I am currently reviewing plans for Curt Warnecke's new residence located at 68 Midland Point Road in Carbondale. But
before we can finalize our plan review & issue a building permit, we need for you to provide us with the following items:
A. Reference Building Codes — Garfield County's currently adopted building codes for S.F. residences include 2015
IRC and 2009 IECC. Please confirm that design meets the 2015 IRC (not 2009 IRC as noted on Sheet A000). Note:
Structural Drawings include correct reference code.
B. Soils Report — Please provide our office with a digital copy of the soils report as referenced on the Structural
Drawings/Specs.
C. Floor Elevation Datum Reference — Please provide us with an actual elevation height above sea level for the
100'-0" main floor elevation.

Hi Dave,
Attached is a revised topo relative to sea level for my house location. For some reason, the original topo produced last
October had erroneous elevation. Hired gun did a GPS correction yesterday. Based on the placement of my house on the
lot, main floor elevation of 100'-0" is equal to 6101.6 (20" above consistent existing grade).
Also attached is my soils report produced by HP Geotech.
Brad will respond to item A on your message from Monday as soon as he can.
Hopefully this will allow you to continue review of my permit application. Please let me know if there are any other
outstanding issues.

Hi Dave,
Thanks for doing my plan check for my building permit.
There are a couple of your reference notes that need clarification.
A) Regarding the mechanical slab in the crawlspace, your ref note #58 states "All habitable rooms shall be provided with
heating facilities capable of maintaining a room temperature of 68 degrees...". Why is this area considered a "habitable
room" when most of the area is open to the crawlspace and used for mechanical purposes only? Egress is not required.
Does the entire 200 sq ft slab area need to be enclosed, drywalled and heated?
B) My intention is to only enclose and drywall the area with the gas-fired furnace and water heater. I understand that I
will need to apply "fire protection" on the inner surface of the ICF foundation walls. However, I did not think I needed to
fire -protect the underside of all flooring, outside of the enclosed mechanical equipment area. Could you please help
define this?
C) Also number #7 states the requirement of crawlspace access. There is clearly a compliant stairwell leading down onto
the mechanical slab from the garage. Doesn't this qualify?
These issues are inter -related somewhat, but I could use more definition before I complete the crawlspace finishes.

visit with your building inspector — probably Matt Provost — because I believe that in some cases where mechanical
rooms are located in the crawl space, they have allowed homeowners to install a one-hour wall and floor assembly

surrounding the mechanical room itself and leaving the remainder of the crawl space unprotected as described above. •
Please leave Matt a message on the Inspection Line phone number you were provided when you picked up your building
permit and he will call you back to discuss further.

R302.13 Fire protection of floors. Floor assemblies that are
not required elsewhere in this code to be fire -resistance rated,
shall be provided with a `12 -inch (12.7 min) gypsum wall-
board membrane, 218 -inch (16 nun) wood structural panel
membrane, or equivalent on the underside of the floor fram-
ing member. Penetrations or openings for ducts, vents, elec-
trical outlets, lighting, devices, luminaires, wires, speakers,
(Iniinage, piping and similar openings or penetrations shall be
permitted.
Exceptions:
1. Floor assemblies located directly over a space pro-
tected by an automatic sprinkler system in accor-
dance with Section P2904, NFPA 13D, or other
approved equivalent sprinkler system.
2. Floor assemblies located directly over a crawl space
not intended for storage or fuel -fired appliances.
3. Portions of floor assemblies shall be permitted to be
unprotected where complying with the following:
3.1. The aggregate area of the unprotected portions
does not exceed 80 square feet (7.4 m2) per story
3.2. Fireblocking in accordance with Section
R302.11.1 is installed along the perimeter of the
unprotected portion to separate the unprotected

