Hi Dave,
I talked with Ron Biggers this spring, and was told that carport and exterior decking is considered non-
combustible if the exterior of the home in that area is covered with non-combustible material. He explained that
the reason for this was to prevent spread from things like outdoor barbecues. He reviewed a spec sheet for
mineral wool board (0 flame spread index and non-combustible), and thought it was an acceptable barrier. He
also explained that any covered patio area would need non-combustible covering such as sheet metal on
underside to be excluded from the 3600ft calculation.
In the new home design, we eliminated most of the decking for cost reasons except the decking to the right of
the garage. This decking will be made of composite decking board, and the exterior walls of the house will be
wrapped with mineral wool board. We will also put steel roofing metal on the underside of any large overhangs
(though we eliminated front roof overhang accept small area above front door and are not putting a deck in the
back as submitted in plan revisions last month, so won't have any covered patio.)
On my calculation, this should put us under the 3600 sq foot requirement. Is there any way to get a new
calculation of total fire area or could you confirm that the information provided by Ron is correct regarding
definition of combustible/non-combustible deck/patio?

"Any dwelling unit that is greater than 3,600 square feet in total area must have an interior fire sprinkler system installed that is in compliance with
NFPA 13R and 13D 1999. Total area includes finished and unfinished living space, attached garages and any combustible uncovered or covered
decks and/or patios. Homeowners are encouraged to review the specific requirements for interior fire sprinkler systems with the appropriate garfield
county building officials prior to completion of the design and submission of the new home to the ACC for review and approval."

After reviewing your recent email and taking another look over your approved plans we agree that square
footage of your new residence is just below the 3,600 SF maximum allowable size in Springridge Reserve
without requiring a fire sprinkler system (3,570 SF by our calculations). However, this total area does not
include the carport or covered deck areas — only areas enclosed by exterior walls at residence + garage.
Garfield County Building Department does not have the authority to waive requirements in this regard, and so
the condition for a fire sprinkler system to be installed will remain on the set of approved plans from our
office.
However, you apparently had discussed several specific items with Ron Biggers before he retired from his
position as Deputy Fire Chief with Glenwood Springs Fire District. If you can similarly convince Greg Bak to
accept the same conditions as Ron and you can provide our Building Inspector with a letter from Greg stating
this position, our office will accept this in response to the aforementioned Condition of Approval now shown
on your approved plans. I have copied Greg on this email correspondence and suggest that you contact him at
your earliest opportunity in order to resolve this situation. If you do subsequently receive approval from Greg
to not install a fire sprinkler system, please email a copy of his letter to me so that I can place it in your
building permit file.

Just for clarification, the requirement for fire sprinklers at Springridge Reserve for residences in excess of 3,600 SF is tied
to a specific plat note listed on the subdivision's final plat, and this is one of the conditions of subdivision approval when
it was granted by Garfield County.
In past conversations with Ron Biggers, who provided oversight review comments during the subdivision approvals
process, it stemmed from concerns about availability of water to fight any potential fires that may occur in the
subdivision.
All such plat notes for properties located within subdivisions are reviewed by our office during plan review, and these
legal requirements aren't subject to waiver by our office. However, as described in my previous email, the local Fire
District does have final say on this particular matter.

Greg,
Thank you for taking the time to deal with this; it sounds like potentially uncharted waters.
What would be required in order to have the deck area classified as non-combustible, which seems to be the
big constraint here on the SF classification?
We're not trying to skirt safety or regulations, but we're on a tight budget for this build and every dollar
counts. We're also a bit confused as to why the message has changed since Ron's departure. It does seem that
this is more of a specific Spring Ridge PUD requirement, considering the maximum SF restriction in Garfield
County is 7,500.

