I appreciate your follow-up emails on the subject of building envelopes. I have attached a copy of the Final Plat for what
was originally called "Ranch Creek PUD" now commonly known as Ranch at Roaring Fork. On page 1 (middle bottom of
sheet) you will see the Plat Notes which were included in my prior email to you. Sheet 2 shows the portion of the PUD
included for this plat. There have been additional plats filed as this subdivision has grown over the years, but this is the
one that includes Lot 11.
From the Building Department's perspective, with the development of any lots located within platted subdivisions the
Final Plat + Plat Notes included therein are the basic legal requirements to which all such lots must adhere. HOA
covenants or design regulations are not enforced by Garfield County, but the Final Plat is what we must pay attention to
when reviewing permits for development.
Plat Note #6 very specifically states that "all structural elements of a house...shall be contained within the [building]
envelope" and roofs obviously fit within the definition of "structural elements". This language also aligns with the
definition of "building envelope" contained in our Land Use & Development Code. As a practical matter, the difference
between setbacks and building envelopes is that setbacks allow for encroachment of up to 18" for roof overhangs and
decks, whereas a building envelope does not allow for these encroachments outside its boundaries. We oftentimes
describe a building envelope as a 3-dimensional glass box that doesn't allow encroachments out past the glass box.
Although I recall reviewing another home in this PUD where the roof encroachments described in the HOA regulations
was allowed, that doesn't appear to apply to this filing, because of the specific language included on the final plat.

Please see attached. I found this interesting. If you look at the Architectural -Guidelines on page 9 and io - 9
. General b. it says "Eaves, steps and open porches, patios and decks shall not be considered part of the
building in computing compliance with building envelopes and setbacks".
Please let me know if this changes anything.

I am currently reviewing plans for a new S.F. residence located at Ranch at Roaring Fork, Lot 11. However, it appears that
the building footprint just barely fits within the platted Building Envelope and this doesn't yet account for roof
overhangs and the trellis structure on the back patio — both of which must also must fit within the Building Envelope.
Before we can finalize our plan review & issue a building permit, we need to receive from you a Site Plan prepared by a
Colorado licensed Professional Land Surveyor which clearly illustrates and demonstrates compliance with limitations of
the Building Envelope. For your information and so that you can forward along to your Surveyor, I have attached to this
email the specific language of the Plat Note #6 stating this requirement and redlined areas on your building footprint
plan which do not appear to comply.
We will await receipt of a surveyed site plan from you before we can proceed with permit issuance. In addition to this
new site plan, you will also be required to provide us with an improvement location survey that matches up with the
surveyed site plan at time of your initial concrete inspection.

I just redrew the plan to account for roof overhangs and also took off the trellis. This would give us a room for a 3.6" overhang with 2" to spare
everywhere except the back gable bump out. There we would have a 14' overhang with 2" to spare.
How do you feel about this before I send it to Mic for updated architectural's and structural's?

Hi Dave,
Please see attached updated plans and the Amended plans form. I also attached a Point map from High
Country Engineering so you can see that I am working with them to make absolutely sure that this completely
fits in the building envelope as required. Shown are the changes that we have made to get it to fit. HCE has
confirmed that Mic's site plan is accurate and it does fit as he has shown.
