Civil and Environmental Consulting and Design October 26, 2022 Mr. John Plano Garfield County Planning 108 8th Street, Suite 401 Glenwood Springs, CO 81601 RE: G13 496 CDP Pipeline -Grading Permit: GRAD-10-22-7868 Dear John: This office has reviewed the documents provided for the G13 496 CDP Pipeline Grading Permit application of Caerus Piceance, LLC. The review generated the following comments: 1. The Applicant provided pipeline design pressure calculations. The Applicant should also provide anticipated working pressures. 2. The notes in the plans list Mesa County. This note should be revised for the applicable counties. 3. The Applicant should provide pipeline design/construction drawings with applicable construction and trenching details. 4. The plans provided show schematically the routing of the proposed piping. The design plans should show which pipeline is which, how the pipes will be located, bedding in the trench, thrust restraint provided at bends, valving and equipment necessary along the alignment. 5. The Applicant should provide the anticipated erosion control details. 6. The Applicant needs to provide an estimate for revegetation costs and security for that amount. 7. The Applicant should provide information concerning the stream and culvert crossings. Verification that there will be no impacts to floodplains or wetlands should be provided. 8. The Applicant should provide compaction and finishing specifications for completion of the trench depending on location, depending on roads, native, etc. 9. Plans should include details on how pipe and culvert crossings will be constructed at stations: 45+50 and 48+25. 10, The Applicant should include the Garfield County "Conditions to All Pipeline Grading and Installation Permits" within the design plans. 11. Applicant will need to obtain a CDPHE Stormwater permit for Construction Activities prior to beginning construction. A copy of the permit should be provided to Garfield County once it is obtained. 12. The Applicant should provide more details on what will be used/necessary for dust control. Costs might need to be added to the cost estimated. 13. Applicant should verify that the design plans show property boundaries and/or evidence that the construction is contained on property owned by the Applicant.
