Liston Land Design Partnership 918 Cooper Ave Glenwood Springs, CO 81601 RE: Reserve at Elk Meadows, Technical Completeness review by Garfield County Building & Planning Department. SE Job # 25019.01 Dear Ron: This letter addresses the June 23, 2006 letter from the Garfield County Building & Planning Department to Lawrence R. Green at Balcomb & Green, P.C. Sopris Engineering has addresses the following items that were needed to complete the application requirements: Al) The sketch plan was modified to be at 1"=200' scale and is now shown on three sheets. An 11"x17" set is included in Section 25 of Binder #1, and a 24"x36" set is included in Section 26 of Binder #1. A2) The existing topography was darkened on the Sketch Plan to be more distinct as requested. A3) All known lots, ditches and roads for the Four Mile Ranch Subdivision and The Preserve at Prehm Ranch have been added to the Sketch Plan. No other subdivision are adjacent to the proposed site, but all required information is shown on the Sketch Plan as requested. A4) The 100 year floodplain line for Four Mile Creek has been added to the Sketch Plan as requested. No conflicts exist with the floodplain. A5) Sopris Engineering created a Soil Designation Map and interpretation tables as requested. These items are now included in Section 19 of Binder #1. A6) HP Geotech provided a letter assessing the potential radiation hazard that has been added to Section 19 of Binder #1. B1 -B3) These items will need to be addressed by others. B4) The Existing Conditions/Topography Map shows contours, major vegetation, streams, rivers, ditches and the 100 year floodplain for Four Mile Creek as requested. An 11"x17" map is included in Section 13 of Binder #1 that shows 10' contours (due to clutter) and a more detailed 24"x36" map is included in Section 26 of Binder #1 that shows 2' contours. B5) The Pre -Annexation agreement between The Reserve at Elk Meadows and the City of Glenwood Springs demonstrates the ability to serve the project and satisfies the requirement that the applicant 502 Main Street • Suite A3 • Carbondale, CO 81623 • (970) 704-0311 • Fax (970) 704-0313 SOPRIS ENGINEEHING • LLC civil consultants Page 2 of 2 provide a commitment that it will receive sanitary sewer service from the City of Glenwood Springs. The Pre -Annexation agreement is included in Section 17 of Binder #1 B6) The Phasing Plan has been modified to show the trail system and that each phase of construction does not adversely affect the PUD or its surroundings.