portion from the remainder of the floor assem-
bly.
4. Wood floor assemblies using dimension lumber or
structural composite lumber equal to or greater than
2 -inch by 10 -inch (50.8 mm by 254 mm) nominal
dimension, or other approved floor assemblies dem-
onstrating equivalent fire performance.
4. During a fire unprotected floor assemblies of light-
weight construction have a short time gap between
untenable conditions and the structural collapse of the
floor assembly. Section R302.1.3 requires protection
to floors of light -weight construction that will provide
the occupants additional time for self -evacuation and
safety for fire fighters performing search and rescue.
This section requires all floor assemblies, not fire
rated, to be protected on the underside with 1/2 -inch
gypsum board, s/einch wood structural panels or
equivalent. This will apply mainly to floor assemblies
located over nonsprinklered areas such as unfinished
basements and crawl spaces for storage or containing
fuel -fired appliances. There are four exceptions pro-
vided that specify where the protection is not required.
Exception 1 permits floor assemblies above any
space protected by an automatic sprinkler system to
be exempt from the application of the protective mem-
brane to the underside of the floor -framing members.
Section R313 requires an automatic residential fire
sprinkler system (ARFSS) for new construction and
the floor assemblies at each story will have the space
below protected; therefore, Section R302.1.3 is not
required. For crawl spaces used for storage or contain-
ing fuel -fired appliances and alterations or additions to
existing buildings that are not provided with an ARFSS,
existing buildings that are not provided with an AFRSS,
this exception will permit deletion of the protective
membrane if the space is protected by an AFRSS in
accordance with Section P2904, NFPA 13 D or other
approved methods.
Exception 2 exempts floor assemblies over crawl
spaces, unless the crawl space contains fuel -fired
appliances or is intended for storage. However, Excep-
tion 1 may be used for crawl spaces intended for stor-
age or containing fuel -fired appliances.
Exception 3 prescribes an allowable area where the
protective membrane may be omitted.
Exception 4 permits floor framing of sawn lumber or
structural composite lumber equal to or greater than 2
x 10 nominal dimension to be exempt from the appli-
cation of the protective membrane to the underside of
the floor -framing members. The basis for this excep-
tion is that tests conducted of floor framing constructed
of 2 x 10 lumber and loaded to 50 percent of full design
Toad showed that the assemblies provided adequate
time for occupants to self -evacuate and safety for fire
fighters performing search and reuse.
R302.14 Combustible insulation clearance. Combustible
insulation shall be separated not less than 3 inches (76 mm)
from recessed luminaires, fan motors and other heat -produc-
ing devices.
Exception: Where heat -producing devices are listed for
lesser clearances, combustible insulation complying with
the listing requirements shall be separated in accordance
with the conditions stipulated in the listing.
Recessed luminaires installed in the building thermal
envelope shall meet the requirements of Section N1102.4.5 of
this code.
• The minimum clearance required between combusti-
ble insulation and light fixtures, fan motors, etc., mini-
mizes the chance of accidental ignition of the
insulation. If a heat -producing device is listed for less
than the minimum clearance specified in this section
and all conditions of the listing are satisfied, the
reduced clearance would apply.
SECTION R303
LIGHT, VENTILATION AND HEATING
R303.1 Habitable rooms. Habitable rooms shall have an
aggregate glazing area of not less than 8 percent of the floor
area of such rooms. Natural ventilation shall be through win-
dows, skylights, doors, louvers or other approved openings to
the outdoor air. Such openings shall be provided with ready
access or shall otherwise be readily controllable by the build-
ing occupants. The openable area to the outdoors shall be not
less than 4 percent of the floor area being ventilated.
Exceptions:
1. The glazed areas need not be openable where the
opening is not required by Section R310 and a
whole -house mechanical ventilation system is
installed in accordance with Section M1507.
2. The glazed areas need not be installed in rooms
where Exception 1 is satisfied and artificial Light is
provided that is capable of producing an average
illumination of 6 footcandles (65 lux) over the area
of the room at a height of 30 inches (762 mm) above
the floor level.
3. Use of sunroom and patio covers, as defined in Sec-
tion R202, shall be permitted for natural ventilation if
in excess of 40 percent of the exterior sunroom walls
are open, or are enclosed only by insect screening.
+ All habitable rooms are to be constructed with an
aggregate glazing area of not Tess than 8 percent of the
floor area. The code does not require the glazed area
to be openable. This section also provides the stan-
dard of natural ventilation for all habitable rooms.
Openings to the outdoor air, such as doors, windows
and louvers, provide natural ventilation. The openable
area must be not less than 4 percent of the floor area
being ventilated. This section does not, however, state

Hi Dave,
Hope you're doing well.
I had originally submitted my structural plans for permit reflecting a standard formed foundation because I could not
find a local contractor with experience using preferred ICF foam block forms. However afterward, I did discover a
contractor from Gypsum that installs ICF frequently. So I am now using ICF forms and have a stamped engineered set of
plans. It is virtually the same 6" concrete walls and same footing size & rebar schedule. I can resubmit structurals if
necessary.
Attached is a foundation detail that shows a condition where final grade is above foundation wall, but is against 6"
masonry rock veneer. My engineer says this is acceptable if I place waterproofing behind the masonry. Could you please
take a moment to weigh in on this? I am close to ordering the ICF block package and this affects the order.

Since your Structural Engineer is approving and assuming liability for this detail, the Building Dept. will accept it.
However, we need to have a wet seal/stamp submitted on this detail for our records/file.
Placement of wood frame construction below finish grade is not the ideal scenario, as long-term durability of the
structure is dependent and if you can lower finish grade below the wood floor framing that typically is a better detail.
We also have concerns about the detail as shown, including verification of frost depth and waterproofing of the ICF
foundation.
Since you have revised from conventional cast in place concrete to ICFs, you will need to submit amended foundation
plans to our office for review/approval. Please provide (2) full-size copies of any affected drawing sheets and/or
supplemental drawings to our office. Review time on amended plans is usually between 3 — 5 business days. I will be out
of the office the remainder of this week, but back on Monday.

you digital copies of your approved plans & a new permit card so that you can have one of the local print shops provide
you with a copy to replenish the missing information at the job site.

Subject: Stolen permit/plans
Hi Dave,
It looks as if my permit site plans and permit card have been stolen from my jobsite. The container has been cleaned out
sometime between wall steel inspection and Saturday 6/9.
This is most unusual and I have never heard of this happening in my 35 years of construction. What do I need to do to
have the permit set from the building department copied and a new permit card issued? Obviously, they will stay with
me until I can secure them on site, or deliver them for an upcoming inspection.
I will call the building dept 1st thing Monday. I just thought I should notify someone as soon as I discovered this.
