APPLICATION/USE The request is for approval of the Red Hill Access Trail
System
APPLICANT/OWNER: Town of Carbondale

PROPERTY The facility is located adjacent to the Town of Carbondale on
the north side of the Highway 82 and Highway 133
intersection, adjacent to County Road 107, also known as
Red Hill Road. lt is approximately 25.94 acres in size and is
known by Assessor's Parcel No. 2393-284-00-023.
LEGAL DESCRIPTION The property is generally described as Parcels A and B of the
Red Hill PUD, in Section 28, Township 7 South, Range 88
West, all that part of Lots 7, 8, I & 21 Lying N. of Highway 82
and W. of County Road 107. Also more fully described in the
deed recorded at Reception No. 907792 with the Garfield
County Clerk and Recorders Office.

being developed)
II. BACKGROUND - DESCRIPTION OF PROPOSAL
The Town of Carbondale is initiating development of a series of mountain bike and hiking
trails on this Town owned property. The trails will connect with existing trails further north
of the site and are being planned in coordination with several cooperating agencies and
entities. Current plans call only for trail development, however, the new trail section will
allow for the public to access the trail system directly at the base of the hill removing the
need for hiking or biking up the County Road to the current BLM Trailhead. The property
is anticipated to be considered for annexation to the Town and future improvements are
likely to be subject to review under the Town's authority/regulations.
Three trail sections are proposed each with slightly different character and function. The
three sections will total approximately 1.16 miles in total. The trail designs will be low
impact and professionally designed. A temporary trail head access area is planned on
the Town property at the beginning of the new trails. The Applicant has been working
with the Aspen Valley Land Trust, BLM, CPW, Pitkin County, Garfield County, and
numerous public donors in regard to funding for acquisition of the property and planning
and constructing the trail system.
II. AUTHORITY.CRITERIA
A. The request is being considered in accordance with Garfield County Land Use
and Development Code, Section 4-111 Location and Extent Review. The review criteria
for a location extent is noted below.

The Planning Commission shall determine whether the project is in general
conformance with the Comprehensive Plan.

B. Decision making authority for Location and Extent Review is with the Planning
Commission and the Commission may approve or disapprove of the request based on
the above criteria. A finding of disapproval may be appealed in accordance with the
Colorado Revised Statutes. A Planning Commission Resolution formalizing the
Commission's action will be prepared.
C. The basis for the Location and Extent Review is found in the Colorado Revised
Statutes (530-28-1 10(1Xa)) that requires ...Whenever any county planning
commission...has adopted a master plan of the county...no road, park, or other public
way, ground, or space, no publíc building or structure, or no public utility, whether publicly
or privately owned, shall be constructed or authorized in the unincorporated tenitory of
the county until and unless the proposed location and extent thereof has been submitted
to and approved by such county planning commission.
D. Typically a Location and Extent Review does not include conditions of approval
based on the single review criteria and finding, however, additional review with the
County Attorney's Office has determined that conditions of approval relevant to the
review criteria may be appropriate and can be included in the Planning Commission
decision on the Location and Extent Review.

The Garfield County Comprehensive Plan 2030 designates the site as Residential Low
(RL) and immediately adjacent to the Town of Carbondale's Urban Growth Area on the
opposite side of Highway 82. On the Carbondale Comprehensive Plan the site is
designated as a significant parcel, adjacent to recreational land uses and a gateway
designations. lt is also called out as having slope hazards. Relevant sections of the
Comprehensive Plan were in the Application and key provisions are outlined below in
italics with staff analysis shown in bold. An excerpt from the Comprehensive Plan Future
Land Use Map is also provided.
Section 3 Urban Growth Areas and Intergovemmental Coordination
Strategies/Actions No. 7: Work cooperatively within the region on issues that transcend
political boundaries such as housing, transit and economic development.
The Application is submitted by the Town of Carbondale, current owner of the
property. Plans for the site have been developed with a wide range of input
including support from agencies such as the Bureau of Land Management (BLM),
Colorado Parks and Wildlife (GPW), and Aspen Valley Land Trust. The joint effort
has included support from both Garfield and Pitkin Gounties.
Section 4 - Economics, Employment and Tourism
Policy #6: The County recognizes that the tourism industry is an important part of the
regional economy and the County recognizes that the tourism industry is enhanced by (1)
open space and scenic vrsfas (2) public trails and other recreational opportunities (3)
public access to public lands (4) a healthy environment and habitats for hunting and
fishing (5) green belts and open area between communities (6) clean air and water (7)
Iocalfoods and local produce.
The proposed mountain bike trail system represents an improvement and
enhancement to a significant public trail system, including access to public lands.
It will help to maintain and utilize open space between communities, create
expanded opportunities for public enjoyment of scenic vistas and public health
benefits associated with outdoor exercise.
Strategy #6: Ensure that tourism developmenf r.s compatible with adjacent land uses and
preserues the natural environment of the County.
Extensive planning efforts have gone into creation of a low impact trail system.
While the current plans are focused on the trail system improvements future
infrastructure proposals by the Town are anticipated.