The only thing I'd change is to maybe add the following in red text below to your item #1 as follows:
1. The "fire area" of the proposed residence has been determined to be in excess of 3600 square feet. The final
plat for Spring Ridge Reserve Subdivision requires homes of this size to be equipped with an automatic fire
sprinkler system (NFPA 13D).
The Scurlock's submitted a very unconventional set of plans (2-3 times the number of sheets as typical and somewhat
unusual illustrations of building design). Maybe some of their subs have given higher pricing because of this, and
everyone's really busy right now so it's not a buyer's market either. In any case, limited funds on their part don't provide
us with a reason to circumvent legal requirements as stated on the Final Plat.

Dave,
I am planning to send this to the Scurlocks. Please review for accuracy.
They have recently been inquiring as to how much of the project they can do themselves.
He is now stating that the sprinkler system will cost $22-25K. I just did a final inspection at the Hill residence
in the same neighborhood (roughly 4000 sq ft) and was told his project came in at about $12,000. Do you
suppose Scurlock is getting bids on the ENTIRE 4570 sq ft, or just the portion he needs sprinklered

(upper/lower residence = 2915 sq ft)? Would make a big difference on affordability. Let me know what you
think.

Michael -- Here are answers to the two questions posed:
1) I cannot find any information on the Glenwood Springs Fire Dept website about NICET requirements for fire
sprinkler design or installation. Could you direct me to these legal and documented requirements?
The Glenwood Springs Fire Department website does not appropriately answer your questions because your
project is in Garfield County. The County, most recently adopted the 2009 International Fire Code, therefore
references herein are from that document and the County amendments. Bear in mind that the fire suppression
system requirement for Spring Ridge Reserve is derived from the plat for the development.
Please refer to the 2009 International Fire Code, as adopted (with amendments) by Garfield County in May,
2011:
"105.4 Construction Documents. Construction Documents* shall be in accordance with Sections
105.4.1 through 105.4.6.
105.4.1 Submittals. Construction documents and supporting data shall be submitted in two or
more sets with each application for a permit and in such form and detail as required by the fire code
official. Construction documents shall be prepared by a registered design professional**
where required by the statutes of the jurisdiction in which the project is to be constructed. "
* Construction Documents as defined in the 2009 IFC (Chapter 2, Definitions): The written, graphic and pictorial documents prepared or
assembled for describing the design, location and physical characteristics of the elements of the project necessary for obtaining a permit.
** Registered Design Professional as defined in the 2009 IFC (Chapter 2, Definitions): An architect or engineer, registered of licensed to practice
professional architecture or engineering, as defined by the statutory requirements of the professional registration laws of the state in which the
project is to be constructed.
2) The information I can find from the "Plan Review Application" document on the website indicates that an
"Engineer's stamp" is sufficient for the sprinkler design. I am a licensed Colorado Professional Engineer (PE) and
meet this requirement. NICET qualified personnel do not have "stamps"; having a PE stamp is a
legal professional status with all associated liabilities.

An engineer's stamp, as you descrihe, indicates legal professional spilus with all associated
liabilities. What is referred to as NICET certification is not a stamp, but is affixed to the plans much in
the same way as an engineer's stamp and indicates the certification level and NICET number.
"Section 901.2 Construction Documents. The fire code official shall have the authority to require
construction documents and calculations for all fire protection systems and to require permits be issued
for the installation, rehabilitation or modification of any fire protection system. Construction documents
for fire protection systems shall be submitted for review and approval prior to system installation."
Amended by Garfield County to read:
"Section 901.2 Construction documents and shop drawings, with the addition of the two following
comments:
1. Approval signature and documentation. Shop drawings for fire sprinklers must bear the
seal and signature of a graduate Fire Protection Engineer or a qualified State of Colorado
licensed engineer practicing in their respective field of expertise or a NICET Level III or
higher in sprinkler system design."
2. A sealed set of these shop drawings, complete with review comments, shall be made
available at all times at the work site for fire department inspection. An identical set of
shop drawings shall be given to the owner.

