Dear Greg:
Thank you again for the additional information you provided in response to our various
completeness topics. This letter ís to inform you that your applÍcation has been deemed
technically complete. Please understand that a determination of technical
completeness shall not be víewed as a recommendation of approval, finding of an
adequate application , or a finding of general compliance with any goal or objective of
the Land Use and Development Code or the Gadield County Comprehensive Plan
2030.
The Application will be reviewed by Staff and a Staff repoft will be generated and sent to
you. The Planning Commission will consider your application at a Public Hearing which
has been scheduled for Wednesday, May 25,2016. The meeting begins at 6:00 p.m.
and will be held in the County Commissioner's Meeting Room, Garfield County Plaza
Building, 108 8th Street, Glenwood Springs, Colorado.
Public notice for the hearing is required in accordance with the procedures contained in
Table 4-102 and includes public notíce by publication, mailing, and posting at least 7
calendar days but no more than 30 calendar days prior to the public hearing. The public
notice shall be consistent with a form provided by the County. Mailing will be by
certified mail to all owners of property within ã 200 foot radius of the subject parcel and
by certified mail return receipt requested to owners of mineral interests on the subject
property. Publication will be in the Rifle Telegram and posting shall be located so as to
be fully visible from an adjacent road right of way generally used by the publíc. The
notice sign shall be provided by the Community Development Department.
The Applicant shall be solely responsible for completion of the public notice. I have
enclosed the appropriate notice and poster for the Location and Extent Review as noted
above, for your convenience. The Applicant must verify that all informatíon in the
notices is correct and complete including the legal description. lt shall be the obligation
of the Applicant to correct any deficiencies in the public notice such that proper notice in
form and substance can be established. The notice poster will be enclosed with the
hardcopy mailing of this letter.
lncluded for your convenience is the following outlÍne of the process.
1. Referrals will be sent out on May Sth.
2. The Location and Extent Public notice needs to be submitted to the Rifle
Telegram by noon on Friday May 6th for publication in the Thursday, May
12th edition of the paper. The contact with the newspaper is Pam Schultz(pschultzOeagleva and you can submit the public
notice electronically. lt is recommended that you follow-up your email
submittal with a phone call or email to confirm receipt of the publication
request and to coordinate billing directly with the newspaper.
3. The Public Notice form must be sent by cefiified mail to propefty owners
within 200 ft. and by certified mail return receipt requested to mineral
owners on the subject property no later than May 18th (earlier is a
recommended)
4. The notice poster must be posted on the site, visible from a public right of
way no later than May 18th (earlier is recommended).
5. The Applicant will provide to the Community Development Department a
completed Public Notice lnformation Form (see attached) along with the
proof of mailing (ceñified receipts and return receipts), proof of publication
form, and posting information (photographic evidence) prior to the Public
Hearing.
6. The Planning Commission Public hearing will be held on May 25,2016.
7. The Planning Commission's decision on the Location and Extent is the
final step in the process and will result in adoption of a Planning
Commission Resolution formalízing their action.
Please submit by May gth, 11 additional hard copies'of the complete Application for
distribution to the Planning Commission. Please contact me if you have any questions

PUBLIC NOTICE
TAKE NOTICE that the Town of Carbondale has submitted an Application to the
Garfield County Planning Commission for Location and Extent approval for
improvements at the Carbondale Rodeo Grounds includíng the addition of a roof
structure over the existing maín grandstand and minor modificatíon to the
announcers booth. The Application has been submitted in accordance with
Section 4-111 of the Gadield County Land Use and Development Code. The
representatives are Jay Harrington, Town Manager, Jeff Jackel, Recreation
Director, and SGM lnc.
Legal Description: A tract of land situation in Lot 12, Section 35, Township 7
South, Range 88 West of the 6th Princípal Meridian, and more fully described in a
Quit Claim Deed recorded at Reception No. 425129 with the Garfield County Clerk
and Recorders Office.
Practical Description :The facility is located approximately 1 mile east of the
Town of Carbondale off of County Road 100, and is also known as the Gus Darien
Riding Arena. lt is approximately 6.78 acres in size and is known by Assessor's
Parcel No. 2393-354-00-035.
Description of Request: The proposed structure is a roof to be constructed over
the existing main grandstand. No expansion of the seating is proposed and the
roof is for spectator protection from inclement weather or sun exposure. There are
no other changes to the existi¡g type of uses occurring on the rodeo property at
this time. Minor modifications to the announcer's booth are also proposed. The
property is zoned Rural (R) and is located within the Carbondale Urban Growth
Area. (File No. LAEA-O4-16-8449)
All persons affected by this action are invited to appear and state their views,
protests or support. lf you can not appear personally at such hearing, then you
are urged to state your views by letter, as the Planning Commíssion will give
consideration to the comments of surrounding property owners, and others
affected, in deciding whether to approve or disapprove the Location and Extent
Application. The Application may be reviewed at the office of the Garfield County
Community Development Department located at 108 8th Street,4th Floor, Suite
401, Ga¡field County Plaza Building, Glenwood Springs, Colorado between the
hours of 8:30 a.m. and 5:00 p.m., Monday through Friday.
This public hearing has been scheduled for May 25,2016 at 6:00 p.m. which will
