C, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be retumed.
All plans submitted must be incompliance with the 2003 IRC.
1. Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each corner of the proposed structure(s) prepared by a
licensed surveyor and has the surveyors signature and professional stamp on the drawing?
Properties with slopes of 30% or greater must be shown on the site plan. (NOTE
Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft.
of a property line and not within a previously surveyed building envelope on a
subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's
signature and professional stamp on the drawing. Any structure to be built within a
building envelope of a lot shown on a recorded subdivision plat shall include a copy of
the building envelope as it is shown on the final plat with the proposed structure located
withint envelope.

information at the request of the Building Official prior to beginning the plan review process. Delays
in issuing the permit are to be expected. Work may not proceed without the issuance of a permit. If
it is determined by the Building Official that additional information is necessary to review the

A RESOLUTION CONCERNED WITH THE APPROVAL OF A SPECIAL USE PERMIT
FOR AN ACCESSORY DWELLING UNIT FOR 360 LOT RIVER VALLEY RANCH,

WHEREAS, the Board of County Commissioners of Garfield County, Colorado (the Board),
has received an application for a Special Use Permit (SUP) for an Accessory Dwelling Unit (ADU)
from John and Resa Wing for a property legally described es a tract of land situated in Sections 3 and

best interest of the health, safety, morals, convenience, order, prosperity and welfare of
the citizens of Garfield County.

NOW THEREFORE, BE IT' RESOLVED by the Board of County Commissioners of Garfield
County, Colorado, that the aforementioned SUP is hereby approved subject to compliance with all of
the following specific conditions:
1) All representations of the applicant, either within the application or stated at the
hearing before the Board of County Commissioners, shall be considered conditions of
approval.
2) All lighting associated with this structure shall be the minimum amount necessary and all
exterior lighting will be directed inward and downward, towards the interior of the lot.
3) The Applicant shall obtain the appropriate ISDS permit as part of the building permit
process to locate the manufactured home on the property. This system shall comply with
the regulations and standards required by the Colorado Department of Public Health and
Environment.

Dear Steve:
This letter serves to clarify the design and as -built conditions of the OWS recently installed by you and inspected by us We
understand that our description of the system did not clearly indicate that the OWS was in fact designed for the home and the
ADU. The following summary should clarify the system design for Garfield County in support of your application for the ADU
The recently installed OWS was designed for a total population based on 6 bedrooms with extra septic tank capacity The House
is designed to have 3 bedrooms however a study and another room could potentially be used as bedrooms in the future
Therefore the OWS as designed and installed is sized for a design flow rate based on a maximum of 5 bedrooms in the house
and 1 bedroom in the ADU for a total 6 bedroom equivalent.
Our previously submitted design report dated June 10, 2004 included the appropriate design based on a total 6 bedroom
equivalent, however the report did not describe the 1 bedroom ADU and a total potential bedroom count of 5 in the house. It is
noted that the 2000 gallon septic tank installed is sized with an additional 250 gallons of capacity. The field is designed laigei
than required based on a design percolation rate slower than the actual rate measured.
The new OWS system recently installed is in general compliance with the permitted design. Sopris Engineering has perfoimed
site visits to measure, inspect, and document the as built conditions of the constructed system. We have coordinated out efforts
with the owner and contractor that built the system. The system was inspected prior to backfilling and after all installations were
completed. The as -built conditions and installation of the new OWS components is in compliance with the permitted design
specifications for the system.
The septic tank, distribution pipe, and absorption field installations are in accordance with Garfield County Regulations, the
design presented in the Sopris Engineering Report and the design drawing, dated June 10, 2004. A 2000 gallon dual
compartment septic tank was mstalled with 4" tee baffles and an effluent filter.
The absorption field was constructed with a total of 42 standard leaching chambers in a trench configuration with (3) 88' long
trenches containing 14 chambers each. The chambers were balled with native soil. Each trench was installed level.
Inspection ports were installed on each corner end chamber. The chambers were installed in suitable soils consistent across the
field. The field has Individual distribution lines to each trench from a concrete distribution box. The distribution box was
installed level on compacted ground and is marked with a buried piece of rebar. The minimum setback distances have been
maintained. Additional observations of the soils within the field were performed during construction indicating that the soils are
consistent with the descnption in the geotechnical report. No ground water was encountered to a depth of 10 feet
