Earlier this week Andy Schwaller, our building official, talked with Steven Kessler of Westar Engineers, and it sounds like Steven is the Engineer who came out to review the building and visit with you about what might need to be done structurally to bring this partially completed structure up to building code standards. Based on Andy's conversat¡on with Steven, it sounds like there may simply be too many issues to for you to overcome by simply revising the partially completed structure. lf that description is consistent with what Steven has told you, it sounds to us like perhaps the only avenue left for you to pursue - short of demolition and starting over again - is for you to limit your use of this structure to "Agricultural Use" which is exempt from building permit. The technical definition of an Ag Exempt structure (copied below) does not allow for use of the building for storage of motor vehicles other than agricultural implements. b. BTJILDING PERIVTIT EXEMPT AGRICULTURAL BUILDING. A SITCtUTE designed and constructed to house farm implements, hay, grain, poultry, livestock or other horticultural products. This structure shall notbe aplace of employnrentwhere agricultural products are processed, treated or packaged, nor shall it be a placcused by the public' The sole purpose of the building must be agricultural. Excluded from this definition a¡e structures enclosing indoor riding arenas with an occupant load of l0 or more. lf you still require additional storage of motor vehicles on your property, we suggest you consider placement of another building on your property, and please check in wíth us as to spec¡fic requirements that may apply to any new structures before proceeding with construction. We really appreciate your assistance in this matter, and sorry that it doesn't appear that another solution is available to you at this point. Although we came across these pre-fab steel building drawings, we didn't find the original foundation plans in our digital archive & apparently Bret can't find a copy either. You will note that the L1x 17 size plans have each been scanned as (2) 8 /r" xLL" size sheets in this PDF. However, these original plans do include the structural loads & column/frame reactions for the steel structure (see Sheet A3) and other information that should be helpful to you in analyzing the existing concrete foundation. Bret has also said that he can provide you with detail sketches of what he built back in 1998. We assume that Bret will be providing you with the new steel building drawings (by a different Mfr. from the originalstructure), but if you need a digitalcopy of those new drawings, please let us know. On another - but somewhat related issue - do you recall receiving a call recently from Derald Bates, who has a residence located at L33 Native Springs Drive in Rifle? He is also seeking assistance from a Structural Engineerto help him get a building permit for a partially completed pole barn structure. Like Bret Closs, we have told him that we need to see a Structural Engineer's certification that the structure meets our building code requirements. Not really sure if Derald has contacted an Engineer, but if he hasn't, would you be interested in speaking with him about his project? Or if, by chance, you have already visited with him, please let me know. We appreciate your diligence in providing us with this information, including plans and in-progress construction photos in obtaining a building permit for this project. However, before issuing a building permit, we require that a Colorado licensed Structural Engineer provide us with written approval and verification of the existing structural frame and foundation. ln particular, the height of th¡s structure and lack of information about certain structural aspects (shear walls, moment frame connections, roof sheathing, etc.) all need to be verified and approved by a Professional Engineer. Please make arrangements to have a site visit conducted by a Professional Engineer, and we suggest that you provide them with the same documentation you have already submitted to our office in order to make it easier for them to verify and certify the structural worthiness of the building. Once you have received the Engineer's follow-up letter or report - including any revisions or corrections to be incorporated and wet stamp/seal from the Engineer - please forward it to our office so that we can finalize our review and issue a building permit to you.
