Dear Wayne and Tom:
Thank you again for the technical information you have provided regarding the proposed
temporary stream crossing and future possible culvert placement on Government Creek
on your property north of the City of Rifle off of Hwy. 13 (Parcel No. 2129-152-00-056)'
Also thank you for facilitating our recent site visit to the property.
As part of our evaluation of your proposed plans we have confirmed that the site is not
located in an area that has current FEMA Mapping. We've also confirmed that it is not
located within area covered by lhe 2012 Draft FEMA mapping and not within the
expanded scope for the future FEMA mapping project that is ongoing at this time' ln
addition, our contacts with FEMA Region 8 were consulted regarding your proposal'
ln accordance with the above determinations, we are not requiring a Floodplain
Development permit for your proposed work, only a grading permit. We have also
researched and confirmed with FEMA that they concur with this determination. This
determination also relied on the preliminary design information that you provided
indicating that a zero-rise determination was anticipated for the proposed work, that no
placement of fill within the stream cross section was planned and that sizing of the future
culvert would be designed to convey flows from a 10O-year event on Government Creek.
The following outline includes your next steps in regard to moving your project fon¡vard:
Temporary Stream Crossingr Submittal to the County of a grading permit for the Temporary Stream Crossing.r The Application needs to include your completed Zero Rise Determination (stampedby your Engineer) forthe Temporary Stream Crossing and final plans and engineeringfor the Temporary Stream Crossing including access road construction, streamcrossing improvements, area of material excavation, and Hwy 13 accessimprovements.o The Application should also include copies of CDOT Access Permits and any ArmyCorp of E n g i neers corresponden ce/determ i nations.o The Application will need to address restoration and weed management for theproject. The Application and plans should also reflect consistency with Scction 7-203(8),Protection of Water Bodies, Structures Permitted in Setback and minimize disturbanceof vegetation within 35 ft. of the Government Creek, Typical and Ordinary High-WaterMark.Culvert Placement & Related lmprovementsr Submittal to the County of a new grading permit for final road construction andplacement of the culvert.o The Application needs to include finalized plans and engineering for the culvertplacement including an updated zero rise determination (stamped by your Engineer)and designs that will convey flows lor a 100-year event through the culvert.o The Application should include copies of CDOT Access Permits, any Army Corp ofEngineers correspondence/determinations and address restoration and weedmanagement in accordance with Steve Anthony, County Vegetation Manager and thegrading permit for the temporary crossing.Andy Schwaller, Chief Building Officialwill be processing your grading permit applicationand he has been updated on the status of our review and determinations on floodplainissues.
