This email is a follow-up to a phone message left on your voicemail on Tuesday last week regarding proposed alterations
to your Aspen Glen residence. I have begun my review of your proposed plans for these alterations but don't have
enough information submitted from you to complete my review.
More specifically, we need for the following items to be addressed:
a. Site Plan - We need to see a site plan clearly illustrating the extent of proposed work and how this relates to the
existing building footprint, building envelope and property lines.
b. Work Description - lt appears that several items are included in your scope of work, but we need for you to
confirm the inclusion of the following list as it's not entirely clear from your submitted application & drawings:

,/ Stairway: L-shaped as shown on plan, but is this stone/concrete or timber?
¡ Stone walkway
New door at basement - lndicate location of this new door on your plan
o Master Bedroom Deck/Railings - lndicate location of this deck/railing

c. Timber Retaining Walls - lt appears as though you are adding timber retaining walls to access the new door you
have installed at the basement. lf these timber walls exceed -feet in height (as indicated on your sketches) they
need to be designed & wet stamped by a Colorado licensed Professional Engineer. Provide our office with
stamped Engineered drawings.
d. DRB Approval - Have you already received DRB approval for these changes to your residence? Although not
specifically required by our office, I am simply curious if the DRB has approved these alterations to your
residence.
Please provide us with this additional requested information at your earliest opportunity so that we can complete our
plan review. Until I hear back from you, we won't be able to finalize our review and issue a building permit for your
project.

Dear Glenn,
The Aspen Glen Design Review Committee (DRC) reviewed the proposed Seconded
Amended Final Plat, prepare by Tuttle Surveying Services dated7ll9l2018 to amend the
building envelope for Lot G-l/102 Leonis Lane attheir meeting August 1,2018. The
proposed adjustment was considered to accommodate minor exterior improvements
proposed by the property owner: an exit stair from the basement and replacement of a
dilapidated ground level deck. The single-family home was built in the early 2000's but
in2013 the County adopted a policy that limited the type of improvements to property
that could project beyond the building envelope and some of these improvements cannot
be made. Therefore, the property owner has requested a building envelope adjustment to
provide the area within the building envelope to make these improvements.
The DRC noticed property owners within the vicinity of the property, no objections were
noted. The adjustment does not add more square footage to the original size of the
envelope and does not compromise the established setbacks for this property.
Therefore, DRC recommends approval to the Garfield County Board of County
Commissioners with the following conditions:
1. A copy of the recorded amended plat shall be provided to the Aspen Glen DRC.
2. The DRC has only approved the plat amendment. Any further improvements to
property shall be submitted for DRC review and approval.

Thanks for your call yesterday inquiring about the status of Garfield County approvals related to proposed
improvements at your Aspen Glen property. As we discussed, Glenn Hartmann here in our office will need to weigh in on
the plat amendment for adjustment of the Building Envelope because this is a Planning Dept. issue - not a Building Dept.
issue. Glenn is currently on vacation but will return to the office on Monday, August 13.
ln addition, you mentioned that you are interested in modifying the deck plans you have previously submitted to the
Building Dept. More specifically, you described an enclosed roof and/or expanded interior area which are not presently
illustrated on the plans prepared by Bob Oddo. My suggestion is to have Bob's office update these plans to reflect your
current thinking, so that they properly revise their plans while you are finalizing approval of the amended final plat with
our planning Dept. Otherwise, you will run the risk of additional delays with the plan review of your submitted plans and
subsequent building inspections at the job site. Following this course of action will provide you with the easiest path to a
smooth approval process and will allow you to finish up your project in the quickest manner.

office.

Just wanted to let you know that Scott Fetzer's building permit for adding a basement egress door, associated retaining
walls and rebuild of wood deck are now finished up on my end, but Glenn is still awaiting final mylars from Tuttle for the
Amended Final Plat with new building envelope.
FYI: I have attached a copy of my "Conditions for Permit" including item #6 specifically addressing the ADU issue in the
basement. Have you already sent out an N.O.V.? Given the status of his situation with regard to this item, just thought it
would be appropriate to include it and make you aware.

