South Canyon Parklands which includes the Sy2NEy4, NyzSEyo, SW%SE%, SyrSWyo, Sec. 2; E%SE%, Sy'.SWy4, Sec. 3; SyrNEy4,SE%, Sec. 9; NE%, NW%SE%, SW%, Sec' 10; NW%, SEy4, SWy4, Sec. I 1 ; S%NWyo, SEy4, SW%, Sec' 13;NE%, NW%, SEy4, Sec. 14; NEy4,SEy4, Sec. 15, all in T' 6. S., R. 90 W., 6th P.M., except that portion of the SE%, Sec. 14 recorded in Book 25 at Page 109 and except railroad right- of-way. The low impact trail will be approximately 17. to 4 ft. in width, dirt surfaıed, and include trails on existing road grades and new trail sections. The system will utilize an existing parking area at the north end, beginning of the trail system, and a new proposed parking area serving the upper section of the trail system. Á nriOg" crossing of the South Canyon stream is also proposed. Phase I of the tåil system will-have 6.15 miles, and once connected to the future LOVA trail, the system wíll piovide access to additional trails. The property is located partially within the City of Glenwood Springs 3 Mile Area of Urban lnfluence' .ll. nurnonttY - Cnlrenn A. The request is being considered in accordance with Garfield County Land Use and Development Code, Section 4-111Location and Extent Review. The review criteria for a location extent is noted below. Location and Extent Review criteria - secfion 4-111 (C) The ptanning Commrssion shalt determine whether the proiect is in general conformance with the Comprehensive Plan. B. Decision making authority for Location and Extent Review is with the Planning Commission and the Cbmmission may approve or disapprove of the request based on the above criteria. A finding of disapproval may be appealed in accordance with the Colorado Revised Statutes. A Planning Commission Resolution formalizing the Commission's action will be prepared' C. Typically a Location and Extent Review does not include conditions of approval based on tf,e single review criteria and finding, however, additional review with the County Attorney'J Office has determined that conditions of approval relevant to the review criteria may be appropriate and can be includeci in the Planning Commission decision on the Location and Extent Review. III. STAFF REVIEW AND ANALYSIS - COMPREHENSIVE PLAN The Garfield County Comprehensive Plan 2030 designates the site as Residential Medium High (RMH¡. tt is also located partially within the City of Glenwood Springs Three Mile Urban Area of lnfluence. Relevant sections of the Comprehensive Plan were included in the Application and key provisions outlined below in italics with staff analysis shown in bold. July 2015 H=iL.',,u,"r 6 .: ,/ RFñ'IBA fldN?aß ßtf I ¡330¡tar¡olt O@0ffit The Application is submitted by the City of Glenwood Springs, the property owner, however, the plans for the trail system have been developed with input and support from various key agencies including the Bureau of Land Management (BLM), Golorado Parks and Wildlife (CPW), the Roaring Fork Mountain Bike Association (RFMBA) and Garfield County. The joint effort is indicative of the intergovernmental cooperation that has gone into the planning of the project. The zoning of the property is Rural (R) and a Park is a permitted use that zone district. Section 4 - Economics, Employment and Tourism poticy #6: The County recognizes that the tourism industry is an impoñant part of the regionateconomy and the County recognizes thatthe tourism industry is enhanced by (1) ofen space and scenic yrsfas (2) public trails and other recreational opportunities (3) pubtic access to pubtic lands (4) a healthy environment and habitats for hunting and'fishing (5) green belts and open area between communities (6) clean air and water (7) localfoods and local Produce. The proposed mountain bike trail system represents a significant public trail and recreational opportunity, including access across public lands (BLM), maintaining and utilizing open space between communities, creation of opportunities for public enjoyment bf scenic vistas and public health benefits associated with outdoor exercise. Strategy #6: Ensure that tourism development is compatible with adiacent land uses and preserves the natural environment of the County- Extensive planning efforts have gone into creation of a low impact trail system with appropriate supporting infrastructure such as parking areas and trailheads. The Applicant should provide and maintain portable toilet facilities at the trailheads at such time as use and demand warrants. Secfion 5 - Recreation, Open Space, and Trails /ssue *l: The County has traditionally suppofted (contributed to) the effot-ts of other organizations fo create trails in the County. The Gounty has provided a Ietter of support from the Board of County Gommissioñers, for previous grant applications for the trail. A copy is included in the Gity's submittal. Goat#3: Provide opportunities for the tourism industry to utilize recreational resources as wellas fo preserue recreation resources for localaccess. The proposed trail system is an example of a recreational resource that will benefit both tourism and local citizens. 4 Goat #4: Support the development of a continuous trail system within Gartied County and along both maior river corridors. The proposed trail system is ideally located to become part of larger overall trail system in the County. policy #2: Any actions regarding open space and trails must respect the property righté of tand owners in the County and must be based on the concepts of iust compensation or mutual benefits for landowners, residents and visitors. The City is the owner of the property which is currently utilized for a number of purposés including a land fill and gun club - shooting facility. The trail plans have beeh designed to avoid impacting other uses. lmpacts on other land owners in the South Canyon area need to be mitigated by thorough oversight and maintenance of the proposed trailsystem. Provision and maintenance of portable toilet facilities and addressing trash at the trailheads is an important consideration. Secfion 6 - Agriculture Goal #2: Goal #3: Preserue a significant rural character in the County' Preserue scenic and visual corridors in the County. Policy #1: Agricutturat tand witt be protected from infringement andassociated impacts of higher-intensity land uses with buffer areas between the agricultural uses and the proposed project. The proposed trail system is located in an area that should have minimal impacts on agriculture and will help to preserve a scenic and visual corridor. Section I - Natural Resources Issue *2: Many of the natural resources in the County are also under the iurisdiction of other agencies and extend beyond County boundaries. TRAIL SPECIFICATIONS 3. The Application was referred to CPW with comments provided indicating no major concerns with the first phase of trail development (see attached). The comments note habitat issues for future trail development, enforcement of rules associated with discouraging illegal trail building and dog control, and winter range closures. Copies of the CpW approvát of a trail grant for the proposed South Canyon Trail System is included in the Application. 