Section 5 - Recreation, Open Space, and Trails
/ssue *7: The County has traditionally supported (contributed to) the efforts of other
organizations to create trails in the County.
Based on the Application submittals, the County has indicated support for the trail
improvements.
Goal#3: Provide opportunities for the tourism industry to utilize recreational
resources as wellas fo preserue recreation resources for local access.
The proposed trail system is an example of a recreational resource that will benefit
both tourism and local citizens.

Goal #4: Support the development of a continuous trail system within Garfield County
and along both major river corridors.
The proposed trail system is designed to improve access to the existing widely
used larger overall Red Hill Trail System.
Policy #2: Any actions regarding open space and trails must respect the property
rights of land owners in the County and must be based on the concepts of just
compensation or mutual benefits for landowners, resrdents and visitors.
The Town is the current land owner and much of the overall Red Hill Trail System
is on BLM property. The improved access is intended to reduce impacts on
County Road 107.
Section 6 - Agriculture
Goal#2: Preserue a significant rural character in the County.
Goal#3: Preserue scenic and visual corridors in the County.
Policy #1: Agricultural land will be protected from infringement and associated impacts
of higher-intensity land uses with buffer areas between the agricultural uses and the
proposed project.
The proposed trail system is located in an area that should have minimal impacts
on agriculture and will help to preserve a major scenic vistas and enhance visual
corridors.
Section I - Natural Resources
lssue "2: Many of the natural resources in the County are also under the jurisdiction
of other agencies and extend beyond County boundaries. Therefore, a cooperative
approach is required.
Goal#1: Ensure that natural, scenic, ecological and criticalwildlife habitat resources
are protected and/or impacts mitigated.
The proposed trail system reflects a high degree of cooperation with and review
by BLM and GPW. Current agreements for trail closures to avoid adverse
impacts on wildlife in the Red Hill area should be honored.
1. Public notice required for the Location and Extent Review included publication,
posting, and certified mailing to property owners within 200 ft. and mineral right owners.
The Applicant has represented that the public notice as required by the Code has been

completed by the Applicant. Required documentation will be presented prior to the public
hearing.
2. While no changes are proposed to County Road 107 with the current phase of
development, future plans for infrastructure improvements need to be coordinated with
the County Road and Bridge Department and any required permits or approvals from the
County obtained for future improvements. Verbal comments from the Road and Bridge
Department indicated that they had no concerns with the proposal.
3. The existing Red Hill Trail System has been studied as part of the BLM's RMP
(Resource Management Plan). No endangered species have been identified in the
project area. As indicated in the Application, the Red Hill SRMA (Special Resource
Management Area) included provisions for possible temporary winter closures based on
CPW recommendations. The Town should continue to coordinate with the BLM and CPW
on wildlife issues including temporary winter closures of the Access Trail System and low
impact trail construction practices.
4. The Applicant through their low impact construction practices should also address
any weed management concerns. Contact with the County Vegetation Manager to
coordinate any weed management needs is recommended.
5. The proposed trail system will need to meet safety standards and it is anticipated
that the Town as property owner will oversee any safety issues, including during
construction.
6. The current trail system is served with a dog waste station at the current BLM
Trailhead that is managed by the Red Hill Council. Future planning for infrastructure
improvements may include additional waste facilities as determined necessary.
7. The proposed trail system is located in unincorporated Garfield County but is on
property owned by the Town of Carbondale. Normal coordination between the County
Sherriff and the Town is anticipated in regard to any emergency response or law
enforcement concerns.
8. At the time of preparation of the Staff Report, public notice was still being
completed and as a result no public comments have been received. Any comments
received prior to the public hearing will be presented at the hearing with copies provided
for the Commission members. The Application submittals include documentation of
significant public involvement in the trail planning process and property acquisition efforts.
The access trail system will be part of the existing trail system that is already widely
utilized by the public.
The suggested findings for approval of the Location and Extent make reference to the
approval criteria contained in Section 4-111 (C) of the Land Use and Development Code:

