Glenwood Springs off of County Road
130, approximately 1/4 mile west of
State Hwy 6 & 24.

I. RELATIONSHIP TO THE COMPREHENSIVE PLAN
The site is located in District E, rural area/severe-moderate
environmental constraints, and District 1B, subdivisions/rural
serviceable areas, central water and central sewer (0-1/2 mile
radius), all as designated on the Comprehensive Plan Management
District's map.
II. DESCRIPTION OF THE PROPOSAL
A. Site Description: The site consists of three topographically
different areas. A level portion, with no improvements, along
County Road 130 is separated from the remainder of the parcel by
a large bluff, 50+ feet high. That portion of the site above the
bluff has very gentle slopes, and is mainly pasture lands with
one single-family residence. The westerly part of the site is
primarily a large gulch presently maintained with native types of
vegetation.
B. Project Description: The applicant proposes to create three lots
on the site, with one lot located below the bluff, one containing
the single-family residence, and the third including the
remainder of the pasture lands and gulch areas.
C. HISTORY: The 28.72 acre parcel has existed in its' present form
since prior to January 1, 1973.

III. MAJOR ISSUES AND CONCERNS
1. The application has been referred to the City of Glenwood
Springs, with no comments received at this time. Comments for
the Glenwood Springs Rural Fire Protection District indicate that
they provide service to the site and request future review of
development on the site. (See Page /O
2. The existing private drive is approximately 15 to 20 feet in
width, with moderate to steep grades. As the drive is proposed
to provide access to all three parcels, easements for it should
be included on the exemption plat.
3. Domestic water for the three parcels is available by either an
existing well, able to serve up to three dwelling units, or
existing contracts with the Mitchell -Cooper Ditch and Pipeline
Company, which provide for a minimum of three EQR from their
central system. Easements for waterlines are proposed by the
applicant and should also be included on the exemption plat.
4. Soil Conservation Service information on the site indicates
severe limitations for dwellings and septic systems based on
steep slopes and large stones. Concerns regarding drainage are
also noted.
5. Based on FEMA Flood Plain mapping, the site is subject to 500
year flood plains in the vicinity of the gulch, referred to as
Glenwood Springs Wash #3 on said mapping.
IV. SUGGESTED FINDINGS
1. The proper posting and public notice was provided as required for
the meeting before the Board of County Commissioners.
2. That the meeting before the Board of County Commissioners was
extensive and complete, that all pertinent facts, matters and
issues were submitted and that all interested parties were heard
at that meeting.
3. That for the above stated and other reasons, the proposed
exemption is in the best interest of the health, safety, morals,
convenience, order, prosperity and welfare of the citizens of
Garfield County.
V. RECOMMENDATION
APPROVAL, with the following conditions:
1. That the following plat notes be included on the Exemption plat:
A. That portions of the site are subject to 500 Year Flood
Plains and severe soils limitations.
B. Each lot may be subject to engineered foundations and septic
systems.

2. That the following be included on the Exemption plat:
A. Easements for waterlines from the Mitchel -Cooper Water
System and/or easements for waterlines and access to the
existing well should it be utilized.
B. Access easements for the existing private drive.
3. That the applicant submit $400 in School Impact fees for the
creation of two new lots.
4. That all representations of the applicant, either within the
application or stated at the meeting before the Board of County
Commissioners, shall be considered conditions of approval.
