At time of building application submittal we will look for the received plan drawings to have a Colorado licensed structural engíneers stamp on them including the Engineers general specification notes (referencing the current adopted building code, frost depth, proposed foundation design, snow load design appropriate for the síte elevation etc), a foundation plan detail, floor wall roof framing details including size dimensíons connectíon and fastening details. Some Engineers of Record may state in the foundation design or general notes if further inspection or observation of the foundation and soil excavation is needed. Please examine the prepared structural pages carefully. lf the Engineer of Record is "silent" or otherwise states that an open hole soils observation is unnecessary for the detached garage, then County staff will not require an open hole soils report by a geotechnical engineer at footing inspection. lf, however, the (structural) Engineer of Record includes an assumed soil bearing and specifies that an observation of the soils and excavation by a geotechnícal engineer pertains, THEN the lot owner / general conträctor will want to obtain the services of a Ger¡tech to observe the site and prepare an open hole soils report for the footing inspection. Update on timing. l'm reviewing several construction projects receipted on Apríl 19,2022 and will be several days to a few more weeks before I reach your application receipted on May 5 to begin review. No formal plans examination for your project will begin until then. I discourage further conversation about your project until l'm able to begín your case review, as it will only delay timeframe I can begin working on your project. ln courtesy I opened up the BIN where your blueprints have been placed, and ALL DRAFT design professionals pretty clearly note an ASSUMED SOIL BEARING CAPACITY of L,500 and make the builder responsible and liable to verify the soils. This design circumstance is typical. An appropriate decision for plans examiner to allow for completing the structural examination and stamping the FIELD COPY of blueprints as APPROVED. BUT a typical instance whereby the property owner or builder start their excavation of the footing area AN D then hires a geotechnical engineer to visit the excavated area to CONFIRM the ASSUMED SOIL BEARING CAPACITY is accurate. Forgive if my original email lacked clarity or was misleading in some way, it was not my intent - see highlight below lf, however, the (structural) Engineer of Record incJudes an assumed soil bearing ... THEN the lot owner / general contractor will want to obtain the services of a Geotech to observe the site and prepare an operì hole soils report for the footíng inspection. Not needed for plan review, but needed attime of first inspection. When the garage permit FIELD COPY is approved, l'll place a red stamp on the front page and foundatíon detail pages that states: "OPEN HOIE SOILS REPORT lS REqUIRED AT FOOTING INSPECTION - PSF etc....."