The Planning Commrssion shall determine whether the project is in general
conformance with the Comprehensive Plan.
Suggested Findings for Approval
1. That proper public notice was provided as required for the hearing before the
Planning Commission.
2. That the hearing before the Planning Commission was extensive and complete,
that all pertinent facts, matters and issues were submitted or could be submitted
and that all interested parties were heard at that hearing.
3. That for the above stated and other reasons, approval of the Location & Extent
request by the Red Hill Access Trail System is in the best interest of the health,
safety, and welfare of the citizens of Garfield County.
4. That the Location and Extent request has been determined to be in general
conformance with the Comprehensive Plan 2030, as amended.
5. That the Location and Extent request is in conformance with the Review Criteria
contained in Section 4-111, Location and Extent of the Garfield County Land Use
and Development Code, as amended.
6. The determination of General Conformance is based on the Applicant's
representations in their Application submittals and at the public hearing before the
Planning Commission.
Staff recommends that the Planning Commission approve the Location and Extent for the
Red Hill Access Trail System subject to the suggested findings and the conditions of
approval outlined below. A resolution of the Planning Commission will be prepared
consistent with the Commission's motion. The Commission's action is the final decision
unless appealed. The Commission's motion should include authorization for the
Chairman and Secretary to sign the resolution.
1. That all representations made by the Applicant in the Application shall be
conditions of approval unless specifically altered by the conditions of approval contained
herein.
2. That the Facility shall be operated in accordance with all applicable Federal, State,
and local regulations governing the operation of this type of facility.

3. That the Applicant shall continue to coordinate with the County Road and Bridge
Department and obtain any required permits or approvals for future infrastructure or
access improvements.
4. That the Applicant shall continue to coordinate with the BLM and CPW regarding
any wildlife concerns including potential winter closures of trails to mitigate impacts on
wildlife winter range and low impact trail construction practices.
5. That the Applicant shall coordinate with the County Vegetation Manager on any
weed control and management issues.

TITLT: Red Hill Trail feedback

DHM Design provided three possible trail alignments connecting the recently
acquired property at the base of Red Hill connecting this parcel with the
existing trails on the BLM Special Recreation Management Area at Red Hill.
The BPT commission has been following this project and discussed possible
details of new trail alignments.
RBCOMME¡{DATIO1l'
The Bicycle, Pedestrian, and Trails commission agrees that any new trail
alignments needs to address the current challenges, while also anticipating
and minimizing future user conflicts. Re-aligning and designing trails to move
bicycle and pedestrian traffic off off the county road is important to provide for
a safer user and resident experience. Additionally, current Red Hill use is
signíficant and there are reasons to believe that these improvements, including
potential future increased parking capacity as well as population growth and
enhanced awareness of the trails will increase its use. Therefore we believe that
the best solution will be to design and build trails that can minimize user
conflicts, by separating users in the most heavily trafficked area near the
trailhead to provide for safe and enjoyable experiences,
Option "2" appeârs to be the best solution with a significant caveat, Human
nature being what it is we would suggest an important addition to option 2 to
enhance the success of the trails. While a majority cyclists choose to ride up
the Three Gulches trail, and down the Three Poles trail, some cyclists do prefer
to descend the slightly less technical Three Poles trail. As option 2 is presented
it requires cyclists riding down Three Gulch trail to then ascend the bottom of
the Three Poles trail before being able to descend the downhill bike trail to the
new trailhead. lrVe believe this will create a potential lack of compliance
resulting in some people choosing to ride down the uphill only trail, or may
create incentive for bandit trails descending down to the county road to
descend to the parking lot (at or near the existing trailhead).
We would suggest that a connector trail be added to Option 2 îrom the lower
end of Three Gulch to cut over to the cycling descent trail. lvVe would also
recommend that to effectively close the existing trailhead along the county road
that both trails be effectively moved uphill and away from the coungr road.
Failure to modiff the existing trailhead is likely to result in a fair bit of
continued bicycle and pedestrian traffic exiting the trails and continuing to
travel along the county road.

