Please find the Technically Complete Letter, Public Notice, and Public Hearing Notice Information Form attached for the application. The public hearing in front of the Board of County Commissioners is scheduled for September 21, 2020 at 1:00 PM in the County Commissioners Meeting Room. Please note a finding of technical completeness does not mean that the application has been approved. The next step in your application is to complete noticing requirements (required at least 30 -days before the public hearing). These requirements are as follows: 1. The Notice to property owners within 200' needs to be sent Certified Mail while the Notices to mineral owners needs to be mailed Certified Mail Return Receipt Requested. Since it has been so long since the initial submittal of the application I recommend that you re -check the notice list with County records to ensure that the list is still up-to-date. Please mail these notices to the exact names and addresses as identified on the submitted property owner and mineral owner lists as this is your proof of notice. In addition, please be sure that the Post Office stamps each green and white mail receipt with the date that it was mailed and complete the address and names on those forms. Please submit the completed green and white receipts to our office. The names and addresses on these receipts needs to match those on the lists provided for Adjacent Property Owners and Mineral Owners in the application exactly. 1. Publishing is required in the Rifle Citizen Telegram. Please contact Jerilynn Medina at 970-777-3126 or legals@cmnm.org as soon as possible to ensure that the notice appears at least 30 -days prior to the scheduled hearing. Once the notice has run in the paper please submit a Proof of Publishing document (provided by the newspaper) to our office. You can use the Draft notice form (with the map removed) for the publishing. 1. I have a poster available for pick-up at our Front Desk that can be used to meet posting requirements. We will need a photo of the poster on the property to demonstrate completed notice. Please give me a call so we can set-up a pick-up time. 1. Once all notice requirements are finished, please submit a completed version of the attached Public Hearing Notice Information Form. Please review the attached Public Notice before mailing and publishing to ensure that it is correct and accurate. I have attached it in Word format for you to make needed changes. Accuracy of the public notice is the responsibility of the applicant. Please note that the complete version of the application will be posted to the Garfield County website and made available for public and referral agency review. Let me know if you have any further questions and I would be happy to talk with you over the phone or in person.
