Dear Ms. Maloley,
At your request, Huddleston-Berry Engineering & Testing, LLC (HBET) prepared this letter regarding
3768 Highway 82 in Glenwood Springs, Colorado. HBET understands that the municipality has concerns
regarding the significant cutslope behind the residence with regard to potential impacts to Red Canyon
Road.
In order to evaluate the hillside, HBET conducted reconnaissance of the site on Apri122,2019. ATThat
time, HBET observed the subject near vertical cutslope at the northeast corner of the property. The
cutslope was approximately ten to twelve feet in height and the exposed soils consisted of cobbles and
boulders in a sandy clay matrix.
Above the cutslope, the natural slopes rose moderately to steeply to the east/southeast. The natural slopes
were vegetated with trees and scrub brush. Photographs taken during the reconnaissance are attached.
Based upon information provided, HBET understands that the original cutslope was created nearly three
years ago and recently expanded. At the time of our investigation, HBET observed no evidence of
instability in the cutslope. In addition, HBET observed no evidence of instability in the hillside above the
cutslope.
In general, based upon our observations at the site, area geology, and experience in slope stability, HBET
does not believe that the cutslope behind your residence poses any risk to Red Canyon Road. However,
the hillside slopes are steep and future rockfalls may adversely impact your residence.

including any remedial measures that may need to be taken to conform with Garfield County's
Land Use & Development Code. *Please Note: This report will need to be submitted to our office
whether you ultimately decide to build or not.
2. Buildine Des as Submitted - lf you choose to continue with the storage building as originally
submitted to our office, we will need to have all items listed in our "Supplemental lnformation
Request" addressed before we can finalize our review and issue a building permit. This list of
items was emailed to you on July 1-1.
3. Other Options - Garfield County's Building Resolution does exempt certain one-story detached
accessory structures used as tool and storage sheds, provided the floor area does not exceed
L20 square feet. However, placement of a storage shed as described above still needs to comply
with the 25-foot setback requirement from the northern property line. Other "temporary
structures" over l-20 square feet in size are also subject to Building Permit requirements.
Please let me know if you'd like to discuss these requirements further, and if you like, we are happy to
meet with you in person here in our office. After reviewing your options with your builder & engineering
consultants, please let us know how you want to proceed. Until we hear back from you we will place
your project in our "pending" files.

"PENDING" . . . Awaiting clarifications & supplemental information as described below
We have completed a preliminary review of your proposed Detached Garage and have a noted several
issues which require additional information be submitted to our office. The following items must be
addressed before we can finalize our plan review & issue a perm¡t for this project:
L. Propertv Owner & Statement of Authoritv - The permit application shows Jody Maloley as the
property owner, the Assessor's office records list ownership as JSK Holdings LLC, and the application
is signed by Robert Schneider (the contractor). Whenever we receive a permit application not signed
by the property owner of record we need to receive a statement of authority from the valid owner
st¡pulating that the signee is their duly chosen representative, Please submit to our office.
2. General Questions & Comments:
a. lntended Use of Structure - Will this structure be used for commercial or residential
purposes? Please clarify.
b. Egress Door Required: A36" x 80" minimum size walk door is required for egress purposes
in addition to the (4) overhead doors. Please revise & resubmit plans.
c. Conditioned lnterior - Will this structure be heated? lnsulation/drywall shown, but no
mechanical or heating equipment is identified. Please clarify'
d. Deta¡ls - Design details as shown on Sheet A-5 appear to be somewhat generic and do not
match up with Structural details shown on Sheet 52.1- - please clarify inconsistencies.
3. Front Yard Setback Encroachment - As shown on the site plan included in the plans, the building
encroaches into the required 25-foot front yard setback along the northern property line and will
need to be relocated accordingly. Please revise and include setback dimensions from property lines
and other structures. For additional site plan requirements, see below.
Ensineered Site Gradins & Drainage Plan - Existing grades at the project site are greater than a
2Oo/o slope. Per Garfield County requirements a Colorado licensed Professional Engineer is required
to prepare and wet seal a Site Grading and Drainage Plan for this project (refer to Garfield County's
Land Use & Development Code, Section 7-2071. Pending the Engineer's assessment of existing site
conditions and review by Road & Bridge Dept., there may be additional requirements for hazard
mitigation for potential rock fall hazards and/or considerations for County Road 115 above. Also,
a Grading Permit is required for excavation work already completed at garage footprint.
Soils Report - Please provide a digital copy of soils report by Huddleston Berry as referenced on
Structural drawings.
Structural Engineer Drawings - Based on limited site grading information, it appears that concrete
block wall may serve as a retaining wall at backside of this structure because of the steeply sloping
hillside above. However, the structural drawings do not indicate fully grouted CMU block cells nor
significant steel reinforcing as we would typically expect. Engineer to verify final grades on backside
of this wall and coordinate actual site conditions with Engineered Site Grading & Drainage Plan as
described above. lf reta¡ning wall is required at backside wall, does this affect footing/foundation?
