On November 19, 2020, we visited the residence at 886 Mesa Drive in Garfield
County, Colorado near Rifle to observe the Onsite Wastewater Treatment System (OVVTS)
installation pursuant to OWTS Permit # SEPT-6136. At the time of our site visit, the
contractor had installed the new sewer line, cleanout between the house and the septic
tank, a 1,500-gallon septic tank, effluent lines, distribution box, and one of the two
gravelless chamber beds as designed by Capstone Enterprises West, LLC. An effluent filter
was installed on the septic tank, as required. The contractor was directed to install risers on
the septic tank and distribution box to provide access to these components from the ground
surface. Subsequent to our site visit, we received an "OVVTS Final Inspection" letter and As -
built drawing from the design engineer, Martin W. Chenoweth, P.E., stating that "The
construction met the project requirements". The letter is signed and stamped by Mr.
Chenoweth, a professional engineer registered in the state of Colorado (P.E. Number
37784). We were not requested to observe the final bed construction. However, due to Mr.
Chenoweth's letter, we believe this system was constructed in general conformance with
the plans that we reviewed. No further action or review from Garfield County Environmental
Health is required regarding this permit.
