The proposed retaining wall that needs to be rebuilt, has been there for a very long time and should be grandfathered in I would think. lt does not propose any issues with the traveling public and if not rebuilt they will eventually have to park on the edge of the road, which will cause issues with the traveling public. lf you have any questions on this please feel free to give me a call.
