I am currently reviewing your building plans and detached garage project. I notice the garage floor space has a significant area of floor space accessed via adjoining stairs to a lower space labeled STORAGE half basement and a small room with an operative door in the South East Corner where use is unlabeled and unidentified. The garage floor space further accesses a stairs leading up to an adjacent loft level above and over the STORAGE half basement. Relating to these adjoining spaces I have questions: 1. What is the intended use or uses of the storage half basement? l.a. Is it for garage, non-habitable storage use only? l.b. No window or doors are shown from the garage basement to the building exterior yard. I met with our building inspectors, Matt Provost and John Hendricks and to go over the garage storage floor plan layout and we have the following comments to share : 1. Upstairs open garage storage loft, allowed for construction as submitted. There will be a CONDITION OF PERMIT placed on the FIELD COPY of plans stating: garage loft approved for non-habitable garage storage use(s) only. Not approved for future habitable living as storage space contains no natural light and ventilation and no emergency escape and rescue opening. 2. Lower half garage basement is being evaluated and considered as a U Occupancy private garage under the 2015 International Building Code. 2015 IBC Section 312.1 General Utility Occupancy and Section 1030.1 General Emergency Escape and Rescue text gives careful consideration to basement spaces. Reading through all of the allowable exemptions, this particular basement design will require an emergency escape and rescue opening. Such window or door openings must be located on same story level as the garage basement (without having to access and travel up the stairs leading to the main garage). The emergency escape opening may be located on the NORTH , EAST or SOUTH faces of the basement and have direct access to the yard. Emergency escape and rescue opening shall have a minimum net clear opening of 5. 7 square feet. Minimum size shall comply with Section 1030.2 and 1030.2.1 minimum dimensions. Section 1030.3 Maximum height from the floor. Any proposed window wells shall comply with Section 1030.5 3. We understand ceiling mounted electric heater is proposed for installation. No insulation details are shown on plans. Please provide details for the proposed insulation materials, locations and R-values. Permit Status for the Detached Garage remains UNDER REVIEW. - I am waiting for (2) sets of updated plan drawings depicting the emergency escape and rescue opening from the garage basement (correction item #2) and some updated information on insulation and/or heating (correction item #3). Plan drawings may be dropped off at the Garfield County Community Development Department front desk between 8:30 am -4:00 pm weekdays.
