I did forward OWTS information to Ted for his approval. Please complete the application and forward to Ted. We will send the building permit up front to be issued. A. See revised plan set. ADU size has been reduced to the 1,000 sf max with plan adjustments to the main and upper levels as clouded. Square Foot calcs have been adjusted as well. B. See Septic System Design attached. Please let us or Thad Eshelman- property owner cc'd- if an additional permit application needs to be filed. Thanks bg. brian golden principal 0.970.989.2757 m.970.309.0897 Begin forwarded message: From: Dave Argo <dargo@garfield-county.com> Date: January 20, 2021 at 7:03:50 AM MST To: erica@2757design.co Subject: 178 Blue Heron Lane — Permit #BLRE-12-20-6636 Erica: We have reviewed plans for a Barn/Garage + Accessory Dwelling Unit (A.D.U.) for the above referenced property, but cannot proceed with approvals and issuance of a building permit until the following items have first been addressed: A. A.D.U. Size Exceeds Maximum Allowable Area — Total square footage of the A.D.U. exceeds the maximum allowable square footage of 1,000 S.F. as per Garfield County's Land Use Code. Please note that main level entry stair, closet, mechanical and stairway serving the upstairs dwelling all count towards the maximum allowable area. Our calculations (based on gross floor area as per the Building Code) indicate overall square footage at A.D.U. = 1,124 S.F. There are 2 alternative approaches to resolving this matter: (1) Amend plans to reduce overall gross square footage below the 1,000 S.F. threshold or (2) submit a Land Use Change Permit allowing for a "Secondary Dwelling Unit" of up to 1,500 S.F. in size for this property. If your client wishes to pursue the Land Use Change Permit option, please contact Glenn Hartmann, our Principal Planner to discuss the timing and other requirements for this option. B. Septic System — There is no septic system permit included with this building permit application, and the site plan illustrates an existing septic system leach field — but it is greater than 200 feet in distance from the proposed Barn + A.D.U. Please contact Garfield County's Public Health Dept. to discuss your options for providing a septic system for this project and, if necessary, please provide us with a Septic System Alteration Permit or a New Septic System Permit for this project. C. Building Height — As shown on exterior elevations and building sections, the average height of the upper roof of the Barn is approximately 5 -feet higher than the 25 -foot maximum building height allowed in the "Rural" zone district. (*Note that we are approximating building height because there is not any existing grades information provided on the site plan, but we have assumed that existing grades at the project site are approximately the same elevation as the finished floor elevation.) Please make any necessary adjustments to project design in order to comply with 25 -foot building height requirements and provide us with appropriate back-up information verifying building height. D. Upper Level Deck — There is deck framing shown on the upper level floor framing plan (see Structural sheet S1.2) but this deck does not appear on the Architectural drawings. Please clarify and make any necessary adjustments to coordinate drawings with regard to this issue. Please address and/or clarify these outstanding issues so that we can finalize our plan review for this project. In the meantime, we will place drawings in our "pending projects" file while awaiting your reply. Thank you for your attention to this matter.
