However, before we can finalize our review there are several key items which must first be addressed, including the following: 1. Surveyed Site Plan — We require a site layout or plot plan for all projects, and because this building is located so close to the rear lot line we need for you provide us with an Improvement Location Survey as prepared by a Colorado licensed Surveyor. This survey must include dimensions from property lines to exterior walls and roof overhangs at the existing garage. 2. Construction Date of the Original Garage — In addition to an improvement location survey, we also require confirmation of the original construction date of the garage. Can you provide our office with substantiation of when this garage was originally built? 3. Engineer's Certificate for Existing Building — Anytime an applicant requests a building permit to change the use of a un -permitted building, we require a letter from a Colorado licensed design professional (Professional Engineer or Architect) certifying that the existing building complies with structural soundness and other current building codes requirements. If the existing structure does not comply with code requirements, an Engineer will typically suggest any remedial measures which must be undertaken for the structure to comply with the building code. Unfortunately, we cannot issue a building permit for your requested change in use (ADU residence) from the current use (garage) without an Engineer's report on structural fitness of the existing garage. 4. Floor Plans — Plans as submitted to our office are incomplete and missing many required items. Please refer to the attached Building Guide for "Single Family Residential: One -Story Addition" for an example of the type of information required on floor plans submitted to our office, including the following: a. Floor plan must be drawn to scale with north arrow shown b. Show all door (exterior/interior) and window locations c. Verify egress window sizes at bedrooms d. Provide plumbing fixture layout at bathroom e. Illustrate full kitchen layout including: appliances, plumbing fixtures & built-in cabinetry f. Indicate type and R -value of insulation at thermal envelope Before you proceed with items #3 and #4, it is suggested that you provide us with items #1 and #2 described above and after we receive this information we can better advise you as to how we can proceed with your ADU building permit application. I have asked Glenn Hartmann & Patrick Waller— both of whom are planners here in our office —to assist me with review of this information. We will await submission of these requested items and in the meantime your building permit application with be placed in our pending projects file. Before you proceed with the Survey, that it would be advantageous for you to schedule a time to come into our office to discuss these specific items with us. Since there are "planning" issues — not just "building" issues — that need to be addressed, it is important for one of our planners to be present at this meeting. As a result, I have copied both Patrick Waller & Glenn Hartmann on this email. Can you please let us know when you'd like to schedule an appointment so that we can walk you through the specific items that will need to be addressed before we can consider your building permit application? We need more information describing the back side roof overhang and distance away from the property line. He said that he will be sending updated information to me via email, and once I receive it from him and review, I will be back in touch with you...probably in the next couple of days. If you want to go ahead and schedule that site review to verify building code compliance of the existing garage, I have attached a copy of the requirement we have for a licensed design professional (either an Engineer or Architect) to provide us with a site review/assessment of existing buildings — see item #2 on attachment. As we discussed previously, you will need to provide one-hour fire protection for all exterior walls and roof overhangs that are located within 5 feet of the property line (per IRC, Section R302). Also, no windows or doors are allowed within 3 feet of the property line. In addition, because the new ADU is actually physically attached to the primary residence with a connecting breezeway or mudroom addition, the wall located between the two separate dwelling units also needs to be one-hour fire rated assembly (per IRC, Section R302.3). It may be easier for you to simply retrofit the entire exterior perimeter wall of the existing garage as a one-hour fire rated assembly, which would probably be easier and simpler to build. We require that you submit design specifications for the one-hour fire rated wall/roof assembly from a nationally recognized listing agency, and your design professional should be able to assist you with this. Nicole Amaya Garfield County BUILDING DEPARTMENT 108 Eighth Slrecl, Suite 401, Glenwood Springs, CU 81601 Tel: (970) 945-8212 Obtaining a Building Permit for an Existing Structure Because an existing building's structural and architectural elements were not inspected during the initial construction, the following steps are required to obtain a building permit and subsequent Certificate of Occupancy (CO) for the structure already built, or otherwise for an existing structure being moved into Garfield County from another location: 1) Depending on the type and use of the building, a specific permit packet (application and checklist) must be obtained from the building department. Please call the building department to determine which packet applies. Building permit application packets are also available online by visiting: https://www.garfield-county. com/community-development/building-permit-applications. aspx 2) A Colorado licensed design professional (Architect or Engineer) must perform a site visit and inspection to verify the structure meets the requirements for structural and non-structural provisions of the adopted codes. As part of the building permit application process, the design professional must certify with a sealed letter that the building meets adopted codes. This letter must accompany the building permit application. Depending on the complexity of the structure, building plans may also need to be drawn and submitted with the application. 3) Upon approval of the application, a permit will be issued and the final permit fees will be collected. Typically there are one or two inspections performed by the county to finalize the process and issue a CO if applicable. 4) Additional permits for septic, electrical or driveways may be required and must be submitted and finalized prior to issuance of a CO if applicable. Based on my initial review, I think we have almost everything we need. However, your letter describing the existing structure does not provide us with enough information. We need for either an Architect or Engineer to verify that the existing roof structure will support a 40 PSF snow load per our minimum code requirements — or, alternately, what remedial work may need to be performed to achieve this requirement. If you aren't comfortable providing us with that certification, then Nicole may need to hire a Structural Engineer to provide us with a letter of certification for our files. Thanks & I'll let you know by the end of the day if there's anything else we need. Please note that we will need to receive the requested certification of roof structure before we can issue the building permit.
