Wisch Exemption
According to the County Assessor's office records, this parcel has been taxed
as a separate tract of land since 1950 with the transfer of the land from
Lewis to VanGaalen (see attached cleed, Rec.# 173BBg). Accordingly, the
property appears to qualify to be considered under the provisions for
subdivision exemption.
The .B acre parcel is presently occupied by a residence, a garage/shop and
barn. A twenty foot wide access easement extends along the entire east
proper:t,y line to provicle access to a separate parcel and resiclence south of
Mr. I{isch's tra,ct. The existin4 residence is served by the West Glenwood
Sanitation District and water s:rvice is provided by the City of Glenwood
Springs. The exis.l,ing residenc: has direct access to Donegan Road.
The water line easements refererced in the title policy do not appear to
infringe upon the buildabjlity >f the lots. The West Glenwood water line
easement appears, rrpor) initial investigation, to coincide with the access
easement along the easterly Iot line. The Kolb Springs easement is south of
this l,r;rct on land that at some time in the past was a part of this property.
This application proposes to diride the.B acre tract into a total of three
lots ranging from 10,000 square feet to 14,000 square feet in size. The
proposed l"ots are consistent wi;h the existing lots in the surrounding area
and well above the 7,500 square foot minimum lot size for the
Residential,/Limited/ Urban Dens lty Zone District within rvhich this property is
located. This subdivision is c,)nsistent with the goals ancl objectives of the
Garf ield County Comprehensive Pl,an.
Two of the lots are accessable from Donegan Roacl with the third lot accessed
l:y the existing easement. Lot 2 has the option of accessing directly onto
Donegan Roacl or to use the access easement. Wastewater service wiII be
provided by the West Glenwood Sanitiation District and the City of Glenwood
Springs wiIl provicle domestic water service. Both utilities are avaiable in
front of the property in Donegan Road.
The Gl.enwoocl Springs Rural Fire District provides fire protection to this
area. I discnssed the proposed subdivision with Jim Mason, the District Fire
Chi.ef. FIe indicatecl that he was familiar rvith the area and that he did not
anticipate a problem in achieving appropriate fire access to the three sites.
He said that the County would refer the exemption application to the Fire
District and he would formally respond with a letter at that time.

The Azeltine soi I is deep and wel I drained. The surface layer
is gravelly sandy loam about B inches thick. The underlying
layer is gravel ly sandy loam about i0 inches thick. The
sut,stratum is sand, gravel, and cobbles to a depth of 50
inches or more. Permeabi I ity is moderately rapid, and
avai lable water capacity is very low, Effective rooting depth
is about 60 inches or more. Runoff is slow, and the erosion
hazard is slight.
BADLAND
This unit consists of nearly barren land dissected.by many
i nterm i ttent dra i nage channe I s that have cut i nto soft sha I e
and sandstone. Bad iand has very s I ow permeab i I i ty and very
low available water capacity. Roots can Penetrate to a depth
of o to io inches. Runoff ls very rapid, and hazard of water
erosion is very high. some areas are highly gypsiferous or
are high in bentonite.
