On April 29, 2021, we issued an OWTS permit for the proposed Building B at 0062
County Road 113 near Carbondale in Garfield County, Colorado (OWTS Permit # SEPT-6784).
As stated on the permit: “Contact the designer and Garfield County Public Health at least 48
hours prior to requesting final inspection of the installed system prior to backfill.” However,
GCPH did not receive a request for a final inspection. On March 11, 2022, we received a letter
from the designer, Zancanella and Associates, INC stating that “this ISDS system was installed
in accordance with the intent of the design.” Upon receiving this letter, we requested photos of
the installation. Later in the day of March 11, 2022, the contractor submitted an invoice and
photos which showed the system, to the best of our knowledge. The invoice submitted indicates
that a 1,000-gallon tank was installed followed by the connection to the existing Soil Treatment
Area (STA). Additionally, the photos showed that the tank was installed level, with an effluent
filter in the outlet tee of the tank and that a cleanout was present between the new building and
the septic tank. We visited the site on March 15, 2022 and verified the general location of the
OWTS components. In our opinion, this system was installed in general conformance with
Garfield County OWTS Regulations. No further action or review from Garfield County
Environmental Health is required regarding this permit.
