Subject: Sun Meadow Estates - Lot 10
Lisa & Ryan:
I am currently reviewing plans for a new single-family residence located at Sun Meadow Estates, Lot 10. However,
before we can issue a building permit for this project there are a couple of items that require a response from your
Architect:
1. Snow Load Requirements — Garfield County's minimum snow load requirements are 40 PSF as measured at the
roof (not at ground level) and all of the Architect's drawings have a notation indicating a 25 PSF snow load. This
note is located on all sheets in the lower right-hand corner of the page in the title block. In addition, the
Architect's Roof Design Notes on Sheet 6 specifically call out a roof snow load of 25 PSF. Although the and
Engineered foundation plan from CIVCO Engineering and the roof truss shop drawings indicate 40 PSF snow
loads, the Architect's incorrect notations/drawings require clarification as to meeting our minimum
requirements of 40 PSF. We'd like for him to submit a correction letter via email directly to our office so that we
can be assured that proper snow loading is accounted for in the Architectural design plans.
2. Wall Bracing & Lateral Loading — The Architect includes a boxed note on several drawings that states: "If lateral
Engineering is required, refer to Engineering sheets for lateral specifications." The I.R.C. does require wall
bracing to be addressed, but nothing appears to be provided on either the Architect's drawings or the structural
foundation drawings from CIVCO. Please have either the Architect or Engineer address wall bracing
requirements for this structure. Specific areas to be addressed include:
a. At overhead garage doors/walls
b. At the great room window wall
c. Any other general requirements for the building's perimeter walls
Please have your Architect and/or Engineer follow-up with this requested information described above at their earliest
convenience so that we can finalize our review and issue a building permit for your project.
FYI: Another item will need to be addressed as per requirements contained in the Soils Report: the foundation is
required to include over -excavation of approximately 3 to 4 feet in depth of the natural soils and replacement with
compacted structural fill prior to placement of the foundation. This is necessary to avoid "risk of movement and
distress" with the building according to Kumar's description. The Soils Engineer will be required to provide an open hole
soils report to verify that this has been addressed. In other words, the Architect/Engineer doesn't need to do anything at
present to satisfy this requirement. However, out Building Inspector will need to see the open hole soils report prior to
reviewing the steel reinforcing at footings before initial concrete pour at the job site.

Can you please take a look at this information sent to me from Doug Anderson ... he's the contractor who is married to
Mary Lynn in the County Attorney's office. If you recall, I discussed this project with you, Matt & Jim a couple of weeks
ago when we got together in the conference room. I don't have the drawings here at my home office, but you can find
them in the amended plans box just inside my office door — they are the tallest roll of drawings and the project file
folder is next to my computer station under Ryan & Lisa Locke (BLRE-02-20-6128).
I've explained to Doug a couple of times that we need for the Architect of these canned plans to send us an email with a
correction to the 20 PSF snow load that appears on every sheet of his $2,500 set of drawings, but Doug is fighting that all
the way. He says that this most recent information from the Structural Engineer (CIVCO) + Engineered Roof Trusses with
40 PSF snow load + Foundation Plans from CIVCO with 40 PSF snow load is all we should need. What is your opinion?
If you are OK with this new information, then I'm fine with releasing it for permit, because he's wearing me out ... Let
me know what you think.

I think the letter covers the areas between the trusses and the foundations. It is not great, but I would attach the
engineers letter to the plans with a redline for all headers as per code. From memory, there is a header schedule or
table in the code.

Doug:
We received your updates for the Locke Residence, but unfortunately there isn't enough information provided and
before we can approve these changes we need to have the following items submitted to our office:
• Updated Foundation Plan — Including the proposed openings to accommodate windows & doors as shown on
your basement level floor plan. CIVCO Engineering needs to verify that these proposed changes work with their
original foundation calculations and they need to provide us with an updated foundation plan including detailing
at dropped foundation walls and header beam sizes above these openings.
• Roof Layout Plan — We also need to receive an Engineered roof layout plan which was not provided with the
original application plans — even if the entirety of the roof structure is pre -fab roof trusses, so that we can verify
that CIVCO Engineering has properly accounted for intended roof structure above the foundation and main level
floor framing. Unfortunately, we did not realize that a roof plan had not been submitted in your original
application, but we now require that this information be provided to our office. If pre -fab roof trusses are going
to be used they will need to be designed to accommodate a 40 P.S.F. snow Toad and 115 mph Ultimate wind
speed as per 2015 I.R.C. requirements and a copy of the roof truss shop drawings will need to be provided at the
job site for our Building Inspector to review.
• Septic System Changes -- As you know, septic systems are now approved by Public Health Dept. so we will
forward the submitted revisions to their office for review/comment. However, before we can do that you need
to submit (2) copies to our office of the updated Sheet C1 (you only provided us with a single copy of this
updated OWTS design.
Please provide (2) copies of these requested items described above to our office at your earliest convenience so that we
can finalize our review of these proposed amended plans.
