Re: Cattle Creek Project Building B- Permit Application
Dear Roland:
The plans themselves are schematic in nature. In order to do a plan review a complete set
of construction drawings are required. We are reviewing what was submitted and have
the following comments:
1. State law requires the plans to be sealed by an architect once the occupancy is over
ten. It would appear you are proposing retail office as well as warehouse and
commercial industrial.
2. Egress is not shown from the 2"d floor. 1 assume there will be an interior stair case
but none are shown. These stair cases may need to be enclosed and fire protected
based on the proposed occupancy or use of the 2"d floor as per Sec 1019 of the 2003
IBC. Also review Sec. 1007 and Sec. 1013 as they apply. Other sections of Chapter
10 will apply once more information is known.
3. Additional exits may be required on the first floor to accommodate the 2"d floor. The
plans need more detail.
4. 2nd floor framing plans are not shown. Occupancy separations may be required and
would need to known before a plan review can be done.
5. It would appear foundation structural requirements for the 2"d floor are not included
in the proposed foundation drawings. The design for the foundation still reflects the
97 UBC.
6. The building is missing mechanical, electrical, and plumbing.
7. We are assuming the construction would be Type II-B for allowable area based on the
steel building, but details of the interior framing would need to be known to confirm
this.
8. We assume the building will be insulated, but none is shown.
9. Accessibility provisions are not included.
10. Other areas of the design are missing.
11. The site plan submitted needs to have the surveyor's seal as the property line appears
to be less than 50 ft. to the building.

Our guess is that you want to have flexibility for a future tenant to finish out the separate
areas. Unfortunately, the initial building needs to be further along in the design now to
not cause problems for the tenant finish in the future.

Re: Proposed Septic Systems at Cattle Creek
Dear Roland,
We have received a letter and information from Zancanella and Associates dated January
26, 2005 with regards to the separation of the ISDS for the various buildings at Cattle
Creek. This information illustrates that the required separations from the individual
fields are met. It would also appear the required separations to the existing wells are met.
However, as per Policy # WQSA-6 of the Colorado Water Quality Control Division of
the Colorado Department of Health, a site location application may need to be submitted
to the Division for these septic systems as proposed.
As per this policy, it would appear from the information submitted; the combined design
capacity of all the systems not including a future system for Building A is greater than
6,000 gpd. It would also appear that the wetland boundaries are within the required
horizontal separation requirements for surface waters. The proposed systems are perched
directly above the wetlands and Cattle Creek areas in elevation and additional safeguards
would need to be in place to protect these areas should there be an unusual drainage
problem associated with any of these septic systems.
The Water Quality Control Division is the final jurisdiction regarding septic systems. I
will forward this letter and the information submitted to us to them for their review.

In review of the permit application and as a result of a recent site visit, it has become
evident that your proposed project involves an existing lot slope in excess of 40%.
Garfield County has regulations pertaining to development on steep slopes as outlined in
Sec 5.04.02 of the Garfield County Zoning Resolution Development Limitations Based
on Lot Slope. A copy of this regulation is included with this letter.
Also from a building foundation review it would appear that the proposed buildings are to
be constructed on fill that may not support the structure due to fill material type and/or
lack of adequate compaction.
Garfield County is requiring the submittal of the information required by Sec 5.04.02 to
determine the suitability of the building envelope for the proposed structure. Please call

Dear Roland,
I'm in the process of completing a zoning plan review on your permit application for a "retail/wholesale
building at 0062 County Road 113. Here are some concerns that need to be addressed.
The site plans that you submitted do not designate the building to be constructed. It shows one building for
which structural plans have been submitted as well as a "proposed 150 X 150". The site plan must designate
the building to be constructed.
The hand drawn pencil tracing on tracing paper of a plan overlay of the 40% slope area is not acceptable.
The slope area must be shown as part of the site plan and signed by a Colorado Registered Land Surveyor.
The building elevation plans are all 'shown measured from Top of Slab. That is not acceptable. Elevations
must be shown from the midpoint of natural (undisturbed) grade at the center of the building to the midpoint
between the ridge and cave of the roof in this case, to the mid point of the shed roof That elevation may
not exceed twenty five feet.
The "building use" must be indicated cofrectly in order for us to determine parking requirements. It is noted
that your CDOT permit specifies 80i% Warehouse and 20% apartments. That does not seem to agree with the
use you requested, "Business Park". Garfield County has no "Business Park" use designation at this time.
We will classify this as a "retail & service commercial" building according to our regulations. All of the
occupancy in such a building, except "storage area" requires one parking space per each 200 square feet of
floor space. That information must be shown on your plans.
There are several undesignated lines on the site plan. We need clarification about which lines represent
property boundaries, zoning areas, etc. It appears, for example, that the parking area that serves,the building
that we think you are proposing to build encroaches across a property line to another lot. But, we can't tell
for sure.

