A cold joint as illustrated is acceptable with the following conditions:

cold weather protection as described in the general notes.
<!--[if !supportLists]-->2. <!--[endif]-->The concrete for the
footing is not poured on frozen ground.

Brad, thanks for taking my call today. As I mentioned, we were short
concrete at the garage door openings when we poured the footers and
the inspector would like a letter for repair or approval of pouring the
two cold joints for foundation walls.
Please see attached pics for review and call me with any additional
info needed.
