The Board of County Comrnissioners has Lhe discreLionary power Lo exempt adivision of land from Lhe definibion of subdivisjon ancl thereby from theprocedure in these Regulationsr provided Lhe Board determines thab sucfl
exemption vri11 noL irnpair or def eab the stated purpose of t.he Subdi visionRegulatjons nor be detrimental to the general public welfare. The Board
shall make exemption decisions i n accordance with tlre requj rements of
these regulations. Following a review of the individual facts of eaclr
application in light of the requirements of these Regulation:r, t-he Board
may approve, conditionally approve or deny an exemption. An applicat,ion
f or exemption must satisf y, ab a mi.nirnum, all of the revl ew cr i teria
listed below. Compliance with the review criteria, however, does not
ensure exemption. The Board also may consider additonal factols listed in
Section B:60 of bhe Subdivision Regulations.

PROCEDURES
A request for exemption shall be submibbed to bhe Boar d on forrnsprovided by the Garfield County DeparLment. of Developrnent/PlannirrgDivision. Two (21 copies of t.he application, maps and supplementalinformation sha1l be submitted.
The Planning Division shal1 review the exemption t:eguest. for
completeness withjn eight (B) days of submit.bal. If irrr:omplete, theapplication shal1 be withdrawn from considerat.ion and Lhe aF)plicant
nobif ied of the add j tional inf ormation needed. If the al)pl ical-ion is
complete, the applicanL sha1l be noLified in writing of t-he time andplace of the Boar d of County Commissioners meeting at which the
requesb shall be considered. In either caser rrotification shall occurwithin fift een ( 15 ) days of submi ttal .

Please find enclosed for your review and comment a copy of asubdivision exemption proposal (map and legaI description) for aparcel of land located three (3) miles east of New Cast1e. Theenclosed map depicts a 73 acre parcel being split into four (4)separate parcels. According to Garfield County Assessor's records,the 73 acre parcel depicted actually is two Jeparate parcels (35+and 38+ acres) under separate ownership.
The applicants are proposing to serve the four lots with two (2)separate weL1s. Apparently they intend to obtain two (2) domesticwell permits and service two residences per well.
This matter has been scheduled for a public meeting on Ivlay 6, 1991,before the Garfield County Board of County Commissioners. We wouldappreciate receiving your comments no later than May 2, 199L.

BIFLE AREA, COLORADO
Tanna series
The Tanna series consists of moderately deep, well
drained soils that formed in weathered shale. Tanna
soils are on mountainsides. Slopes are 25 to 45 percent'
The average annual precipitation is about 17 inches, and
the average annual air temperature is about 43 degrees
F.
Tanna soils are similar to Holderness Variant and
Morval soils. Holderness Variant soils are deep. Morval
soils have less than 35 percent clay in the solum and
are deeP.
Typical pedon of Tanna silty clay loam, 25 to 45 per-
cent slopes, about 700 feet north and 300 feet east of
the southwest corner of section 12,I.4 S., R. 94 W.:
A1-O to 5 inches; grayish brown (1OYR 5/2) light silty
clay loam, very dark grayish brown (10YR 3/2)
moist; moderate fine granular structure; slightly hard'
friable, slightly sticky and slightly plastic; neutral;
clear smooth boundary.
A3-5 to 9 inches; grayish brown (2.5Y 5/2) heavy silty
clay loam, very dark grayish brown (2.5Y 3/2) moist;
moderate fine subangular blocky structure; hard, fri-
able, sticky and slightly plastic; calcareous; mildly
alkaline; clear smooth boundary.
B2t-9 to 16 inches; light grayish brown (2.5Y 6/2) clay'
dark grayish brown (2.5Y 4/2) moist; moderate
medium prismatic structure parting to moderate fine
angular blocky; hard, firm, sticky and plastic;
common moderately thick clay films on ped faces;
calcareous; moderately alkaline; clear wavy bound-
Ary.
B3ca-16 lo 24 inches; light gray (2.5Y 7 /2) heavy silty
clay loam, grayish brown (2.5Y 5/2) moist; moderate
to weak subangular blocky structure; hard, firm,
sticky and plastic; few thin clay films on ped faces;
calcareous; secondary calcium carbonate accumula-
tions as seams; moderately alkaline; clear wavy
boundary.
C1-24 to 30 inches; light gray (2.5Y 7/2) channe-ry clay
loam, grayish brown (2.5Y 5/2) moist; massive;
hard, firm, sticky and slightly plastic; 20 percent
channery fragments, calcareous, moderately alka-
line; clear wavy boundarY.
C2r-30 to 50 inches; weathered shale and fine grained
sandstone.
Depth to paralithic contact ranges from 20 to 40
inches. The mollic epipedon ranges from 7 to 16 inches
in thickness.
The A horizon has hue of 1OYR or 2.5Y, value of 4 or
5 dry and 2 or 3 moist, and chroma ot 2 or 3' The B
horizon has hue of 2.5Y or 1OYR, value of 5 to 7 dry and
3 to 5 moist, and chroma of 2 to 4. The C horizon has
hue of 2.5Y or 1OYR.
Tridell series
The Tridell series consists of deep, well drained soils
that formed in alluvium derived from basalt and sand-
stone. Tridell soils are on sides of mesas and on fans'
Slopes are 6 to 25 percent. The average annual precipi-
tation is about 15 inches, and the average annual air
temperature is about 44 degrees F.
fiiOett soils are similar to Pena soils. Pena soils have
a mesic temPerature regime.
Typical pedon of Tridell stony loam, 6 to 25 percent
slopes, abtoul 2,440 feet west and 875 feet north of the
southeast corner of section 8, T. 7 S', H. 91 W.:
41-O to 10 inches; brown (7.5YR 4/2) stony loam, dark
brown (7.5YR 3/2) moist; weak fine granular struc-
ture; soft, very friable, slightly sticky and slightly
plastic; 10 percent stones; calcareous; moderately
alkaline; clear wavY boundary.
ACca-1O to 21 inches; brown (7.5YR 4/4) very stony
loam, brown (7.sYR 4/21 moist; weak medium
granular structure; slightly hard, very friable, slightly
itict<y anO slightly plastic; 45 percent stones; soft
rounded concretions of secondary calcium carbon-
ate; calcareous; moderately alkaline; clear wavy
boundary.
Cca-21 to 60 inches; pinkish white (7.5YR B/2) very
stony loam, pinkish gray (7'5YR 6/2) moist; massive;
soft, very friable; 50 percent stones; well disseminat-
ed secondary calcium carbonate throughout horizon
and common soft rounded concretions of secondary
lime; calcareous; moderately alkaline.
The mollic epipedon ranges from 10 to 14 inches in
thickness.
The A horizon has hue of 7.5YR or 10YR, value of 4
or 5 dry ancj 2 or 3 moist, and chroma ol ?- or 3' The AC
horizon has hue of 7.5YR or 10YR, value of 4 or 5 dry
and 3 or 4 motst, and chroma of 2 to 4. The C horizon
has hue of 7 SYR or .IOYR. Calcium carbonate equiva-
lent of the Cca horizon ranges from 15 to 30 percent.
Vale series
The Vaie series consists of deep, weil drained soils
that {ormed in calcareous eolian material. Vale soils are
on gently sloping mesas, terraces, and alluvial fans.
Slopes are 3 to 25 percent. The average annual precipi-
tation is about 14 inches, and the average annual air
temperature is about 48 degrees F.
Vale soils are similar to Ascalon soils. Ascalon soils
contain less silt in the controi section.
