However, a 15 to 20 foot buffer strip will be left intact along the south side of the creek. This strip will (after excavation of adjacent material) be 1.5 to 2 feet higher than the area producing the runoff. Therefore, it will not only be a natural vegetative buffer, it will provide a silt dam effect due to its difference in elevation. In addition to this buffer, all mapped wetlands areas will be avoided. The applicant has indicated that the possible hours of operation would typically be 8 a.m. to 5 p.m. Monday through Saturday. The applicant also estimated that a general average of ten accesses to the site per day would be made. However, a large variation is expected, i.e. there could be several days with no activity followed by a day or two with extensive activity. The activity will vary with demand and scheduling. Also, I met with BillGavette and we discussed the fire code. He said we had a couple of options to get away from fire sprinklers. One was a fire rated partition wall to keep the spaces under 9,000 sq. ft. and the other option was to change to a Type ll A by spraying the steel columns and steel rafters with a one hour rating material. Bill said I would need to discuss the spray coating to get the one hour rating with you. ls this possible with you guys and what material would need to be applied? Several items are presented below which represent either "updated information", "incorrectly applied methodology", or possibly "mathematical errors". Our conclusions are principally based on the following items: 1. A Flood Plain Development (Fill) Permit for this property was approved by the Garfield County Commissioners on April 12, 1999. The resolution was not actually issued until November 1 , 1999 due to an oversight. The Resolution Number is 99-1 14. Fill was placed on the properly beginning approximately May 2000. 2. The existing topography is substantially different than the topography used for the floodplain mapping and modeling. Attached is a survey from Sopris Engineering, lnc., based in Carbondale, Colorado, which shows the basic changes in topography. A relatively large area south of the creek should be removed from the floodplain due to the fill activities.