The Red Hill Council greatly appreciates being a stakeholder in the trail planning and
design process for the recently purchased property at the base of Red Hill. As you know,
this property is a critically important parcel at the entrance to Carbondale and because it
is adjacent to the BLM Red Hill Special Recreation ManagementArea (SRMA).
The Red Hill Council met on Wednesday, June 27,2018 with Chris Brandt representing
DHM design to discuss trail alignment and design options that will connect from the
recently purchased property to the Red Hill SRMA. Based upon those discussions, the
Red Hill Council offers the following input on the plan.
1. We support "Option 2" revised June 26,2018 that shows three routes from the
parking area uphill to the Red Hill trail System. The three routes are identified as
"shared Access Trail", "Hiking Trail" and "Downtrack". One of the key points is the
"connector" route that would allow users easy access from the bottom of Three Gulch
to the new down track without having to climb up the Mushroom Rock trail to get on
the dedicated downhill route.
2. Closure of the existing Red Hill system trailhead and getting people offthe County
Road will be critically important to the success of these new access points to/from
Red Hill. Timing of that closure must coincide with completion of the new routes
along with adequate notification to the public. In addition, closure of the existing
trailhead must be substantial and may have to include fencing to prevent users from
heading up the road with the expectation of accessing the trails. The goal of this new
acquisition and trail construction is to get the users offthe County Road. The Red
Hill Council has discovered that changing user habits can be very difficult.
3. Adequate signage is also important to create and reinforce good trail use ethics and to
inform the public about the new trails and the Red Hill trail system. As you know, the
existing informational way-sides were removed during the construction of the game
fence on Highway 82. The Red Hill Council would like to see way-sides and an
informational kiosk reestablished at the trailhead along with installation of doggy
pots. The Red Hill Council would be happy to coordinate with the town on the
design and placement of these improvements. BLM has a kiosk and waysides in their
inventory and has expressed a willingness to donate these to the Red Hill SRMA.
4. The Red Hill Council strongly recommends that the town require dogs on leash on the
town owned property. Leashes are recommended but are not required by BLM on

Red Hill. Dogs off leash on Red Hill have been a frequent and significant source of
user conflict. It is our hope that a requirement for dogs on leash on the town property
will set a standard and support use of leashes on the Red Hill trail system.
5. The Council recommends that Carbondale work with CDOT on establishment of
temporary parking on the town owned property until a permanent parking area is
established. It is our opinion that moving the trail access parking and trailhead to the
west will pull the users away from the County Road when this new access is opened.
It is imperative that this new use pattern be established early, otherwise, users will
continue to attempt to gain access to the trails from the old trailhead or other locations
on the road. We are concerned that it may take up to two years for the new
intersection to be completed and forcing users to continue accessing off of the County
Road will make changing habits in the future more difäcult and will continue to be a
source of non-motorized/motorized conflict.
6. The three new trail routes need to intersect with the existing Red Hill trail system in a
logical and seamless manner. It is recognizedthat these three new routes must
traverse very challenging steep terrain. Careful design and construction is required to
ensure that the connections provide smooth transitions and are designed to control
speeds of bikers coming downhill to minimize use conflict.
Thank you again for including us as a stakeholder group in this process. The Red Hill
trail system is critically important to Carbondale and the Valley and we appreciate AVLT
and Carbondale's forward thinking efforts to acquire the property and plan this new
access to Red Hill. Red Hill Council is ready and willing to assist the Town of
Carbondale in any way as this project moves forward.
