HomeMy WebLinkAboutProject DescriptionRIFLE READY MIX 25828 Highway 6 Rifle, CO 81650 United Companies 2273 River Road 970-243-4900 Grand Junction, CO 81505 Robert.lewis@unitedco.com Ililfl[U ACNN COMPANY 1 United Companies Rifle Ready Mix Project Project Background and Description U New Production Eguipmen4 equipment enclosure and production offices United Companies is proposing construction of a replacement Ready Mix Concrete production facility located at 25828 Highway 6 & 24, Rifle, CO (Parcel #217711300451) operating under Special Use Resolution 89-030 filed with Garfield County under Parcel #217711300298. These sites were previously owned and operated by Casey Concrete Co. and purchased by United Companies in 2008. This facility will act as replacement equipment for the existing production facility to replace worn production equipment as well as provide a building envelope that encloses exposed materials storage bins providing ability to better control material exposure to weather. The existing production facility will remain in operation until the new facility is completed and operational. Project Scope Consbuctian ofnew fadl/tyand demolNon of existing Willy United Companies will construct a new Concrete Plant in several phases. Site Preparations, Construction of New Facility, Site Grading & Plant Demolition, Stockpile relocation and truck scale relocation. Phase I involves removal of old structures and site preparation for construction and site survey. Phase II will Include a construction of concrete plant foundation and plant erection Just North of the existing production facility. Following the plant erection, a building slab will be placed over the plant foundation and a metal appurtenance will be constructed over the aggregate storage bin portion of the plant equipment to protect materials and equipment from exposure to weather. Attached to the plant appurtenance will be a shop building storing production water as well as two new production offices, two employee restrooms and a drivers' room. The cement silos, incline conveyor and truck loadout point will remain outside of the appurtenance with the aggregate storage bins, charging conveyor (transfer to truck Loadout) and weigh scale remaining inside. Phase III will follow final completion of the facility and electrical power source will be transferred from the existing production facility to the new production facility. At this time United Companies will re -grade the site from the new building elevation of 5332' to match the surrounding elevations and proceed with dismantling the existing facility for disposal. Phase IV will require relocation of aggregate stockpiles to the location of the existing production facility. Following this relocation of materials, it is planned to relocate the aggregate truck scales to just North of the new facility on the East side of the haul route to better control site traffic and consolidate structures. After relocation of the truck scale the existing scale office will be removed, and controls will be consolidated into the new facility production offices. Timeline • Construction & Demolition Tlmellne • Phase I - Site Preparations - Fall of 2019 • Phase II - Construction of New Facility - Early 2020 • Phase III - Site Grading & Plant Demolition - Remaining 2020 • Phase IV - Stockpile & Scale Relocation - 2020 & 2021 20 January 2020 Garfield County Community Development Building Department 108 8th Street, Suite 401 Glenwood Springs, Colorado 81601 RE: Building Permit Dear Sirs or Madams: United Companies took over the operations of Casey Concrete at 25828 Highway 6 & 24 Rifle, Colorado in 2008. Since then we have been operating a Besser Concrete Batch Plant that was installed by Casey. United Companies (United) desires to replace the existing Besser Concrete Batch Plant with a newer McNeilus Concrete Batch Plant. The existing Besser Concrete Batch Plant operates under Garfield County BOCC Resolution No. 89-030. The Resolution is for "natural resource extraction and Processing, including concrete and asphalt batch plant upon the following specific conditions:" Condition 1 - Applicant's proposals shall be considered conditions of approval. Condition 2 - Operating hours 7am to 7pm, Monday thru Saturday, except for truck hauling. Condition 3 - Applicant shall comply with all State and Federal Regulations. The Resolution specifically mentions State of Colorado Air Emission Permit (APEN). United does have an APEN for the existing Besser Concrete Batch Plant - APEN 08GA0730. A new APEN will be needed for the replacement plant - 19GA0539. The new permit is under process. Once the new plant is under operation, the old Besser APEN will be cancelled. In addition to the APEN, United also maintains required permits and licenses. Including but not limited to Mining Permit from Colorado, Water Discharge Permit for the Site, Storm Water Management Plan, Spill Prevention, Control and Countermeasure Plan, etc. United Companies has been operating the facility in compliance with the County's Special Use Permit and will continue to do so. In addition to erecting the McNeilus Concrete Batch Plant, United desires to erect a new metal building for the Concrete Production Facility. This new building will end up replacing all the accessory buildings. Including a shop, plant building, office trailer and control house. The old building will be torn down or removed from the site once the operations have been transferred into the new facility. The shop and office trailer have already been removed. The new building will be divided into two main sections. The taller -narrow section is designed to cover the aggregate storage bin section of the Concrete Batch Plant - Plant Building Enclosure. The shorter lean-to style building is divided between Production Office/Driver Break Room and the Shop/Lab/Mechanical Room. The existing Besser plant has a building covering part of the aggregate storage bin section up to 31' tall enclosing the lower portion of the equipment and acting as a cover and mechanical room. However, the top of the aggregate bins is open at the top allowing snow and rain to fall inside the bins, while heat continually escapes through the opening. The lack of cover over the top of the aggregate handler does create problems for operations in cold, wet weather. The height of the existing Besser aggregate storage bin section is 39' to the top of the equipment where the McNeilus plant aggregate storage bin section will be 43' to the top of the equipment inside the proposed appurtenance. The new Plant Building Enclosure will allow better access for maintenance and inspection. The new Plant Building Enclosure (plant section - only) is just over 1,000 square feet (45' x 23'). The existing building around the Besser Concrete Batch Plant is 1,260 square feet (36' x 35'). Better access will be achieved in the new building by moving the water heater into the Shop/Lab/Mechanical Room and centering the building around the aggregate storage bin. The building section covering the aggregate storage bin is not designed to be occupied by employees, except to perform maintenance and inspection of the equipment. This section of the building will be heated to aid in the production of ready mixed concrete. The aggregate storage bin enclosure is 55'8" tall average of eave to peak. This exceeds the 40 feet zoning height restriction for a Rural District. The Zoning regulations do allow for buildings to exceed the 40 feet restriction. Footnote 5 of Table 3-201: Zone District Dimensions states: Stacks, vents, cooling towers, elevator cupolas, towers, and similar noninhabitable building appurtenances, and cupolas, spires, and belfries constructed as part of a Place of Worship shall be exempt from height limitations. The County's definition of an Appurtenances - the visible, functional, or ornamental objects accessory to and part of a building. The Plant Building Enclosure is an appurtenance of the concrete batch plant. The function is to cover the aggregate storage bin of the concrete batch plant to keep it out of the weather and heated. The sole use of the Plant Building Enclosure is to conduct the business operation of the approved use. The tallest point on the existing Besser Concrete Plant is 67' 6" tall, the baghouse on the cement silo. The replacement McNeilus concrete batch plant's tallest point will be the silo baghouse will at 80' 4" high. The Lean-to Building which includes Production Office/Driver break Room and the Shop/Lab/Mechanical Room combined are 2,388 square feet (76' 5" x 31' 3"). There is a dividing wall separating the two rooms. The Production Office/Driver Room includes the control room, two bathrooms, driver break room and a scale office. The Shop/Lab/Mechanical Room including a single shop bay which is large enough to park the loader inside the building. Room for the concrete testing lab equipment. The plants rrroto' control carder and water works are also housed in this building. The Lean-to section of the building is 24' 7" tall which is in compliance with Garfield County Zone rules for Rural District. I appreciate your time on this matter.
