RE: Directors Decision Letter for Lot 12 ofSt. Finnbar Farm Subdivision, Secondary
Dwelling Unit: GAPA-09-2 1-8861,
Dear Mr. Rawley:
This letter is sent to you as the authorized representative for the application GAPA-09-21-
8861, Lot 12 of St. Finnbar Farrn Subdivision Secondary Dwelling Unit. The application
requested a Land Use Change pelmit to allow a Secondaty Dwelling Unit. The property is
locãted at 12 St Finnbar Farm Rd, Carbondale Co in Section 31, Township 7, Range 87. The
property is further described in the St, Finnbar Farm Subdivision plat at Reception #57473I
witñ Girfield County Clerk and Recorder's office. The Application has been reviewed in
accordance with the Administrative Review procedures contained in the Land Use and
Development Code as amended. Said provisions require a decision by the Director of the
Community Development Department on whether to approve, approve with conditionå or
deny the request
The Director's Decision is based on the following findings:
1. Application for a Secondary Dwelling Unit on Lot 12 of St Finnbar Farm Subdivision,
GAPA-09,21-8861, fulfills the notice requirements for an Administra[ive Review
process
2. Consideration of the Application was extensive and complete, that all pertinent facts,
matters, and issues were submitted and that all interested parties were given the
oppottunity to provide input pt'ior to the Director's Decision.
3. The Apptication complies with the lequirements of Sectían 4-103 Administrative
Review.
4, That, for the above stated and other reasons, the proposed White/Nydahl Secondary
Dwelling Unit Administrative Review Application for a Secondary Dwelling Unit is in
the best interest of the health, safety, convenience, ordet', plosperity, and welfale of
the citizens of Garfield CountY,
S. That, with adoption of condition¡ the application is in general conformance with the
2030 Comprehensive Plan'
6. Subject to compliance with all included Conditions of Approval and approval of
submitted waiver requests, the application complies witl'r the Garfield County Land
Use and Development Code, as amended.

The Director's Decision is hereby issued apploving your Application that subject to the
following conditions of approval,
L That all representations contained in the Application submittals shall be conditions
of approvaì, unless specifically amendecl or moclifiecl by the conrlition.s contained
herein.
2. Prior to the issuance of the Land Use Change permib the Amended Finat Plat on SL
Finnbar Farm Subdivision Lot 12 FPAA-09-21-8860 shall be fully executed and
recorded.
3. Prior to Íssuance of the Land Use Change Permit the applicantwill provide pump test
results and water quality tests in fulfillment of Section 4-203.M Water Supply and
Distribution Plan.
4. Prior to issuance of the Land Use Change Permil the applicant will plovide a will-
serve letter from the sewer seruice provider indicating their capacity to serve both
residential uses ot' similar documentation.
5. A grading and druinage plan that fulfìlls Plat Note 14 of the St, Finnbar Farm
Subdivision's plat at Reception #374731, will be submitted at the time of building
permit.
6. The Applicant shall work with the County Vegetation Manager or the local
Conservation District to provide a weed map and/or inventoty of the site, and a
management plan for any inventoried noxious weeds. The plan and timing for
treatment shall be subject to approval by the CountyVegetation Manager,
7. The proposed office/woodshop/SDU shall meet all building code requirements for
fire separation and/or life safety at the time of building permit
The Land Use and Developrnent Code requires notification to the Board of County
Commissioners for their review and potential call-up of the Director's Decision, The Board
review is for a period of 10 calendal days commencing on thc datc of thc Dircctor's Dccision.
You may request the decision be called up to the Board during this petiod, The call-up period
shall expire on November'25tr'. Once all conditions of approval have been satisfied including
a Land Use Change Pelmit will be issued. Please note that you will have one year flom the
date of approval to comply with the conditions of approval. Extensions of this time period
may be requested prior to the expiration of the original time limit. Please contact the
