In reference to your property on 117 road, I wish to advise you that this property is within the
boundaries of the Glenwood Springs Rural Fire Protection District and fire protection will
continue as it does now. Please be advised that any further development other than the proposed
duplex will require that fire protection water supply as well as other related requirements will
need to be addressed.

Dear Yancy:
At your request, we have reviewed the wastewater flows for the Sunlight area wastewatertreatment facilities. A totalizing flow meter was installed on the 3 inch parshall flume atthe headworks of the wastewater treatment facilities May g, 1g94. The inflow monitoringsystem is a Stevens chart with a sonci recorder and was set up and calibrated in May1994' Previous flow records were limited to the staff gauge readings of the 3 inch parshallflume orl an intermittent basis by the operator inspecting the headworks facilities. Directlymeasured peak flow diversions for the Sunlight wastewater treatment facilities are notavailable.
To estimate the flows into the wastewater plant, wb have tabulated the water meterreadings for ski sunlight, the sunlight lnn, and tlre Brettetburg condominiums as shown inTable 1' The peak water diversions for the sunlight, et al. facilities occur in March duringspring break ski activities. lt is likely that g0-957o of the water diverted during this periodends up at the wastewater treatment plant. lt is untikely that any outside irrigation occursduring this period.
Based on the water diversion numbers, we estimate that the peak monthly flow rate thatappears at the sunlight wastewater facility is 602,ooo gallons per month 'or
650/o of therated capacity for the sunlight wastewater treatment facilities. The Colorado Departmentof Health permit number cooo38598 states that the sunlight wastewater facility has thehy-draulic capacity to treat 30,ooo gallons per day ano an organic capacity of 62pounds ofBOD per day.
Colorado law requires that wastewater treatrnent facilities reaching go% of design capacitybegin initial engineering anrl financial planning for the expansion of the domesticwastewater treatment works. whenever gSYo of the design capacity forthe system ismet, the permitee shall commence construction of the necessary treatment expansions.Therefore, it is our opinion that there is availabte for future development approximately15Yo of the rated capacity, or approxinrately 45oo gallorrs per day with a BoD loading of9'3 pounds per day. lf we assume that future development will be typical residential typesewage, and that a typical residence or EOR will generate approximately 2go galons of
sewage per day, there is approximately 16 EOR available for development within the
Sunlight wastewater treatment facilities without causing the plant to begin engineering and
financial planning at the 8O% capacity level.
For comparative uses, we have included an EOB rating table of various other uses that are
compared to the typical single family residence. ln other words, the various combinations
of uses shown in the table may be applied to the standard EOR as long as the total number
of EQRs do not exceed the 16 identified as excess capacity associated with the Sunlight
wastewater treatment f acilities.
It is unclear from the discussions we have had with the various entities at Sunlight who is
the owner of the excess capacity of the wastewater system. The original site application
contemplated the capacity to treat 50,0OO gpd. I do not believe that the original approval
was vacated. lt may be possible to upgrade the existing facilities from 30,000 gpd to
50,000 gpd. However, the discharge limitations are severe'

The Sunllght. Inn by contract is obligated to provide waterto lot 28 of the Sunlight Inn Exemption. A copy of our well
decree is enclosed and has more than ample supply for theproposed Duplex. Water and sewer lines are currently in place
and are sized per code for up to eight additional unlts to tap.
