(1973) §30-28-101(10)(a) - (d) as amended, and §§ 2.02.01(d) and 3.01.01 of the Subdivision Regulations of Garfield County, Colorado, adopted January 2, 1979, the undersigned petitioners respectfully request the Board of County Commissioners of Garfield County, Colorado, to exempt by resolution the division of an approximately 158 acre tract of land into three tracts of approximately 5, 30 and 123 acres each, more or less, from the definitions of "subdivision" and "subdivided land". The basis upon which the exemption is requested is that the subdivision falls within situation 6 of Garfield County Resolution 80-65. Ownership for at least five years is based upon the fact that the 158 acre parcel of concern herein was granted to James R. Brown and Charles R. Brown September 24, 1976. They granted undivided one-fifth inter- ests to each of Glynn Averett and J.W. "Red" Wilson in October of 1980. The five acre tract will be retained by all four of the current owners. This well will continue to supply domestic water to all three tracts. In addition, a well permit has been obtained for additional domestic water to be used on the 30 acre tract. Presently, the only sewage disposal in use is for a hunting lodge on the 4 acre tract. This deep, well drained soil is on terraces and floodplains. It formed in alluvium derived dominantly from mixed materials. The native vegetation is mainly grass and shrubs. Elevation is 4,800 to 5,800 feet. The average annual precipitation is 12 to 16 inches, the average annual air temperature is 48 to 52 degrees F, and the average frost -free period is 95 to 130 days. Typically, the surface layer is light brownish gray- loam 4 inches thick. The upper 17 inches of the underlying material is sandy clay loam. The lower part to a depth of 60 inches is sandy loam. Included in this unit are small areas of Fruita loam, Avalon loam, Youngston loam, and Glenberg sandy loam soils. Included areas make up about 10 percent of the total acreage. Permeability of the Haverson soil is moderate. Available water capacity is high. Effective rooting depth is 60 inches or more. Runoff is slight, and the hazard of water erosion is slow. This unit is used for rangeland, mineral resource development, hayland, and pastureland. This unit is well suited to hay and pasture. If this unit is used for hay and pasture, the main limitations are soil blowing and low fertility. Grasses and legumes grow well if adequate fertilizer is used. Use of nitrogen and phosphorus fertilizer promotes good growth of forage plants. Erosion can be controlled by growing pasture. aV?-f5cn • • The potential plant community on this unit is mainly basin wildrye, wheatgrasses, and basin big sagebrush. If the condition of the range deteriorates, shrubs increase. If the range condition continues to deteriorate cheatgrass, black greasewood, Kentucky bluegrass, cactus, lambsquarter, mustard, and broom snakeweed invade. The average annual production of air-dry vegetation ranges from 1,000 to.3,000 pounds. Brush management improves deteriorated areas of range that are producing more woody shrubs than were present in the potential plant community. If the range vegetation is seriously deteriorated, seeding is needed. Suitable seeding mixtures can include western wheatgrass, pubescent wheatgrass, and basin wildrye. The plants selected for seeding should meet the seasonal requirements of livestock or wildlife, or both. Seeding late in fall helps to insure that the content of moisture in the soil will he adequate for the establishment of seedlings next spring. If the Haverson soil is used for mineral resource development, the main limitations are flooding, seepage, and piping. This unit is limited for water impoundments mainly because of the piping potential. The hazard or erosion is increased if the soil is .left exposed during site development. Preserving the existing plant cover during construction helps to control erosion. Structures to divert runoff are needed if buildings and roads are constructed.