The permit for the egress door at basement is still in my "pending" file (for over L2 months now) and includes a deck
replacement/addition that encroached outside of the platted building envelope. Scott Fetzer did work together with
Glenn to get an amended building envelope, but I don't think that has been totally signed offyet. What l've been told by
Deborah isthat he'salso mired in a potentialbankruptcyon the property-which issomewhat ironic because as he
explained to me, he purchased this existing residence out of bankruptcy himself.

Plannins Approvals for Bldg. Envelope Adiustment - He has not followed through with payment of S100 fee for
Plat Review (over 60 days past due). His open file for the Amended Final Plat will expire at the end of February,
unless he requests and receives an extension. Glenn Hartmann has made Fetzer aware of this, and supposedly
he will be scheduling a time to review any final requirements for getting this Amended Final Plat completed
before expiration of his planning approval.
Building Permit Approvals - Final review & approval is pending the Bldg. Envelope Adjustment described above.
Once the FinalAmended Plat is finalized, we require submission of accurate plans from an Engineer reflecting
actual scope of work to be completed - including site plan indicating placement of new construction within
confines of the new Building Envelope. During my last conversation with Fetzer, he indicated that he wanted to
place a roof over the proposed deck and this is not illustrated on the plans we now have.

After preliminary review of updated/amended information you recently submitted for remodel of your Aspen Glen
residence, we cannot proceed with approval of your building permit, because you have not addressed the site plan
requirement which was stipulated in my December L1-,2OL7 email sent to you following review of your initial building
permit application.
Prior to our approval of your revised building permit application we require submittal of an "lmprovement Location
Certificate" (l.L.C.) as prepared by a Professional Licensed Surveyor in Colorado which clearly illustrates the following
items:
Property Boundary Lines
Building Envelope
Any other Easements or Encumbrances
Extents of Existing Building Footprint including decks, porches, walkways, etc.
All New Proposed construction including decks, patios, retaining walls, etc.
One other quest¡on I have is how high above finish grade will the new deck be? The Engineer's drawings don't address
this issue. Please provide us with additional information.
Once we receive the requested Surveyor's site plan as described above, and assuming that placement of all existing/new
improvements comply with Garfield County requirements, we should be able to quickly finalize our review & issue a
building permit.

I wanted to reach back out to you regarding status of your Building Permit for your planned deck improvement project
at Aspen Glen just to make sure that you are aware that your pending approval of the Land Use Permit reconfiguring the
platted Building Envelope - with whom you have been working together with Glenn Hartmann in our office - is a
completely separate permit from the Building Permit'
Items previously discussed with you regarding changes to the prior plans submitted to our office (and described more
fully in my August 9 email to you as highlighted in RED TEXT below) have not yet been addressed per our records. lf your
intent is to vary from the original plans prepared by Bob Oddo, please submit these plans to our office so that we can
issue you a Building Permit at our earliest opportunity once the Land Use Change Permit has been finalized.
ln addition, plans for the deck improvement project needs to clearly illustrate that proposed improvements will be
located within the new Buitdíng Envelope. This can be easily shown by including a copy of the Surveyor's Site Plan which
you had prepared for the Land Use Change Permit.

improvements at your Aspen Glen property. As we discussed, Glenn Hartmann here in our office will need to weigh in on
the plat amendment for adjustment of the Building Envelope because this is a Planning Dept. issue - not a Building Dept.
issue. Glenn is currently on vacation but will return to the office on Monday, August L3.

ln addition, you mentioned that you are interested in modifying the deck plans you have previously submitted to the
Building Dept. More specifically, you described an enclosed roof and/or expanded interior area which are not presently
illustrated on the plans prepared by Bob Oddo. My suggestion is to have Bob's office update these plans to reflect your
current thinking, so that they properly revise their plans while you are finalizing approval of the amended final plat with
our Planning Dept. Otherwise, vou will run the risk of additional delavs with the plan review of vour submitted plans
and subsequent building inspections at the iob site. Following this course of action will provide you with the easiest
path to a smooth approval process and will allow you to finish up your project in the quickest manner.