Dear Steve:
Regarding the letter you sent concerning the building permit application at 0062 CR 113, please
find enclosed the answers to your questions:
1. The site plan shows the buildings to be constructed on Parcel C which match the structural
plans you already have.
2. The slope is on the new site plan prepared by Sopris Engineering.
3. Enclosed is a building elevation plan with the roof height shown at the mid point of the
buildings.
4. The building use permitted by CDOT is business park, as designated by the Institute of
Transportation Engineers manual, copy of permit enclosed. This designation is 30%
office/commercial and 70% warehousing. 41 parking spaces are shown on the plan, and 26
required per enclosed calculations. Additionally, I have shaded areas which can be used for
overflow parking is necessary.
5. The new site plan should clarify your questions regarding property lines.

Dear Mr. Rudd:
Three building permit applications are being returned to you due to the fact that they are
incomplete. We simply cannot do a building permit review with the building missing. A
majority of our commercial buildings are pre engineered steel buildings. We require the
stamped engineered building plans from the building manufacturer be submitted at the
time of permit application. This requirement has always been our policy regarding pre
engineered buildings. It is the same requirement for everyone. Also, the owner of the
property must sign the application or a letter signed by the owner giving someone else
authority to sign on behave of the owner must be submitted with the building application.
We are also returning two of your checks for plan review. Please see section Sec 107 of
the 97 UBC for additional information regarding expiration of plan reviews and fee
refunds.
Please note that Garfield County is now requiring all construction to be constructed to the
2003 IRC, IBC, IFGC, IPC, and IMC. Any plans submitted after November 1, 2004
must be in compliance with these codes as amended. The amendments to the building
codes can be found on our website under Building and Planning Department. Also
grading permits are now required prior to doing any grading in Garfield County.
Requirements for grading permits are outlined in Appendix .1 of the 2003 IBC.

Our guess is that you want to have flexibility for a future tenant to finish out the separate
areas. Unfortunately, the initial building needs to be further along in the design now to

We have received a letter and information from Zancanella and Associates dated January
26, 2005 with regards to the separation of the ISDS for the various buildings at Cattle
Creek. This information illustrates that the required separations from the individual

Regarding the above address and in reference to building permit number 9553, I would
appreciate your clarification of the following questions.
1. The above referenced building is approximately 16,600 square feet. We have been
approached by a group of individuals who are in the furniture and antique sales business
regarding the leasing the building, and it would be divided into two or three spaces. A question
has come up regarding required parking spaces. If this use is put in the entire building, almost
100% of the floor area would be a showroom for the furniture and antiques. The businesses
would be open to the public, but a good percentage of the dollar sales volume would be
wholesale to the designer trade. What would the required number of parking spaces be?
2. The building has a high ceiling, and there could possibly be a mezzanine level covering
approximately half of the building. How would this increased floor area affect the parking
requirements?
3. The CDOT access permit off of the highway 82 right of way provides for approximately
30% offoce/conunercial and 70% industrial/warehousing. Would we have to go back to CDOT
and amend the access permit?

The Zoning Resolution has a very short Minimum Off -Street Parking section, which is
Section 5 01 02 Based on 5 0] 02 (3) for retail and service commercial, one (1) space
is required per 200 square feet of floor area (except storage area)
Even though a good percentage of the dollar volume to be generated by the potential
client is wholesale to the designer trade, the language in the zoning resolution does not
address wholesale other than to not require parking for storage We have to treat this
building as all retail since it would be a retail area As a result, the 16,600 sq ft building
would be required to have 83 parking spaces of at least 200 sq ft each if the additional
mezzanine is to be used as showroom or office area, then an additional 42 spaces would
be needed
Whether or not you need to amend you CDOT highway access permit is not something 1
can provide an answer CDOT has their own standards, which they need to make their
own interpretations
If you have any other questions about this issue, I will try to answer them as soon as time
allows