4. The Application was referred to BLM, no additional comments were received. The Application contains a copy of the Environmental Assessment (EA) completed by the BLM ii àO16 on the South Canyon Trail proposal. The EA addressed a wide range of issues including habitat impacts, weeds, and cultural resources. The EA includes a "Finding of No Sigñificant lmpact" and a Decision Record that "This decision will result in the construction and maintenance of a trail for non-motorized recreation activities." lt also includes the statement that "lt will help meet growing local demands for mountain biking and other non-motorized activity opportunities. A planned and designed trail will reduce potential natural resource impacts." A letter of support from the BLM for the Applicant's grant applications for the trail project is also included in the application submittal. S. The Application was referred to the County Vegetation Manager with no comments received at this time. Comments received prior to the public hearing will be presented at the hearing. The Application included a summary of ongoing invasive weed management by the City in South Canyon including weed mapping and treatment receipts/records. 6. The proposed trail system will need to meet safety standards and it is anticipated that the City as property owner will be managing safety issues, including during construction, through its Parks and Recreation Department. Safety rules and access restrictions associa[ed with the historic mines are anticipated and would be implemented by the City. T. The proposed trail system is located in unincorporated Garfield County. The County Sherriff provides law enforcement services in the unincorporated portions of the County. L A bridge on the lower trail section will cross a section of the stream in South Canyon. Thé Applicant has provided copies of the plans and a statement from the Appicant's Engineer, SGM (see attached), indicating that the waterway under the bridge is.adequate to pass a 1OO-year storm without overtopping the bridge. g. The Application was referred to the County Building Department (see attached) with comrnents indicating that building permits would be required for structures with roofs and fences. Andy Schwaller Chief Building Official has previously determined that a grading permit woulO be required for the proposed trail construction and the Applicant has submitted the required Permit. 10. The Application submittal includes a draft detailed History and Summary of the South Canyon.Coal Mine Historic Site. The draft includes recommendations for certain 8 historic elements including the need for additional inventorying of small scale elements. The report indicates that the tramway bed is ideal as a multiuse interpretive recreational trail. 11. At the time of preparation of the Staff Report public notice was still being completed and as a result no public comments have been received. Any comments received prior to the public hearing will be presented at the hearing with copies provided for the Commission members. The Application submittals include documentation of significant public outreach as part of the trail planning process including input from affected neighboring property owners in the South Canyon area. 12. lnitial trail construction has begun and was allowed by the County on lower sections of the trail that are along existing historic roadway alignments and did not represent areas of new disturbance. To reduce and help minimize conflict with resident traffic, landfill traffic and road maintance, we would recommend that all parking be off road right of way and in designated parking lots. This would give users a safe place to unload and load bícycles, kids etc..., also a safe place to get vehicles turned around. The paved portion of County Road L34 from the land fill down has heavy truck traffic with steep grades and no shoulders. Would recommend that signage be posted that would prohibit bicycle and pedestrian on that portion of the road. The project consists of constructing concrete bridge abutments and installing the bridge superstructure. The bridge superstructure is owned by the City of Glenwood Springs and is currently located at the Red Mountain Trailhead in Glenwood Springs. The bridge will be relocated to the proposed location in South Canyon to provide a crossing of Sor-lth Canyon Creek for the new South Canyon Trail, which is currently under construction. The existing bridge superstructure consists of steel beams, a timber plank deck and peeled log railings. lt is anticipated that the bridge can be removed, transported and reset without modification to the bridge. The weight of the existing bridge is estimated to be 10,000 pounds. The existing steel beams have adequate capacity to support a 90 pounds per square foot (psf) pedestrian load, consistent with current American Association of Transportation Officials (AASHTO) design criteria. The bridge railing consists of vertical posts attached the steel beams and horizontal rails spanning between the posts. The cleardistance between the horizontal railings is5Yz", which satisfies the MSHTO requirement for maximum gap distance of 6". The height of railing measured from the deck is 3'-7y4", which meets the AASHTO requirement of minimum railing height of 3'-6'. The bridge spans South Canyon Creek approximately 600 feet upstream of the confluence with the Colorado River. SGM has performed a basic hydrology and hydraulics analysis using the US Geological Survey (USGS) StreamStats application and FlowMaster software. According to the StreamStats application, the South Canyon Creek drainage area above the bridge is 11.1 square miles and the predicted 1OO-year flow is 322 cubic feet per second (cfs). According to the FlowMaster analysis, the water depth at the bridge is calculated to be approximately 3 feet below the bottom of the steel beam for the 322 cfs design event. ïhe analysis was based on the channel cross section shown in the General Layout Elevation view (from SGM topographic survey), an assumed channel slope of 0.05 fVft and a Mannings coefficient of 0.060. Based on these results, it is our opinion that the waterway opening under the bridge is adequate to pass a 1OO-year storm event without overtopping the bridge. The City of Glenwood Springs Engineering Department has requested that a representative of SGM perform rebar placement inspections prior to all concrete pours.
