268 SCARROW: Observations 02/24/2012
The floor elevation of 268 Scarrow appears to be lower than the elevation of Scarrow
Ave. to the north of the building.
The building at 268 Scarrow displays differential foundation settlement. The east side of
the building appears to have settled differentially relative to the west side.
The drainage between buildings 278 Scarrow and 268 Scarrow is of concern. It appears
that ponding surface water between the two buildings has collected in this area and
contributing to differential foundation settlement. (See photo 1381.jpg) The two
buildings lean towards one another. The rate of lean is relatively uniform along the length
of the buildings. This appears to indicate that the west side of 278 Scarrow has settled
relative to the east, and that the east side of 268 Scarrow has settled relative to the west.
The exterior, precast, wall panels display significant distress and panel -to -panel connection
failure. The west wall displays vertical cracking completely through the face slab of the
wall panels directly adjacent to joint between adjacent panels. (See photo 1386.jpg,
1387.jpg, 1389.jpg + 1390.jpg) The east exterior wall displays less severe vertical cracks
and visible twisting of the wall. (See photo 1394.jpg) The wall cracking widens at the top
of the wall panels, indicating a differential settlement from north -to -south
The interior slab on grade is in place in only a portion of this building.
