The Zancanella Family Partnership has a pending subdivision exemption application in
front of you. On January 3, 1997, my mother Shirley Zancanella passed away. She was
the general or controlling partner in the partnership.
We had requested the exemption to accommodate my sisters' wishes to provide them with
lots for future retirement residences in the Glenwood Springs area. My mother's estate will
not be fully resolved for several months. In addition, my sisters have not resolved their
long term plans for their interest in the family property.
Therefore, we are requesting an extension of time in filing the final plat. This property has
been owned by our family since 1948; we are not in a rush to develop this property. We
request that you allow us as much time as you reasonably can to complete the final plat
(6-12 months).

RE: Proposed Final Plat, Gobblers Knob Exemption

Attached is a copy of the proposed Final Plat for the Gobblers Knob Exemption.
As you can see, the map is completed, however, we discovered some last minute
concerns with respect to an access right-of-way. Please request the Board of
County Commissioners to extend the period of filing the Final Plat to April 8, 1997,
which is one year from the date of the original approval. This will give us time to
resolve the right-of-way issues.

RE: Zancanella Subdivision Exemption
Dear Tom,
On Monday, April 8, 1996, the Board of County Commissioners conditionally approved your petition
for an exemption from the definition of subdivision. The conditions that must be met prior to final
authorization are as follows:
That all representations of the applicant, either within the application or stated at the meeting
before the Board of County Commissioners, shall be considered conditions of approval.
A Final Exemption Plat shall be submitted, indicating the legal description of the property,
dimension and area of the proposed lots, access to a public right-of-way, and any proposed
easements for setbacks, drainage, irrigation, access, water supply or utilities.
That the applicant shall have 120 days to present a plat to the Commissioners for signature,
from the date of approval of the exemption. The Board may grant extensions of up to one
(1) year from the original date of approval.
'That the applicant shall submit $200.00, in School Impact Fees for the creation of the
exemption parcel.
That the following plat notes be included:
"The minimum defensible space distance shall be 30 feet on level terrain, plus appropriate
modification to recognize the increased rate of fire spread at sloped sites. The methodology
described in "Determining Safety Zone Dimensions, Wildfire Safety Guidelines for Rural
Homeowners," (Colorado State Forest Service) shall be used to determine defensible space
requirements for the required defensible space within building envelopes in areas exceeding
five (5) percent grade."
"Upon adoption of road impact fees by the Board of County Commissioners, the lots created
by this exemption shall be subject to paying the fees, paid at time of building permit
application, paid by the building permit applicant."

"Soil conditions on the site may require engineered septic systems and building foundations.
Site specific percolation tests at the time of building permit submittal shall determine specific
ISDS needs on the site."
"No further divisions by exemption from definition of subdivision will be allowed."
The control of noxious weeds shall be the responsibility of the landowner.
The applicant shall receive any necessary driveway permits, for the exemption parcels, from
the County Road and Bridge Department, prior to signing of an exemption plat.
Prior to final approval by the Board, the applicant shall demonstrate that the City of
Glenwood Springs has given its consent and final approval to supply water to the exemption
parcels. This may be done by submitting a letter from the City indicating the applicant has
met any and all conditions of approval the City may have.

RE: Zancanella Subdivision Exemption Request
Dear Eric,
We have reviewed the Subdivision Exemption application forwarded to our office for the
Zancanella property and have the following comments:
General Planning Comments
It is our understanding that the County Subdivision Exemption process allows for the creation of
up to four (4) parcels. It would appear that this proposal contemplates the creation of five (5)
parcels.
This property represents one of the largest remaining largely undeveloped parcel's within the
City's urban development boundary. Development densities should be higher than the one (1)
unit per two (2) acres reflected in the proposal. Densities suggested by the City's Land Use Plan
are in the range of 2 to 5 units per acre. Lot #3 would be a suitable site for higher density
residential development, perhaps with City participation to assure attainability for working
families in Glenwood Springs.
Utility Infrastructure Issues
All development should be encouraged to work with the City towards connecting with municipal
wastewater system.
Since the access to the property is obtained via the City street system, will the County be willing
to collect off-site transportation impact fees for the City?
The existing water system needs to be evaluated to insure proper fire flows to new structures.
Hydrants may be required per U.F.C., as well as access issues, road widths, grades and surfaces

and wildland fire protection.

RE: County Roads 131A and 1318
Dear Commissioner Martin:
As you have requested, I looked into the status of these
county roads, and have found that the county never did have a
record of maintaining these roads.
Approximately 1988, the City of Glenwood Springs annexed this
area and it appears from the attached map that the City also
annexed these roads into the city limits at that time as
well.
If you have any other questions, or if 1 misunderstood you,
please give me a call.