1. The total fire area of your proposed residence has been determined to be in excess of 3600
square feet (4570 sq ft by the County Building Department's calculations). Spring Ridge

Reserve Homeowner's Association requires homes of this size to be equipped with an
automatic fire sprinkler system (NFPA 13D).
2. NFPA 13D automatic sprinkler systems are designed for life safety. IT IS MY
INTERPRETATION that the only part of the home that needs to be fitted with sprinklers is the
residential living space. The portion of the calculated fire area that requires sprinklers - the
residential portion - is 2915 square feet. If you requested a bid for the entire 4750 square feet,
then the total price would be considerably higher than for the required area.
3. Engineering plans for the automatic fire sprinkler system shall be designed/stamped/signed
by a NICET III Fire Protection Engineer. Installation of the automatic fire sprinkler system
shall be overseen by a NICET II Fire Protection EngineerAttached is the requirement for a
sprinkler system in your project. If you possess the NICET certifications, then yes, you can
perform work to that level.
4. I have spoken with other people in your neighborhood who have installed systems for
considerably less than what you stated as a quote.
I would recommend getting competitive bids.

1)1 cannot find any information on the Glenwood Springs Fire Dept website about NICET requirements for fire

The Glenwood Springs Fire Department website does not appropriately answer your questions because your
project is in Garfield County. The County most recently adopted the 2009 International Fire Code, therefore
references herein are from that document and the County amendments. Bear in mind that the fire
suppression system requirement for Spring Ridge Reserve is derived from the plat for the development.
Please refer to the 2009 International Fire Code, as adopted (with amendments) by Garfield County in May,
2011:
"105.4 Construction Documents. Construction Documents* shall be in accordance with Sections
105.4.1 through 105.4.6.
105.4.1 Submittals. Construction documents and supporting data shall be submitted in two or
more sets with each application for a permit and in such form and detail as required by the fire code
official. Construction documents shall be prepared by a registered design professional**
where required by the statutes of the jurisdiction in which the project is to be constructed. "
* Construction Documents as defined in the 2009 IFC (Chapter 2, Definitions): The written, graphic and pictorial documents prepared or
assembled for describing the design, location and physical characteristics of the elements of the project necessary for obtaining a permit.
** Registered Design Professional as defined in the 2009 IFC (Chapter 2, Definitions): An architect or engineer, registered of licensed to practice
professional architecture or engineering, as defined by the statutory requirements of the professional registration laws of the state In which the
project is to be constructed.
2) The information I can find from the "Plan Review Application" document on the website indicates that an
"Engineer's stamp" is sufficient for the sprinkler design. 1 am a licensed Colorado Professional Engineer (PE) and

meet this requirement. NICET qualified personnel do not have "stamps'; having a PE stamp is a
legal professional status with all associated liabilities.
An engineer's stamp, as you describe, indicates legal professional status with all associated
liabilities. What is referred to as NICET certification is not a stamp, but is affixed to the plans much in
the same way as an engineer's stamp and indicates the certification level and NICET number.
"Section 901.2 Construction Documents. The fire code official shall have the authority to require
construction documents and calculations for all fire protection systems and to require permits be
issued for the installation, rehabilitation or modification of any fire protection system. Construction
documents for fire protection systems shall be submitted for review and approval prior to system
installation."
Amended by Garfield County to read:
"Section 901.2 Construction documents and shop drawings, with the addition of the two following
comments:
1. Approval signature and documentation. Shop drawings for fire sprinklers must bear the
seal and signature of a graduate Fire Protection Engineer or a qualified State of Colorado
licensed engineer practicing in their respective field of expertise or a NICET Level III or
higher in sprinkler system design."
2. A sealed set of these shop drawings, complete with review comments, shall be made
available at all times at the work site for fire department inspection. An identical set of
shop drawings shall be given to the owner.

following City of Glenwood Sprngs and the the Glenwood Springs Rural Fire Protection
