HomeMy WebLinkAboutEngineer's Memo 12.30.2020MEMORANDUM To: From: CO PE# 43380 CC: Michael Halgrimson (Property owner) Erik Halgrimson (Contractor) Robert Gavrell (Legal counsel) Subject: Visual Inspection of Subject Structure Andy Schwaller, Garfield County Date: Head Building Official Nathan Torres, Structural Engineer Protect: Understanding and Purpose December 30, 2020 3977 CR. 117 Glenwood Springs, CO 81601 My understanding was that there were water lines within the structure that froze during the winter of 2018/2019 and subsequently burst while the property owner was away from the residence. Water was released into the structure and saturated interior finishes and framing elements throughout. I also understand that approximately two feet of standing water had accumulated in the lower level until the property owner entered the residence and discovered the condition. Moisture mitigation was conducted prior to my site inspection. The purpose of my inspection was to visually observe the exposed framing elements throughout the entire subject structure and provide comments as to the overall condition of the referenced structure. My inspection was non-destructive in nature and I did not remove any interior finish elements during my inspection. I also did not inspect electrical, plumbing or mechanical systems. It is recommended that those systems be inspected by a licensed professional with expertise in those specific areas. Summary of Observations The subject structure appeared to be in good condition. No "Substantial Structure Damage" as defined by "Section 202, General Definitions" of the 2012 International Existing Building Code were observed. The proposed renovation to the interior space of the structure would be defined as "Alteration - Level 1" as defined by "Section 503" of the 2012 International Existing Building Code. Structural framing members within the subject structure were not individually evaluated as to whether or not they meet current building code. The proposed rehabilitation is non-structural in nature and limited to surficial elements and does not necessitate bringing the referenced structure up to current code. December 30, 2020 Page 1 of 12 There were no framing or foundation members that exhibited signs of distress or damage. No moisture or staining of framing or foundation elements were observed. Load paths of the framing elements from the roof structure downward to the foundation appeared to be intact and continuous. There appeared to be no structural elements such as beams or column elements that had been removed. It is my opinion that the foundation and framing of the structure is intact and in good condition. The referenced structure is in such a state that a remodel or renovation of the interior space is appropriate so long as structural framing members throughout are not altered in any form from that which I observed on December 23, 2020. Description of Structure The subject structure can be described as a two story, single family residence constructed in 1972. The lower level is a concrete slab on grade walk out basement that exits to the west. The main level of the structure is of wood frame construction and referenced to face east. The walls of the structure are of wood frame construction and finished on the exterior with stone veneer. The roof of the structure is of wood frame construction and overlain with cedar shake shingles. There is a two -car garage to the south of the residential structure connected by a dog -run style breezeway. Because the garage structure was not affected by the water event and is not undergoing any renovation, it is not within the scope of this memo. Observations A summary of photographs are attached to the back of this document and provide a description of the subject structure and observations. Limitation of Inspection This document was prepared for the exclusive use of Ms. Halgrimson on behalf of Mr. Gavrell and is not intended for any other purpose. The observations and opinions contained herein are based upon verbal information provided to me by Mr. Gavrell and visual observations on the aforementioned date of inspection. The evaluation performed on the above date was a visual assessment. Areas hidden from view or other inaccessible areas were not examined. No structural analysis has been performed on any portion of this structure to determine the load carrying capacity of the structural systems or elements. This document does not address any geotechnical, mechanical, electrical, or plumbing issues. Please note that I reserve the right to revise the observations and opinions above as conditions change or additional information becomes available.
